    The course has three goals:
    • The first goal is to provide you with basic information about the American political parties. Any introductory course has an obligation to provide students with a basic factual and descriptive framework of its subject matter.

    Special Events Ordinance
    The City Council is currently considering Council Bill 113801, which would amend the Special Events Ordinance by extending its authority to events on private property that have impacts on public space or resources.
    The legislation was voted out of the Public Safety Committee chaired by Councilmember Jim Compton on Wednesday, September 19, and will come before the Full Council for a final vote on Monday, October 8. The ordinance passed 3-0, with Councilmember Steinbrueck and myself abstaining.
    Background Of Special Events Ordinance
    The City Council passed the Special Events Ordinance in 1991. The ordinance created a Special Events Committee, composed of representatives of several City departments, including Police, Fire, Budget, Construction and Land Use, Transportation, the Mayor's Office, and others.

    Current Status Of Mardi Gras
    Special Events Ordinance-Vote On Amendments

    On Monday November 19 the City Council passed an ordinance amending the City's Special Events Ordinance, by a 5-4 vote (Conlin, Wills, Licata, Nicastro)
    The ordinance extends the Special Events Ordinance to cover events on private property. It was brought forward with the intent of regulating Mardi Gras, by placing private businesses (i.e. bars and clubs) under its regulations. The Special Events Ordinance formerly covered only events held on public property.

    The Government program is designed to assist students in developing the arts of deliberation and judgment by which they may understand more fully and participate more effectively in public affairs. Analytical reasoning, effective writing, and proficiency in basic research techniques are skills cultivated and used throughout the program.
    Special attention is given to the use of language since facility in this art is the best means by which to cut through the ideological and partisan jargon that surrounds and camouflages so much discussion of politics. Sensitivity to the nuances of language and skill in identifying common fallacies and cleverly used rhetoric are required for the study of politics.
    Emphasis is placed not so much on the changing details of current events, but on the philosophical, historical, and institutional nature of the persistent problems that current issues illustrate. Students can anticipate a rigorous inquiry into political philosophy, American government, comparative government, and international relations. Attention is given to both empirical and normative aspects of these subjects. Primary texts and public documents are extensively used. Majors in our program are urged to undertake study in related disciplines, particularly in economics, history, philosophy, statistics, and languages.
