China's decision to revalue its currency may play well in Washington, but it could raise hackles among Silicon Valley executives and their customers. The government of China said Thursday that it will base the exchange rates for its yuan on a "basket" of different currencies rather than maintaining a strict ratio with the U.S. dollar, a decision that's expected to cause the yuan's value to rise. Though they did not say which currencies are in that basket, the move resulted in an immediate 2 percent appreciation of the yuan to 8.11 per dollar. The country had long been criticized for policies that kept the value of China's currency low and exports to the United States and Europe high.

Friday, April 15, 2005; Page E01 The Bush administration yesterday stepped up its appeals for China to let its currency rise, as pressure mounted in Congress for tougher action on a host of Chinese practices that allegedly fuel the burgeoning U.S. trade deficit. John B. Taylor, Treasury undersecretary for international affairs, urged China to let its currency, the yuan, rise according to market forces without further delay because it has taken enough preparatory measures to do so. "We have very much stressed that they can begin to have a flexible exchange rate right now," Taylor said.

The trade-deficit worriers will always have it backwards.
By John Tamny T he Wall Street Journal ’s Greg Ip lauded China’s decision last week to partially delink the yuan from the dollar. Ip surmised that the action would move “the global economy closer toward balance,” and for potentially making Chinese goods more expensive to U.S. consumers, would cause the “the U.S. to import less,” and as a result reduce “the trade deficit [that] has risen to record levels.” Ip’s reasoning defies recent history, and simple economics too.
The response to the rising economic nativism in the U.S. was the 1985 Plaza Accord, in which the G-5 countries agreed to an “orderly appreciation of the main non-dollar currencies against the dollar.” What the plan really meant was that to save the world from an even more blatantly protectionist U.S. response to competition, Japan would have to substantially deflate its currency as a penalty for providing U.S. citizens with the high-quality goods they desired. From September 1985 (Plaza) to February of 1987 (Louvre Accord), the Japanese yen rose 36.5 percent versus the dollar, thus setting in motion the deflation that helped send Japan into an economic funk that it is only now recovering from. Though 2 percent (the yuan’s initial rise versus the dollar) is far short of 36.5 percent, to concentrate on how much the yuan has risen so far is to miss the point entirely.

Complementing its strategic-military doctrine of preemptive action against putative constructors and proliferators of weapons of mass destruction, the administration of US President George W Bush has turned to preemption in the financial sphere to challenge unpalatable currency regimes and counteract their alleged ill effects on the US economy. China, Japan, and other Asian nations are the targeted offenders ... and, for a change of pace, victory in the war unleashed at the Group of Seven (G7) Dubai meetings is to be achieved not through overwhelming US strength, but through deliberately induced US (dollar) weakness.
To figure that one out, you have to go back to September 1, Labor Day in the United States. On that occasion, Bush, accompanied by his chief political strategist Karl Rove, stood in the driving rain at an operating engineers training center in Richfield, Ohio, and told assembled trade unionists, "We've lost thousands of jobs in manufacturing, some of it because of productivity gains - but some of it because production moved overseas ... One way to make sure that the manufacturing sector does well is to send a message overseas, [to] say, look, we expect there to be a level playing field when it comes to trade."

There is an economics-textbook myth that foreign-exchange rates are determined by supply and demand based on market fundamentals. Economics tends to dismiss socio-political factors that shape market fundamentals that affect supply and demand.
The current international finance architecture is based on the US dollar as the dominant reserve currency, which now accounts for 68 percent of global currency reserves, up from 51 percent a decade ago. Yet in 2000, the US share of global exports (US$781.1 billon out of a world total of $6.2 trillion) was only 12.3 percent and its share of global imports ($1.257 trillion out of a world total of $6.65 trillion) was 18.9 percent. World merchandise exports per capita amounted to $1,094 in 2000, while 30 percent of the world's population lived on less than $1 a day, about one-third of per capita export value.
Ever since 1971, when US president Richard Nixon took the dollar off the gold standard (at $35 per ounce) that had been agreed to at the Bretton Woods Conference at the end of World War II, the dollar has been a global monetary instrument that the United States, and only the United States, can produce by fiat. The dollar, now a fiat currency, is at a 16-year trade-weighted high despite record US current-account deficits and the status of the US as the leading debtor nation. The US national debt as of April 4 was $6.021 trillion against a gross domestic product (GDP) of $9 trillion.

New Currency Pays Tribute To The Iraqi People USAID gives the Iraqi people a chance to attain economic freedom Challenge
Under Saddam Hussein’s rule, Iraq was marked by many divisions which included religious, political, ethnic, and economic. Iraq’s currency also reflected a division with two currencies – one in the north and another in the south. Saddam’s mismanagement of the Iraqi currency – running the printing presses whenever he needed cash – disabled the Iraqi economy, causing high inflation and plummeting living standards. The Iraqi people were forced to use only two denominations of currency: the 250 dinar note and the 10,000 dinar note. This is the rough equivalent of using only dimes and $5 bills for all monetary transactions. Initiative Beginning in late 2003, the Coalition Provisional Authority (CPA), with assistance from USAID and the U.S. Department of Treasury, conducted a four-month program to exchange Iraqi’s old currency for a new currency - including the facilitation and management of putting 4.62 trillion new dinars into circulation, while also destroying the old currency. The old currency which featured Saddam Hussein has been replaced with a new design which pays tribute to the Iraqi nation and its history. Iraq’s new currency has six denominations which is making daily economic life far more convenient in Iraq and is ensuring that transactions are smooth and accurate. Along with a reform of the banking system, USAID is working to develop an independent central bank, new trade laws, and a modern commercial code.

The comments, in a report by the US Treasury Department, mark the fiercest rebuke to date in a simmering row over the value of the Chinese yuan. The US says the yuan - which is pegged to the US dollar - is undervalued, giving Chinese firms a major advantage. Chinese officials have ruled out upping the yuan's value for the time being. 'Economic risk' The currency has traded in a narrow band to the US dollar since 1994. US critics claim its value is 40% lower than it should be and that this seriously disadvantages US firms by making Chinese exports cheaper. In a twice-yearly report on the currency practices of its trading partners, the US Treasury Department said China was in danger of being censored for manipulating its currency if it did not free up its exchange rates. While China's ten year long pegged currency regime may have at times contributed to stability, it no longer does
