Many of us soon started to think about some of the other vulnerable targets in America. I thought of some of the utility installations throughout the country. Is there a sense at TXU and at other utilities that we have entered a new era in how we look at the value of utility installations? FARELL: : Well, you know, Kevin, electric and gas service and all the services we provide are essential services. They're a key component of America's economic engine and our way of life, our economic well being. Security and service reliability have always been priorities for us. So, I think this incident underscores essentially what we already felt in terms of the importance of security and reliability to our industry.

Decisions on alternative options often involve risks and uncertainties. Should we buy flood insurance or would we rather save the money? Do we prefer a high-risk or a low-risk stock market investment? Do we choose surgery or chemotherapy? This research project examines how people automatically search, select, and use social and communicational cues under real-world constraints to determine their risk behavior. Previous research has shown that people are sensitive to kinship, anonymity, group size and constitution, and phrasing of choice options. This study will test responses to choices between options, such as life versus money, with different expected values, different payoffs, different samples of participants, different task conditions, under both positive and negative framing, and cross-culturally. Y2K and Millennialism The Approach of the CMS Richard Landes February 1999 Background: Y2K represents one of the most extraordinary phenomena in the history of recorded civilization:
  • It is (already) the most costly peace-time error ever recorded; It is the vastest managerial project ever undertaken It is the first remorseless deadline in history. It is the most penetrating global event to occur in so brief a period of time.
So far the two liveliest community responses to Y2K at the level of citizen-commoner (as opposed to the technical and managerial levels), have been from the evangelical-fundamentalist Christian and New Age communities. Each in its own way, has a millennial response to a perceived apocalyptic threat:
  • Each sees Y2K as a looming threat of huge proportions (this, in opposition to the majority of people who see Y2K as a minor glitch) Each views the call as one that will galvanize a spiritualization of social relations along lines it has long wanted to see Each hopes to start a mass, global movement Within the ranks of each are those who feel that, among the ranks of the other group lie the forces of darkness and destruction that are responsible for our current predicament

Price: NERCOMP Members: $90 non-members $190 Description: Creation and implementation of an effective disaster recovery plan gained more notoriety as Y2K approached and the events of 9/11/01 brought renewed focus on the need to protect information resources and provide alternative paths to continue the most critical of organizational functions. Recent federal regulations such as HIPAA and Gramm-Leach-Bliley require contingency plans to be in place for recovering business functions in the case of a security disaster. This workshop will present real world experiences in the risk analysis and planning process as well as how BCP differs from DRP and fits into the world of academe. Examples of testing existing plans and the experiences of one school who recently survived a disaster will also be presented.

The sunspot cycle appears to be on schedule for a peak in mid-2000, but this year's Solar Max may be slightly smaller than peaks registered in 1978 and 1989.
March 22, 2000 On New Years Day, 2000, technophiles breathed a sign of relief when the feared Y2K computer bug proved to be a dud. Cell phones still worked, bank accounts were balanced, airplanes took off and landed safely. But was the reprieve only temporary? The solar maximum dubbed the "real Y2K problem" by some pundits is due to arrive in mid-2000. By triggering power blackouts and communications disruptions, solar activity could cause some of the same problems that raised fears at the beginning of the year.

The "day-to-day the numbers fluctuate wildly" and there is a slim possibility of an intensification in the next few months, says Hathaway.

Bellevue Fire Department, Bellevue Washington Two outstanding conferences are planned for Washington State. The "Partners in Preparedness" conference is sponsored by Western Washington Emergency Network, Washington State Department of Emergency Management, Washington State Emergency Managers Association, State Emergency Response Commission and Private Sector Sponsorship. This conference is the largest of its kind in the State, with an attendance of over 500 participants last year. The conference planning committee is made up of members of both public and private sector and provides conference training opportunities for business and industry and public, private and non-profit agencies. The conference provides 60 separate classes. Attendees can choose classes that cover a diverse range of topics such as disaster planning, employee training; disaster stress management; hazardous materials threats; communications; mutual aid contracts; media relations; the threats of terrorism; volcanoes; sheltering; emergency operations center development and management; and assisting people with disabilities. Hands on training modeled from the Community Emergency Response Team The "Partners in Preparedness" Conference will be held on March 30 through April 1, 1999 at the Bellevue Double Tree Hotel in Bellevue Washington.     In this section: EP Digest Archive EP Digest - Back Issues Feature Article April - June 1999 National contingency planning for Y2K Brad Mann In terms of complexity, scope and potential impact on virtually every aspect of Canadian society, the challenge facing the Year 2000 National Contingency Planning Group (NCPG) is unprecedented. Operating under the auspices of the Department of National Defence, the NCPG is responsible for developing national-level Y2K contingency plans relating to Canada's critical infrastructure — electricity, hydro, gas and oil, transportation, security, essential services such as 911, ambulance, health care, financial institutions, the food industry and territorial integrity. Three critical phases As the NCPG Federal Coordinator, Paul Thibault readily admits that his organization has taken on a task for which there is no template or existing model. "What we have been focusing on, in the first instance, are three critical phases of activity, starting with the development of a national infrastructure risk assessment," states Mr. Thibault. In order to gain what Mr. Thibault terms the "first real snap shot" regarding Canada's national infrastructure, the NCPG had a questionnaire prepared using Gartner Group methodology, to ensure that the approach being used was both recognized and consistent. He notes that the questionnaire addresses two functions. "It looks at the criticality of the infrastructure as well as the probability of compliance, failure or something happening. Our next step is then to farm out this questionnaire — a process that is really complex and complicated because, to get the information you need, you have to deal not only with the federal government but provincial governments, municipalities, industries and so forth. Everybody has a piece of the pie and everybody is cooperating in providing this information," he adds.
