These rates are calculated using the SAS program also available on this page, and are intended for use only in calculating antidumping duties. The Department of Commerce ("the Department") has revised its policy regarding currency conversions to conform to changes resulting from the Uruguay Round Agreements Act. We announced this change in methodology in the notice entitled, "Change in Policy Regarding Currency Conversion," published in the Federal Register at (61 FR 9434; March 8, 1996) . Copies of the Federal Register Notice, the computer program used, and the new, official daily exchange rate files are available below. SAS Computer Program This computer program, is written in SAS 6.11 for Windows. The program is also available on 3.5"diskettes in the Central Records Unit, Room B-099, U.S. Department of Commerce, Pennsylvania Avenue and 14th Street, N.W., Washington, D.C. 20230. For a specified country, the program converts a file of actual daily exchange rates to a file of "official" daily exchange rates. In this process, each actual daily exchange rate is classified as "normal" or "fluctuating." An extended pattern of appreciating rates defines a "sustained movement." Based on these classifications, the program assigns the appropriate official exchange rate for each day.

Iraq Currency Exchange Starting on October 15 th 2003 a new national currency known as the ‘new Iraqi dinar’ will begin to replace the existing currency, the ‘old dinar’, and the currency used in the North of Iraq, the ‘swiss dinar’. The new Iraqi dinar will create a single unified currency that is used throughout all of Iraq and will also make money more convenient to use in people’s everyday lives. The currency exchange will last from October 15 th 2003 to January 15 th Currency can be exchanged at any time during this three month period. Locations where money can be exchanged will include banks and other official locations, for example post offices, throughout Iraq. No fees will be charged for exchanging currency. The conversion rates for new Iraqi dinars will be as follows: one ‘old dinar’ will be exchanged for one new Iraqi dinar; one unit of the ‘swiss’ dinar will be exchanged for 150 new Iraqi dinars. Bank accounts and financial contracts in Swiss dinars will also be converted at the rate of 150 new Iraqi dinars for every one Swiss dinar. Home New Currency Pays Tribute To The Iraqi People USAID gives the Iraqi people a chance to attain economic freedom Challenge Under Saddam Hussein’s rule, Iraq was marked by many divisions which included religious, political, ethnic, and economic. Iraq’s currency also reflected a division with two currencies – one in the north and another in the south. Saddam’s mismanagement of the Iraqi currency – running the printing presses whenever he needed cash – disabled the Iraqi economy, causing high inflation and plummeting living standards. The Iraqi people were forced to use only two denominations of currency: the 250 dinar note and the 10,000 dinar note. This is the rough equivalent of using only dimes and $5 bills for all monetary transactions. Initiative Beginning in late 2003, the Coalition Provisional Authority (CPA), with assistance from USAID and the U.S. Department of Treasury, conducted a four-month program to exchange Iraqi’s old currency for a new currency - including the facilitation and management of putting 4.62 trillion new dinars into circulation, while also destroying the old currency. The old currency which featured Saddam Hussein has been replaced with a new design which pays tribute to the Iraqi nation and its history. Iraq’s new currency has six denominations which is making daily economic life far more convenient in Iraq and is ensuring that transactions are smooth and accurate. Along with a reform of the banking system, USAID is working to develop an independent central bank, new trade laws, and a modern commercial code.
