Web posted at: 9:39 a.m. EDT (1339 GMT) NICOSIA, Cyprus (AP) The Greek Cypriot government on Sunday accused Turkey of "threatening peace" by sending a dozen warplanes and 10 warships to the Turkish-occupied north of the island. The air and naval units were dispatched to participate in the weeklong Turkish Cypriot celebrations beginning Monday to mark the 24th anniversary of Turkey's invasion of the island. The Turks invaded to protect the Turkish Cypriot minority following an abortive coup by Greek Cypriots who supported union with Greece. A breakaway Turkish Cypriot state established in the north is recognized only by Ankara, which maintains 35,000 troops there. The Greek Cypriot defense minister, Yiannakis Omirou, criticized the deployment, saying: "The international community must realize after this latest Turkish display who is threatening peace and who is the troublemaker in the region."

Artist's rendition of early map of Cyprus THE SHAPE, STRUCTURE, and status of Cyprus's government have been sources of bitter controversy for most of the nation's history since independence in 1960, and have become the "national" question for both Greek Cypriots and Turkish Cypriots. Politics in both communities, governed separately since 1964 and physically separated since 1974, have been dominated by the lack of consensus, both between and within the two communities, over the very identity of the state and the structure of its government and political institutions. The original political arrangements outlined in the 1960 constitution were in effect for only three years. By 1963, after proposals by President Archbishop Makarios III (1960-77) to amend the constitution in ways widely viewed as favoring the majority Greek Cypriot population, Turkish Cypriots withdrew from many national institutions and began self-government in the Turkish quarters of the island's towns and cities and in villages in Turkey. Greek Cypriots maintained that the Republic of Cyprus established in 1960 continued to exist, with functioning institutions, absent Turkish Cypriot participation. The status of the 1959 treaties that established the republic in 1960 remained in dispute, posing a challenge to the Greek Cypriot claim of legal authority and sovereignty over the whole island (except for the 256 square kilometers that are sovereign British base areas). The Greek Cypriot position on the legal status of the 1959 agreements is not completely clear. The late president Makarios attempted to invalidate the Treaty of Guarantee, and later Greek Cypriot leaders claimed it violated their sovereignty, but on occasion they have tried to invoke it. For example, after the 1983 Turkish Cypriot declaration of statehood, the republic's president tried to persuade the British government to intervene under the terms of that treaty's Article IV.

Ethnic Consciousness of the Cypriots In November 1983, the Turkish part of the island proclaimed itself the Kuzey Kibris Turk Cumhuriyeti ('Turkish Republic of Northern Cyprus', TRNC). However, formal recognition of the self-styled country only has been granted by Turkey and various other statelets (for example, the Azeri enclave of Nakhichevan). For the vast majority of the international community, the legitimate government of Republic of Cyprus (Kiprikai Demokratika) is the Greek-Cypriot administration in Nicosia. Until February 2003, this had been led for a decade by President Glafkos Clerides. That month, he was deposed at the most recent presidential election by Tassos Papadopoulos, candidate of the centre-right Komma Dimokratika (Democratic Party). The present government is a coalition of DIKO, AKEL - the Communist Party which has long been the single largest force in Greek-Cypriot politics - and the smaller KISOS party. The principal issue for the Greek-Cypriot government remains the same; how to normalise relations with the 'TRNC' and reunify the island. Numerous diplomatic initiatives have ended in failure. The main sticking points are: the balance and concentration of power within any unified government; Turkish troop concentrations in the north; and the return of property relinquished by Greek refugees and since occupied by Turkish settlers. The 'TRNC' is still run by Rauf Denktash, who has been the dominant political figure in the enclave for almost thirty years. At the last two presidential elections, in April 1995 and April 2000, he was re-elected with comfortable majorities.

    GOVERNMENT
    Since 1974, Cyprus has been divided de facto into the government-controlled two-thirds of the island and the Turkish Cypriot one-third. The Government of the Republic of Cyprus has continued as the internationally recognized authority; in practice, its authority extends only to the government-controlled areas.
    The 1960 Cypriot Constitution provided for a presidential system of government with independent executive, legislative, and judicial branches, as well as a complex system of checks and balances, including a weighted power-sharing ratio designed to protect the interests of the Turkish Cypriots. The executive, for example, was headed by a Greek Cypriot president and a Turkish Cypriot vice president, elected by their respective communities for 5-year terms, and each possessing a right of veto over certain types of legislation and executive decisions.
    Following the 1974 hostilities, the Turkish Cypriots in north Cyprus set up their own institutions with an elected president and a prime minister responsible to the National Assembly exercising joint executive powers. In 1983, the Turkish Cypriots declared an independent Turkish Republic of Northern Cyprus ('TRNC'). Only Turkey recognizes the 'TRNC'.
