A course booklet for the Postgraduate Certificate in Tertiary-Level Teaching Educational Development Unit, HUMAN RESOURCES, THE ROBERT GORDON UNIVERSITY This booklet was produced by Professor Henry Ellington, EDU Director and Shirley Earl, EDU Staff Development Coordinator for use as a course reader for the Postgraduate Certificate in Tertiary-Level Teaching. It is based on material previously published in 'The Systems Approach to Course and Curriculum Design', by Fred Percival (CICED Publications, 1990) and in 'Handbook of Educational Technology' (Third Edition), by Fred Percival, Henry Ellington and Phil Race (Kogan Page, 1993).

    Introduction
This booklet provides a basic introduction to the paradigm that has dominated educational technology and educational development since the 1970's - the systems approach. It begins by looking at how educational technology evolved from the 'technology in education' model on which it was originally based to the current 'technology of education' model - a model that is founded on general systems theory. It then introduces some of the basic concepts that underlie the systems approach, and presents a simple, highly practical model that can be used as the basis of virtually all course and curriculum development.

This program enables six instructors per year to teach teach a core course. Instructors trained within the analytical tradition are paired with those trained within the Catholic intellectual tradition. This pairing seeks to integrate two philosophical traditions that have become somewhat isolated from each other. The integration of these traditions promotes a comprehensive vision of human existence. It also develops the lifetime skills of analysis and reflection necessary for centering oneself in any vocation. Students are thus prepared for a variety of vocations inspired by the Catholic vision of the deepest ends of human life. During this academic year, the teams are David Clemenson and Steve Laumakis, Siobhan Nash-Marshall and Leora Weitzmann, Cathyc Jack-Deavel and Gordon Barnes. Each team is pleased with the synergy of pedagogically engaging the other's philosophical perspective. Preliminary reports from students indicate a deeper appreciation of the breadth and depth of philosophy's explication of the nature and meaning of human existence.

    I. Background
The reform of scientific and technological curricula at primary and secondary level is therefore destined to play a key role in the years to come. Many countries in the world are in fact engaged in the development of scientific and technological education in primary and secondary schools. And even if the diversity of historical, economic and social realities leads to different concepts in this regard, the professionals are convinced that interdisciplinary exchanges and co-operation will make an important contribution to the reform and development of scientific and technological education in each country. The Chinese government has adopted some important decisions to further educational reform within the implementation of a policy of revitalisation of the country through science and technology. The establishment of a new curriculum for basic education has also been given priority in the project of "cross-century quality-related education". The setting up of a curriculum integrating the ‘basics’ of science, the implementation of comprehensive practices, etc. has gone through a process of formulation and research. Some experiences and achievements are already to be registered in these areas.
