Turbulent times ahead?
Eurozone leaders attending the recent G7 summit of finance ministers from the richest capitalist nations let out a howl of impotent anguish. The statement issued after their meeting (7/8 February) at Boca Raton, Florida, deplored the "excessive volatility and disorderly movements" in exchange rates.

The Bush gang (as one commentator puts it) couldn't give an "expletive deleted" about the euro. European leaders, on the other hand, fear that the rise of the euro and the pound (propelled by the fall of the dollar) is killing Europe's export trade. Now, just when the first signs of recovery are appearing, the strong euro threatens to cut across any export-led growth.
Speculative capital
In contrast to the ECB, which has not intervened on foreign exchange markets, the Bank of Japan (BoJ) has been frantically buying US dollars (to purchase US Treasury bonds) to slow the fall of the dollar and the rise of the yen. The BoJ has spent an unprecedented Y27,000 billion ($256 billion) since the beginning of 2003 on its effort to stem yen appreciation. The Japanese government is desperately trying to protect Japanese exports from a further rise in the yen's exchange rate. "Sony, the Japanese electronics giant, reckons each Y1 fall in the dollar's value against the yen cuts the net value of its sales by Y30 billion and its net profits by Y5 billion." (Financial Times, 7 February)

The aim of this essay is to provide the first building blocks for a positive theory of currency regionalization. In the spirit of the actor-oriented framework outlined by Kahler and Lake (Chapter 1), the analytical focus here is the state–specifically, central decisionmakers responsible for currency policy. The working assumption is that economic globalization is driving policymakers to reconsider their historical preference for strictly national money. It was appropriate that the terrible economic slump of the 1930s started in the United States, to which Europe seemed to have surrendered economic leadership during the Great War and on which she had been dependent ever since.
Stock Market Crash
The stock market crash that began on a black Friday in October 1929 and deepened in the ensuing months had immediate repercussion in Europe. Indeed, even before this, the superheated boom in stock prices that marked the bull market of 1928 siphoned money from Europe. The pricking of the bubble sent shock waves throughout the world.
Large exports of American capital had helped sustain Europe, besides providing an outlet for American surpluses of capital, during the 1920s. Investment in European bonds now contracted sharply and swiftly, as banks that were "caught short" with too many of their assets invested in securities desperately tried to raise money. By June 1930, the price of securities on Wall Street was about 20 percent, on average, of what it had been prior to the crash; between 1929 and 1932 the Dow-Jones average of industrial stock prices fell from a high of 381 to a low of 41!
The American market for European imports also dropped sharply as the entire American economy went into shock; and, to compound trouble, congress insisted on passing a high tariff law in 1930, against the advice of almost all economists. Effective operation of the international economy required that the United States import goods to allow foreign governments to pay for American loans. Moreover, the raising of tariffs set off a chain reaction as every government tried to protect itself against an adverse trade balance leading to currency deterioration. The result was a drying up of world trade that further fueled the economic downturn. The Americans, additionally, continued to insist upon repayment of war debts, until finally in 1931 a general moratorium was declared. Well might Europeans complain of American blindness, but these events only exposed Europe's vulnerability.

Three-Currency World Now Seems Plausible
With the successful introduction of the euro currency, some economists and politicians are looking to the day when a dollar zone in the Americas and a yen zone in the Far East result in a three-currency world. By Michael Lindemann Start Date: 1/25/99 It could not have been imagined a few years ago. But then, the nations of Europe decided to pool their economic fortunes behind the unified currency called the euro, officially adopted in eleven nations on January 1, 1999. And then, scant weeks later, the South American nation of Argentina proposed to abandon its own currency, the peso, and adopt the U.S. dollar, an idea that drew wide praise as both politically bold and economically wise. If Argentina follows through, its lead might well be followed by other nations of Latin America, perhaps resulting in a "dollar zone" to rival the "euro zone." Sensing the inevitable, some analysts say the next development would be a "yen zone" in the Far East. Within a decade or two, if these analysts are correct, the majority of nations on earth might peg their economies to one of just three big currencies. Argentina's initiative was spurred in part by growing economic chaos in Brazil, where the real was recently allowed to float against other world currencies and plunged 30 percent in value in the two weeks ending January 22. Brazil had attempted to shore up the real's value by selling off some $40 billion in hard currency reserves over the last six months, but to little avail.
