      I teach children who are learning disabled in grades 5-8.
      I have one student who seems not to possess any common
      sense. As the year 2000 was approaching, and there was
      much ado about the problems that could be caused with the
      onset of Y2K, Dara came to me with a completely sincere
      question. She wanted to know if there had been a year
      1000. When I responded that there had been, she then
      asked "well, why did they not figure out the computer
      problems then?"

As everybody who is keeping up with the Y2K issue knows, there are hugely
different perceptions about what its consequences will be. There are many
reasons for this divergence in views. Some come from different readings of
the technical problems. Some come from optimism or pessimism about the flexibility of the systems which must deal with the problem. It seems possible that the most critical reason for radically different perceptions is the degree to which people are conscious of the ways in which our economy and society are dynamically interlinked.

Good morning, and welcome to the NRC Y2K training and tabletop exercise. The Y2K problem, or "millennium bug," as it is sometimes called, is not an unforeseen event. It is a known phenomenon that will happen at a precise time. The NRC, the industry, and others have been and are continuing to pursue a comprehensive program for dealing with potential Y2K problems in the nuclear industry. We have been working closely with all of our licensees, including our medical licensees, radiopharmaceutical manufacturers, irradiators, fuel cycle facilities, and commercial nuclear power plants. Let me briefly summarize the steps that have been taken to ensure that our nuclear power plant licensees are prepared for the Y2K transition. Since 1996, the NRC has been working with nuclear power plant licensees and the Nuclear Energy Institute, an industry organization to ensure that plants are "Y2K ready"

In this section BCN recognizes those volunteers whose efforts have shone as they have given their time, energy and talents to BCN projects. Paul Tiger first came to the BCN as a information provider for fire departments in 1995. He soon took the position of Center Developer for the Emergency Services Center
A former volunteer firefighter, Paul is now an active volunteer rescuer with the Longmont Emergency Unit ; the president of the Friends of the Longmont Youth Center ; spends time organizing and teaching computer technology to adults and children; and arranging donations of computers to deserving individuals and groups.
In the fall of 2001, Paul took on the role of Volunteer Coordinator for the BCN. Marc Sobel joined BCN in Fall of 1998. He walked into the offices of BCN with a desire to contribute to Virtual Chautauqua . Virtual Chautauqua connects k-12 rural youth with performing artists via the interet. Marc knew he wanted to make a special contribution to this project and was very patient in explaining to BCN's nontechnical staff what he had in mind. Marc is recognized by BCN as being a 'Virtual Wizard' because of his vision and determination to build an interactive virtual performing artist museum teachers will use to create unique lesson plans from the Virtual Chautauqua material. There are maybe a dozen virtual museums on the web but this will be the first virtual performing arts museum.. We are extremely fortunate to have Marc's talents, skills and patience working on Virtual Chautauqua and teaching

Abstract
Starting from a project to develop a digital library for a Computer Science course studying social impact and computer ethics, the paper describes a highly interactive Web-based, active-learning system that is a highly developed work-in-progress. Capable of supporting a variety teaching/learning environments, the system is intended to support courses in Computer Science, Computer Science teachers whose primary disciplinary interest is other than social impact, and ethics and students in the discipline who have a need to understand the implications of their acquired technology. The Problem
In 1984 there was considerable concern throughout the computer industry regarding the emergence of computer users who saw the networking of computers as a challenge to their ingenuity and to their expertise in circumventing security systems. These provocateurs were dubbed "hackers" by the press, using a term that had previously been applied to intelligent, innovative, but generally benign, pranksters. While the problem of securing computer systems was by no means new in the mid-1980s, the advent of the personal computer and the inexpensive modem opened up opportunities for nefarious users to extend their reach beyond their personal domain. At the same time, though again not a new phenomenon, it was understood that the reach of the computer would have extensive social impact on the society into which it was infiltrating, far beyond the extent that had been realized in the more restricted domain of main frame computers.

We have all been extremely busy since our last issue went out, especially as the end of the fiscal and calendar years approached. The end of the fiscal year brought opportunities to complete current activities in the training area, and for planning (and budgets!) The end of the calendar year closes out a millennium (how many times do you plan to do that?!), and brings along the baggage associated with Y2K activities. In addition to normal training and awareness activities, many of us have been able to influence additional training and awareness for Y2K security related issues, and for critical infrastructure protection initiatives. AWARENESS becomes the watchword now as the century comes to a close and we begin anew with year 2000. Our objective should be to recognize and take action whenever a new opportunity arises where we can be effective with computer/cyber security and information protection awareness messages. Personally, I've been so swamped with work relating to new policy and guidance issuance, participating in the training initiative I mentioned in the last newsletter, and overseeing the Department's computer incident response team (DOE/CIAC) that there's hardly time to do anything else, and meetings usually eat up the rest of the time available.

Hello and welcome to Prophezine A Week of Many Blessings Hello PZ Members, This has been a week of many blessings. We have seen Prophezine grow daily and have seen God's hand at work. We are starting to see the seeds that Tracye and I have been planting beginning to grow. It is our desire to see PZ become a means to help other ministries, evangelize and promote other ministries and become a clearing house for Bible Prophecy and World Events. I have been getting several emails as to why "you" have to now pay to access some of the Prophezine articles and areas. When I was called back to lead Prophezine, the Lord put a huge fire and zeal in my heart. It is not my intention to keep Prophezine status quo. The time is ripe. There are so many seeking answers to Bible Prophecy and World Events. Through Bible Prophecy and World Events we have another means that we can use to lead people to the Lord. I have been called back to PZ with a purpose and to grow this ministry bigger than ever and be more effective than ever. To do the things that the Lord has put in my heart to do with this ministry, it is going to take financial support. I are not doing this for my own personal gain, my heart is to serve the Lord and to spread the Gospel and the Hope of our Lords soon return.

What's New in RE
As a professional religious educator, I attend monthly meetings with other religious educators in the Clara Barton District. During our last meeting, a colleague shared her frustration with the lack of parental support and interest in the religious education programs she was offering. Several other religious educators nodded in agreement. Recruitment of volunteers is always a challenge, but the issue at hand is much broader. I believe that parents are the primary religious educators of children and youth. Unitarian Universalist faith development takes place informally in the home with every experience and interaction that children have with their families. Children learn values and principles from observing parental behavior. The things that are important to parents become the things that are important to their children. While certain aspects of Unitarian Universalist faith development may take place more formally in a Sunday School classroom, that time, an hour a week, less for those who don't attend regularly, limits the extent of what can reasonably be offered. For parents who seriously take to heart the tenets of their chosen faith, religious education on the home front is a natural. Many other religions include rituals and religious practices in the home as standard procedure. But for Unitarian Universalist parents, many new to our denomination, a faith that has no creed and does not dictate beliefs or practices provides few tools for intentional faith development in the home. This year, I hope to gather resources to make available to parents who are interested in more actively participating in their children's faith development in the home.

SBIRS Increment 2 (both space and ground elements) remain on schedule, but face continued challenges in the areas of simulation and testbed development. For Increment 2, progress has been made in identifying real world, dynamic effects in the short and medium wavelengths detected by the greatly improved SBIRS High sensors. The operational impact of these effects must be quantified and the SBIRS High sensor design shown to be robust enough to handle these natural phenomenon. Resolution of these issues can be best accomplished by incorporation of adequate testing processes into the baseline sensor ground-testing program. Until this testing is completed, the capabilities of the SBIRS sensor and signal processing to operate in the space environment remain a major concern.

Lee Abstract With support from the National Science Foundation, the Faculty of the Department of Computer Science at Virginia Tech has constructed a number of on-line courses in support of the undergraduate program. Almost 75% of all courses in the department have a Web presence, and a growing number regard the Web as their primary resource. Starting from the concept of a passive Digital Library, the course offerings are now moving towards a much more interactive mode of learning, utilizing on-line testing systems and collaborative learning, and incorporating elements of active learning. Duration: 4 block 90 minute sessions. Description: Students will read, research, and review material on the Y2K bug and formulate educated decisions on the issues for debate. Goals: Using the most current information, students will be able to formulate educated problem solving decisions related to the Y2K problem. Objectives: 1. Describe the problem.
2. Distinguish fact from opinion.
3. Conduct a survey.
4. Work as a cooperative investigating team.
5. Compare and evaluate data.
6. Use technology in the classroom.
7. Form conclusions on an issue based on information. Materials: internet access, current newspapers and magazines. Procedure: Students will search the internet for facts concerning Y2K. Teams will divide the information into categories as fact or opinion. Students will then prepare a Newscast style program on the Y2K problem which will include the results of a student generated survey poll conducted by the class. Students will promote interest in the topic with visual displays throughout the school. The news telecast will be presented to the entire school via closed circuit TV. Assessment: Each student will prepare a portfolio of research documents, survey draft and results, news skit segment, timeline schedule sheet, and personal opinion evaluation.
