Ahmed Rashid 4/10/02 Print this article Email this article "The war in Afghanistan is over and what is left is a mopping up operation in a few provinces, but the Department of Defense is still controlling policy," says a US official in Washington, closely involved in Afghanistan. Adds Edmund McWilliams, a retired US diplomat who served in Afghanistan in the 1980s: "policy makers in Washington have failed to recognize that the key challenges are no longer simply military, but instead increasingly political." Since the fall of the Taliban in December, the US military has conducted operations in three provinces along the border with Pakistan - Nangahar, Paktia and Paktika - out of a total of 32 provinces in the country. However, US Secretary of Defense Donald Rumsfeld has repeatedly reminded journalists that fighting in Afghanistan continues. Although the al Qaeda terrorist network still poses a major international threat, its influence in Afghanistan is now small, observers contend. "For 95 percent of the population there is no war, and what people want now is greater security and reconstruction," says a senior aide to Hamid Karzai, Chairman of Kabul’s interim government. "But the United States doesn’t get it."

Shock and Vibration Information Analysis Center
SAVIAC is the DoD focal point for research and analysis in the field of shock and vibration technology and is managed by the U.S. Army Engineer Research and Development Center. Specific areas covered by SAVIAC include rotating machinery, explosion effects, blast-induced shock, underwater explosion, ground shock, air blast, detonation physics, fragmentation, transportation and vehicular vibration, missile and torpedo flight vibration, biodynamics, earthquake technology, satellite or other space vehicle vibration and dynamics, ship dynamics, and structural dynamics. These technical areas are covered across the spectrum of technical developments, including theoretical analysis, finite element modeling, finite difference modeling, smooth particle hydrodynamic modeling, experimental modal analysis, field environment definition, laboratory test and evaluation procedures, data analysis, and instrumentation.
SAVIAC is also concerned with the economic aspects of the shock and vibration industry, economic considerations with respect to selection of techniques and processes, and industrial trends in applying current safety monitoring and failure prevention of in-service material. SAVIAC serves as a central information resource for all aspects of shock and vibration, including:
