Introduction
i. Documentation and sources for the Report
     With the aim of obtaining the most objective and precise information about the current situation of the Romani community we tried to use a maximum of sources; official documentation from individual ministries, as well as the experience of involved non-governmental organizations, Romani initiatives, state and local administration officials, the knowledge of the members of the Council on Nationalities' (further, the "Council") ad hoc working group for matters pertaining to Romani citizens, etc. A complete summary of the sources used, including a list of consultants, is found in Appendix no. 7 to the Report. Part I of the Report describes the Romani community's situation and factors which influence it. Part II of the Report.
ii. Description and characteristics of the problem
     The seriousness of the problems connected with the Romani community comes primarily from the fact that a significant portion of the Romani minority in the Czech Republic belongs to the lowest social level, with high unemployment, a low level of education, and, compared to the total population, a disproportionately high crime rate. In addition, the proportion of the Romani population of the total population is increasing, and this group has difficulty fitting into processes which are standard for the majority.

The Government may make an important contribution through its policy to the fulfilment of each of the prerequisites mentioned. Apart from taking targeted measures it influences the public constantly through its everyday attitudes and manifestations of its activity through which it makes clear its own degree of determination to participate in the elimination of stereotypes in the view taken of the role of women in society and in the family.
