National Traffic Signal Report Card
The National Transportation Operations Coalition (NTOC), a group of transportation associations interested in improving transportation operations and FHWA, developed a traffic signal operations self assessment tool as part of a national effort to bring more attention to the need for effective traffic signal operations. Agencies that complete the self assessment can benchmark their current practices and gain insight into areas needing improvement. The self assessment was sent to public agencies nationwide with a responsibility for traffic signal operations. 378 responses from public agencies in 49 States were received, representing about one-third of the traffic signals in the nation. On April 20, 2005, the National Traffic Signal Report Card was released by the NTOC in a media event in Washington , DC. The Report Card consists of the composite national scores from the self assessment responses in five sub areas and indicates an overall national "grade" of 62 out of 100 or D-. However, the Report Card also describes actions necessary to raise the composite score to the "A" level and concludes that a relatively small level of investment (less than $1 billion nationally per year) is necessary to achieve this level of improvement. Did the memorial service for Paul Wellstone cost Democrats the election? A backlash against the politically charged service almost certainly helped Norm Coleman beat Walter Mondale for Wellstone's Minnesota Senate seat. And a private poll by Bill Clinton's former pollster, Mark Penn, suggests the service backfired on Democrats nationally as well. Penn found that 68% of voters knew about the service—a high awareness of an event broadcast live nationally only on C-SPAN. What's more, 49% of voters said the service made them less likely to vote for a Democrat—and 67% of independents said they felt that way. One Democrat who quickly sensed that the service was a political disaster was Senator John Kerry of Massachusetts, a possible 2004 presidential contender. The next morning Kerry called Senate Republican Leader Trent Lott, who had been booed at the memorial, to tell him how bad he felt. Penn believes national security was ultimately a bigger issue. His poll shows a stunning 65% of voters thought Democrats weren't supportive enough of the President's war on terror. "That was the issue," says Penn. "But the memorial didn't help."

Nora Schubert recalls the first presentation on wildlife that she ever watched. A conservationist brought a red-tailed hawk and bald eagle to her sixth grade class and discussed the biology of the birds with the children. From that point on, that inspired me," said Schubert of Johnson City. "I thought, 'That's what I want to do.'" Now 20 years later, as the Roan Mountain Massif seasonal ecologist for Southern Appalachian Highlands Conservancy, Schubert will have the same opportunity to inspire a new generation of conservationists. Each summer, SAHC hires a seasonal ecologist to provide public education, lead volunteer restoration crews on Roan, monitor wildlife, gather biological data and maintain trails at Hampton Creek Cove State Natural Area. "Our seasonal is SAHC's daily 'presence on the mountain,' providing the public with information, education, and assistance while sharing the success story of our grassroots effort to protect the Roan Highlands for present and future generations," SAHC Stewardship Director Judy Murray said. "He or she also invites them to become a part of this globally significant conservation initiative." Since its inception in 1974, SAHC has concentrated its efforts in protecting the rare grassy balds and endangered spruce-fir forests of the Highlands of Roan, where it has helped safeguard 15,000 acres. SAHC has also protected 12,000 acres in the surrounding ranges, such as the Black Mountains, Great Smokies and Balsams.

"Talking History" Now Nationally Distributed
In 1996 a group of professional historians met to organize the History News Service (HNS), an informal syndicate of historians seeking to improve the public's understanding of current events by setting those events in their historical contexts. Since then the HNS has provided important op-ed and other articles to the press and improved links between news outlets and the historical profession. "Talking History" is a spin-off of the HNS. It was organized at about the same time with similar goals. "Talking History" is a 30-minute, weekly radio show now available by satellite through the Public Radio Satellite System. Its purpose is also to improve the public's understanding of current events by providing historical context, but it is also concerned with providing the public with a better understanding of history itself. "Talking History" was begun by historians Bryan Le Beau of Creighton University and Gerald Zahavi of the State University of New York at Albany. The show now originates out of KIOS-FM in Omaha, Nebraska, with programming provided both by Creighton and SUNY Albany. It is available by satellite to public radio system affiliates throughout the country. "Talking History" consists of several segments, including "This Week in History," "History in the News," "Historic Site of the Week," and "Coming Attractions." The two principal segments are a 15-minute interview with a professional historian on a subject of interest to a general, public audience and an op-ed provided by a historian with an eye toward providing historical context on an event in the news. "Talking History" often uses op-eds provided by the HNS.

Classes / Workshops Turning Clay to Silver Mary Ann Devos, Master Teacher and Director of Education for PMC Connection, will present two consecutive workshops in August. She will start with a three-day Level One Certification class at Raven Hill Discovery Center on October 13, 14 and 15, 2005 from 9 am to 5 pm each day. This class will present the basic techniques for using Precious Metal Clay in all four forms: clay, paste, syringe and sheet. With a total of eight projects, the participants will learn how to create jewelry pieces using this amazing material. Then a three-day Level Two Certification class will be offered at Raven Hill Discovery Center on October 16, 17 and 18, 2005 from 9 am to 5 pm each day.
Precious Metal Clay is a non-toxic combination of pure silver powder, a cellulose binder and water. The material works and feels like ceramic clay. Simply form a piece with the material, dry it and clean it to remove any rough areas. Then fire the piece, usually in a small jewelry kiln. The heat of the firing burns away the binder and causes the silver powder to fuse. The result is solid silver.
Devos is a nationally and internationally recognized PMC teacher.
