Summary
This article critically evaluates UK asylum policy focusing on the treatment of Roma asylum seekers from the Czech Republic. On arrival in the UK, the Roma were quickly labelled as 'bogus' 'economic migrants''. As an associate member of the European Union, it was not conceivable that any minority in the Czech Republic could be experiencing a well-founded fear of persecution. This paper seeks to question these assumptions. There is much evidence to demonstrate that the Roma are discriminated against throughout Czech society. Racist attacks are common. International criticism has particularly centred on the Czech Citizenship Law of 1993 which removed the citizenship rights of several thousand Roma. The EU has been monitoring the integration process with respect to the Roma and their most recent report recognises that the situation has not improved. Given that the evidence shows that many Czech Roma are experiencing violence and discrimination, their treatment on arrival in the UK is cause for great concern. Many applicants were detained; those that did not apply for asylum immediately on arrival were refused income support; and visa requirements were introduced to dissuade future applicants. The Geneva Convention, which requires each case to be considered on its merits, appears to have been routinely disregarded in the judgement of asylum claims. Furthermore, it is argued that the spirit of the Convention is seriously undermined by European developments to synchronise the asylum process.

Leos Faltus - Czech Contemporary Composer
Leos Faltus was born at Jablonne nad Orlici on 21 July 1937 and is one of those composers who divide their attention among several activities. He acted as head of the Composition Department on the Janacek Academy in Brno, wrote music reviews for daily paper and specialized press and was an editor for the Complete Critical Edition of Leos Janacek Works (of the nine compositions published so far, the reconstructions of the violin concerto Wanderings of a Little Soul and The Danube Symphony have been done by Faltus in collaboration with Milos Stedron). In addition to piano playing Faltus studied composition at the Brno Conservatory with Frantisek Suchy and Osvald Chlubna, then continued his studies at the Janacek Academy of Music and Dramatic Arts with Vilem Petrzelka and Theodor Schaefer. Apart from these teachers, Miloslav Istvan and Ctirad Kohoutek, representatives of new composition trends known as New Music, influenced Faltus' style considerably. When attending a post-graduate course in electronic music at the Janacek Academy and a composition course in Darmstadt he was increasingly attracted towards these trends.
Leos Faltus' music is defined by great intellectual intensity as well as a considerable emotional effect. Even though he is known for his search for new approaches, he has never tended to break with those traditional aspects which he succeeds in enriching, especially by reshaping musical forms and sound. His works offer a representative selection of all major genres, ranging from piano and chamber compositions to operas. He has been awarded numerous prizes in various contests, most notably the prize awarded to his opera

After reading musicology at the Philosophical Faculty, Charles University in Prague, Vlastislav Matousek (born 8. 11. 1948 in Trutnov) went on to study composition and took a post-graduate course in music theory at the Music Faculty of Academy of Performing Arts in Prague where he achieved also Ph.D. degree for his thesis Kinetics in Ethnic Music . There he has been lecturing in ethnomusicology since 1991. Since 1999 also at Institut of Musicology of the Philosophical Faculty, Charles University in Prague. He is closely involved in the music of non-European cultures, organology and music kinetics. He was awarded a grant from the Japan Foundation to study Japanese traditional music in Tokyo in 1996, in particular shakuhachi (CD´s Callighraphy Taki Ochi ). He works as a music journalist for Czech Radio in Prague. He writes eccentric works, frequently incorporating the use of unusual instruments. He performs as a shakuhachi soloist and he presents his own works written for ethnic instruments, often in combination with electronics (CD Shapes of Silence ).
