The department's Defense Information Systems Agency Red Hat acquired it in December August Schell The software is used to issue digital credentials, called certificates, that help identify people and computing equipment such as workstations and network routers, Schell said. The certificates are included in each Defense Department employee's digital ID card, used to gain access to buildings or computers, he said. The deal furthers two Red Hat initiatives: replacing Sun Microsystems technology and penetrating government accounts. The RFID policy, announced Thursday, is the latest step toward wider adoption of the controversial technology, which civil liberties groups fear could lead to unprecedented surveillance of consumers . RFID chips will revolutionize supply-chain systems by making it far easier to identify and process inventory. RFID chips, or tags, contain identification information that can be wirelessly passed on to a reader, allowing, for example, the contents of a shipping container to be identified without opening it. This promises huge improvements in supply-chain efficiency, but also raises the prospect of remote tracking of consumers via RFID chips embedded in their clothes or the cards in their wallets. The Defense Department's policy requires that by January 2005 all suppliers embed passive RFID chips in each individual product if possible, or otherwise at the level of cases or pallets. The policy applies to everything except bulk commodities such as sand, gravel or liquids. The department said the policy would allow it to streamline its supply-chain and business processes.

"If a military draft becomes necessary," the notice explained, "approximately 2,000 Local and Appeal Boards throughout America would decide which young men, who submit a claim, receive deferments, postponements or exemptions from military service, based on Federal guidelines." In early November, that notice started to receive media attention, with articles from the Associated Press , the Seattle Post-Intelligencer , the Oregonian , the Toronto Star , the BBC , and London Guardian (unsurprisingly, none of the major papers or networks in the US covered it). Doctrine, Directives and Instructions
Doctrine is the fundamental principles by which the military forces or elements thereof guide their actions in support of national objectives. It is authoritative but requires judgment in application. (Joint Pub 1-02) The joint publication hierarchy provides a framework for joint doctrine and joint tactics, techniques, and procedures. The organizational structure follows traditional joint staff lines of responsibility to the maximum degree possible. Each series provides for a keystone manual as the first publication in the series. The keystone manuals constitute the doctrinal foundation of the series. There are a number of online sources for joint doctrine and related publications. The Department of Defense (DoD) issues a large number of Directives and Instructions . The purpose of these issuances varies; however, all of them are used to internally manage the business of the DoD. DoD Directives are broad DoD policy documents containing what is required by legislation, the President, or the Secretary of Defense to initiate, govern, or regulate actions or conduct by the DoD Components within their specific areas of responsibilities. DoD Directives establish or describe policy, programs, and organizations; define missions; provide authority; and assign responsibilities.
