    GOVERNMENT Since 1974, Cyprus has been divided de facto into the government-controlled two-thirds of the island and the Turkish Cypriot one-third. The Government of the Republic of Cyprus has continued as the internationally recognized authority; in practice, its authority extends only to the government-controlled areas. The 1960 Cypriot Constitution provided for a presidential system of government with independent executive, legislative, and judicial branches, as well as a complex system of checks and balances, including a weighted power-sharing ratio designed to protect the interests of the Turkish Cypriots. The executive, for example, was headed by a Greek Cypriot president and a Turkish Cypriot vice president, elected by their respective communities for 5-year terms, and each possessing a right of veto over certain types of legislation and executive decisions. Following the 1974 hostilities, the Turkish Cypriots in north Cyprus set up their own institutions with an elected president and a prime minister responsible to the National Assembly exercising joint executive powers. In 1983, the Turkish Cypriots declared an independent Turkish Republic of Northern Cyprus ("TRNC"). Only Turkey recognizes the "TRNC".

    THE SHAPE, STRUCTURE, and status of Cyprus's government have been sources of bitter controversy for most of the nation's history since independence in 1960, and have become the "national" question for both Greek Cypriots and Turkish Cypriots. Politics in both communities, governed separately since 1964 and physically separated since 1974, have been dominated by the lack of consensus, both between and within the two communities, over the very identity of the state and the structure of its government and political institutions. The original political arrangements outlined in the 1960 constitution were in effect for only three years. By 1963, after proposals by President Archbishop Makarios III (1960-77) to amend the constitution in ways widely viewed as favoring the majority Greek Cypriot population, Turkish Cypriots withdrew from many national institutions and began self-government in the Turkish quarters of the island's towns and cities and in villages in Turkey. Since the 1974 crisis and the emergence of the Cyprus question as an international political problem, the Republic of Cyprus has had three presidents. Makarios, the dominant political and religious figure for Greek Cypriots, died of a heart attack in the summer of 1977 at age sixty-three. He was succeeded by Spyros Kyprianou, leader of the ruling Democratic Party, and Makarios's ecclesiastical responsibilities were assumed by Bishop Chrysostomos of Paphos. Kyprianou was reelected unopposed in January 1978 and was reelected in contested elections in 1983. In February 1988, Kyprianou was ousted in an upset by newcomer George Vassiliou, a successful businessman with no party affiliation, who campaigned on a promise to bring fresh ideas and energy to the settlement process.

Responding to questions on a statement made by President Tasos Papadhopoulos that the Annan Plan may provide the basis for a new round of talks, after it has been substantially improved and amended, the spokesman said that the UN-sponsored solution plan is the basis for negotiations as long as the right preparations are made.

    Daily briefing of the Press by the Government Spokesman 9 January 2004 At today's briefing of the Press the Government Spokesman Mr Kypros Chrysostomides stated inter alia that President Papadopoulos had met the day before with the President of Estonia Mr Arnold Ruutel who was on an official visit to Cyprus, and that present at the meeting were delegations from both sides. Mr Chrysostomides said that three agreements had been signed, namely an Agreement on Cooperation between the two countries to combat organized crime and other forms of crime, an Agreement on Cooperation in the fields of Education and Culture and the Protocol on Consultation between the Ministry of Foreign Affairs of the Republic of Cyprus and the Ministry of Foreign Affairs of the Republic of Estonia. Mr Chrysostomides noted it was evident beyond any doubt that all decisions were taken in Ankara, a position that had always been expressed by the Government of Cyprus, and which was now openly admitted by Turkish politicians. Mr Chrysostomides posed the question as to why the Government of Cyprus was accused of undermining the Turkish Cypriot opposition by taking the above position when it was openly admitted by all Turkish politicians that decisions were taken in Ankara. At the same time, the Spokesman said there wasn't anything specific in the announcement that was published after the meeting at the Cankaya Presidential Mansion, even though, he said, it made reference to the so-called realities on the island which should form the basis of negotiations, something that was pointing to Mr Denktash's positions and the demand for accepting the faits accomplis of the Turkish invasion and occupation.

      A law grants to IDPs a special "refugee identity card" and the national IDP status is transmissible to children of IDPs (see text of the law, unofficial translation, below). Once the problem of temporary accommodation was solved, the Greek Cyprus government adopted housing programmes and other social measures in order to assist the displaced populations. The Government also undertook the repair and maintenance of existing old Turkish Cypriot houses which were then handed over to displaced families for temporary accommodation until they are returned to their legal owners. In order to finance the various programmes for the relief of the displaced, the Cyprus Government has set up the Special Relief Fund, which draws revenue from special taxation and from foreign contributions. From September 1974 to March 1978 each destitute displaced family was provided with assistance in kind and allowances according to the size and the needs of the family (Republic of Cyprus, Press and Information Service 1999, pp. 184-168).
      Property of Turkish Cypriots in the area under the control of the Government of Cyprus is administered by the Directorate for Turkish Cypriot property management, an authority coming under the Minister of the Interior. In principle, Turkish Cypriots settling in the south or having emigrated abroad before 1974 are entitled to recover their property (although some unwarranted delays have been noted by the Ombudsman in the processing of reinstatement applications). Things do not work like that for the displaced Turkish Cypriots who have settled in the northern part of the island. They still legally own their assets but are not entitled to dispose of them (CoE June 2003).
