Debate , also Debating logical argument . Rules governing debate allow groups and individuals to discuss and decide issues and differences. Debate is a common process in deliberative bodies such as parliaments, legislative assemblies, and meetings of all sorts. Outcomes of debates may be decided by voting, by judges, or by combination of both. Formal debates between candidates for elected office such as the leaders debates and the U.S. presidential election debates are common in democracies. In the United States, meetings which may involve large group debates are frequently run according to Roberts Rules of Order Competitive Debate is a competition most commonly engaged in at the high school and college level. It is a rule-governed contest with two sides, usually presided by a number of judges . Each side is attempting to win the approval of a designated audience, such as the judges. Competitive Debate is a highly organized activity with teams such as the Oxford Union at the local, national, and international level.

Debate Easier - A debate is a discussion between sides with different views. Persons speak for or against something before making a decision. Harder - Two thousand years ago, citizens of Athens held regularly scheduled public assemblies. Peoples' votes determined the policies and actions of the state. Citizens decided whether Athens went to war and how it fought. They created the laws that impacted their daily life. But the votes were always preceded by debates where citizens and leaders argued about the right choices, what was morally and legally right, the best way to achieve a desired outcome, and what was possible and prudent. Debates are a means of encouraging critical thinking, personal expression, and tolerance of others' opinions. Today, debate still remains essential to democracy. Debates are conducted in governing assemblies, held in lecture halls and public arenas, presented in schools and universities, written in newspaper and magazine columns, heard on radio, or seen on the television. Like our predecessors in ancient Greece, people argue about what is best for their societies and shape the course of law, policy, and action.

    AFTER DISCUSSION ON TRIENNIAL REVIEW PROCESS, SOUTH-SOUTH COOPERATION
    The Economic and Social Council this morning concluded its consideration of United Nations operational activities for development, by discussing the triennial review process and South-South cooperation as it continued its 2005 substantive session.
    In summarizing the discussion on the operational activities segment, Patrizio Civili, Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs, said that the Triennial Comprehensive Policy Review (TCPR) of operational activities for development had given a coherent direction to the review of operational activities.  The TCPR approach had shown that the United Nations system was responding to development needs in a concerted way.  It was more than an exercise in efficiency; implementing the TCPR process had set specific targets, benchmarks and time frames.
    In that management process, he continued, initiatives had been taken to enhance the Organization’s relevance and to improve the stability and reliability of funding.  A number of lessons had been learned:  modalities did matter; there were no quick solutions in the development process but there was urgent need for action; and political will was paramount for progress.  Furthermore, it was clear that the voluntary contributions system as it was presently constituted was untenable if the Organization was to fulfil its role.

    with call for better planning, funding, coordination Resident Coordinators Should Report On Progress in Meeting Goals, Says Under-Secretary-General
    United Nations agencies in the field must improve their planning, funding and coordination of operational activities for development in order to eliminate duplication of efforts and ensure that national development priorities took centre-stage in the process, Qatar ’s representative told the Second Committee (Economic and Financial) as it began its debate on operational activities for development.
    Speaking on behalf of the “Group of 77” developing countries and China , he said that Common Country Assessments (CCAs) and United Nations Development Assistance Frameworks (UNDAFs) must support existing national plans and poverty reduction strategies.  United Nations resident coordinators and country teams should share expertise and make regular contact with those entities that had no country presence.  The relevance and effectiveness of CCAs and UNDAFs depended on better coordination between the Bretton Woods institutions and the United Nations system.
    Anwarul Chowdhury, Under-Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, agreed, saying that United Nations resident coordinators needed an internal monitoring system, whereby they would report to Headquarters on progress made in realizing specific goals.

    1. Take the role of a speechwriter who's been hired to create a speech that will persuade medical students to become surgeons. Utilizing the Newsweek article "A New Style in the Operating Room," as well as additional material you find through research, create a persuasive speech. Prior to writing the first draft of your speech notes, explain your persuasive goal and how you will accomplish it. 2. Join a classmate as the two of you create speeches to promulgate opposing positions. One of you will take the position that a resident's weekly work hours should top out at a maximum of 80 hours. The other will take the position that the "old school" requirement of 120 hours is preferable. Utilize the Newsweek article above and additional material to prepare. Each of you will offer a speech of eight to ten minutes in support of your position. Then you will each have the opportunity for a four-minute rebuttal. Activity 2
    Use news articles about the impact of summer 2004 hurricanes, as well as information from Newsweek articles and other sources, to frame a persuasive speech that could be delivered to the nation's political leaders. Utilize what you've learned from the Rhetoric and Debate Skills Builder to offer a powerful delivery. When you have finished, explain which strategies you used to maximize the impact of your speech, and why you used them.

    Module Overview - Language Arts
    The language arts portion of this unit revolves around games. The first activity involves debating, sometimes called "the game of wits." Debating has its own set of rules, resulting in winners and losers. Activity 2 offers the students a chance to create their own set of rules for an original game. The optional activity suggested is a play which allows the students to creatively present one issue that affects us all. The focus of these activities is on critical and creative thinking. Students will have the opportunity to express themselves in oral and written form.
    Suggested Teaching Strategies
    In order for students to lead productive, healthy lives, they need to be able to communicate effectively. This includes having the ability to agree and disagree with others. It is an important skill for students to be able to create a convincing argument based on factual information with the absence of emotion. Discussion and debate are the key problem-solving tools of our way of life. Debate helps students become effective problem-solving members of our society. To help the students develop this skill, they will organize critical information on energy topics and participate in structured debates.

Most parents are happy when their elementary school age children manifest an interest in little league baseball, after-school soccer, or beginning track-and-field. Parents feel that athletics can teach their youngsters how to compete with others and also how to function as part of a team. There is, however, another activity which can help young children learn to be part of a team but which places less emphasis on competition and which is, in addition, less gender specific than athletics. That activity is debate. According to one educator (Lybbert, 1985), the debate discipline has three goals: (1) the enhancement of critical thinking and reasoning abilities; (2) academic advancement or development; and (3) the promotion of communication skills. For young children, the focus can be on the development of oral communication skills. And beginning a debate program with young children in elementary school can go a long way toward removing the somewhat elitist aura that surrounds debate in high school and college. KIDSPEAK Littlefield and Littlefield (1989) describe an innovative after-school program for grades three through six which was specifically designed to teach oral communication skills to children. The program is called KIDSPEAK and was initiated in 1987. Debate represents only one of the units contained in the program, along with such topics as oral reading, listening, creative expression, storytelling, communication etiquette, etc. Teachers who were interested in the debate activity were given a short training session and access to additional help if they felt they needed it.
