    Benes had resigned as president of the Czechoslovak Republic on October 5, 1938. In London he and other Czechoslovak exiles organized a Czechoslovak government-in-exile and negotiated to obtain international recognition for the government and a renunciation of the Munich Agreement and its consequences. Benes hoped for a restoration of the Czechoslovak state in its pre-Munich form after the anticipated Allied victory. In the summer of 1941, the Allies recognized the exiled government. In 1942 Allied repudiation of the Munich Agreement established the political and legal continuity of the First Republic and Benes's presidency. The Munich Agreement had been precipitated by the subversive activities of the Sudeten Germans. During the latter years of the war, Benes worked toward resolving the German minority problem and received consent from the Allies for a solution based on a postwar transfer of the Sudeten German population. The First Republic had been committed to a Western policy in foreign affairs. The Munich Agreement was the outcome. Benes determined to strengthen Czechoslovak security against future German aggression through alliances with Poland and the Soviet Union. The Soviet Union, however, objected to a tripartite Czechoslovak-Polish-Soviet commitment. In December 1943, Benes's government concluded a treaty with the Soviets.

    Czech Republic Government Wins Confidence Vote
    The new Czech coalition government under Premier Stanislav Gross (Social Democrat, CSSD) won a vote of confidence in parliament on Tuesday and will now begin the work of running the country.
    Members of the three parties making up the coalition – the CSSD, the Freedom Union, and the Christian Democrats (KDU-CSL) – pulled together to win the vote by means of a one-vote majority enjoys in the 200-seat lower house of parliament.
    Opposition MP’s – from the Civic Democrats (ODS) and the Communists (KSCM) – said afterward they’d expected the government to win on the basis of its 101-seat majority.
    Following the vote, which was held late Tuesday night, Gross thanked his deputies and vowed his government would work with the opposition, saying all MP’s have a “responsibility” to work for the state. Former premier Vladimir Spidla said he “enthusiastically” supported the new government’s policy statement.

    Czech Republic Government Approves Sale of Unipetrol to PKN Orlen
    The Czech Cabinet on Wednesday approved the sale of the Czech petrochemical holding Unipetrol to Poland’s petrochemical giant PKN Orlen, Finance Ministry spokesman Marek Zeman told Interfax.
    PKN Orlen was the only company of the three shortlisted in the second round of the tender to submit a binding bid for the 62.99 % state-owned stake in Unipetrol.
    PKN Orlen offered CZK 11.05 bn for the Unipetrol shares held by the FNM, CZK 1 bn for Spolana shares, and CZK 1 bn for claims against the company held by the Czech consolidation agency (CKA).
    The government’s adviser on the sale recommended Cabinet accept the PKN bid, saying it met all formal conditions of a transparent, clear and competitive privatization process. The commission says PKN Orlen is a strong, strategic, and financially stable investor that will contribute to the future development of the Czech chemical and petrochemical industry.

    GOVERNMENT The President of the Czech Republic is Vaclav Klaus. He was elected on February 28, 2003 and sworn into office on March 7, 2003. As formal head of state, the president is granted specific powers such as the right to nominate Constitutional Court judges, dissolve parliament under certain conditions, and enact a veto on legislation. Presidents are elected by the parliament for 5-year terms. The legislature is bicameral, with a Chamber of Deputies (200 seats) and a Senate (81 seats). With the split of the former Czechoslovakia, the powers and responsibilities of the now defunct federal parliament were transferred to the Czech National Council, which renamed itself the Chamber of Deputies. Chamber delegates are elected from 14 regionsincluding the capital, Praguefor 4-year terms, on the basis of proportional representation. The Czech Senate is patterned after the U.S. Senate and was first elected in 1996; its members serve for 6-year terms with one-third being elected every 2 years. The country's highest court of appeal is the Supreme Court. The Constitutional Court, which rules on constitutional issues, is appointed by the president. Its members serve 10-year terms.
