CUBA: LIFE AMONG THE RUINS
Len and Martha Biallas, January 1996 "Cuba? Why would you ever want to go to Cuba?" Well, not for tourism, not for rest and relaxation, certainly not for sightseeing. Yet, this island, larger than all other Caribbean islands combined, has an irresistible attraction, if only because it is not so easily accessible. Over Christmas 1995 and New Year 1996 my wife and I were part of a group of 120 who went to Cuba for 12 days with Global Exchange, a cultural awareness group that was able to get us official status as "guests of the Cuban government" so that we would not be breaking any U.S. laws regarding the present embargo and travel restrictions. As a special interest research group, we had to pay for everything before we arrived in Cuba and we could not spend any money while there. If so, we could be prosecuted for violating the U.S. Trading with the Enemy Act. For ten days we visited schools, hospitals, agricultural research facilities, slum areas, planned communities, religious sites, and work projects, all within a few hours drive of greater Havana. In the evenings we had lectures and discussion groups with high level officials - some indoctrination, for sure, but usually conflicting views on Cuban politics, economy, and aspirations for the future.
Living Conditions
Cuban people are beset with critical living conditions. Once the model of all the Latin American countries, Cuba finds its basic infrastructure falling apart utilities, communications systems, sewage disposal, potholes and fallen trees in the streets all is in disarray. Power outages occur daily. Once-fashionable residential areas, with elegant mansions, secluded courtyards, and shaded plazas, show signs of long neglect: overgrown trees, broken windows, and garbage in the streets.

Senate Hears Divergent Cuba Views

.c The Associated Press, March 10 WASHINGTON (AP) Defenders of the four-decade-old U.S. embargo against Cuba said Wednesday it has helped decimate the once-powerful Cuban military and forced economic reforms that otherwise would not been undertaken. Sen. Robert Torricelli, D-N.J., said at a Senate Foreign Relations Committee hearing that the weakening of the Cuban military one of several ``real, lasting and tangible benefits'' of the economic embargo in recent years. But Eloy Gutierrez Menoyo, a Cuban exile who heads a Miami-based anti-embargo group, testified that 40 years of isolation of the Cuban regime has brought misery to the Cuban people and served only to please ``discredited'' Florida exile groups opposed to President Fidel Castro. With committee Chairman Jesse Helms, R-N.C., seated a few feet away, Menoyo said Helms' embargo-tightening legislation of 1996 is ``an insult to Cubans, offends the world'' and serves to perpetuate the Castro government. ``Constructive rapprochement,'' he said, ``was yesterday, is today and will be tomorrow the best way out of conflicts.''

Inasmuch as all other importations of Cuban cigars are illegal, you must assume that all offers to buy or sell such cigars in the United States involve cigars that are imported illegally. Contrary to what many people believe, it is illegal for travelers to bring into the United States Cuban cigars acquired in third countries (such as Canada, England, or Mexico).

Castro demands U.S. return Cuban refugee boy

Web posted at: 5:11 a.m. EST (1011 GMT) HAVANA Cuban President Fidel Castro on Sunday demanded the United States return a 5-year-old Cuban boy, rescued from waters off Florida on Thanksgiving, to his father within three days. Elian Gonzalez has been at the center of an emotion-charged custody dispute between the two political enemies after he survived an attempt by several Cuban refugees to sail to Florida last week. Ten Cubans, including the boy's mother, drowned when the boat sank: Elian was found clinging to an inner tube off Fort Lauderdale. Castro compared the case to a kidnapping. He said U.S. authorities should return the boy within 72 hours "Because if not, there are going to be millions of people in the street demanding the freedom of the boy, who will not stop until they send him back," he told Cuban state television early Sunday.

Affiliated with the American Economic Association and the Allied Social Sciences Association of the United States, ASCE maintains professional contacts with social scientists throughout the world interested in engaging in scholarly discussion and research on Cuba and its comparative development. Since the time of its founding, the primary mission of the organization is to study the elements and processes involved in a transition to a free market economy and a democracy as well as to promote scholarship, research, and publications on transition studies by its members. This remains its basic charter and ASCE continues to pursue the study of Cuba in a broad sense, with particular emphasis on the financial, economic, social, legal and environmental aspects of Cuba today and its process of transition.

Man hijacks Cuban airliner
Police check the Cuban airliner hijacked on March 19 from Cuba to Key West, Florida, by six suspects using knives. Story Tools HAVANA, Cuba (Reuters) Cuban authorities were negotiating early Tuesday with a man, apparently armed with two hand grenades, who hijacked a domestic airliner with 46 passengers and crew aboard in an attempt to reach the United States. The man hijacked the Soviet-built Antonov 24 plane on a flight from the Isle of Youth on the southern coast of Cuba on Monday night and ordered the pilot to fly to the United States. However, the plane had to land in Havana because it did not have enough fuel, a government statement said. The AN-24 turboprop was standing on the tarmac at Havana's international airport with all its passengers and crew still on board as Cuba's Communist authorities tried to negotiate the hijacker's surrender, an airport official told Reuters. "According to reports from the plane, the (hijacker) is at the back of the plane, apparently holding two grenades," the government statement, read on Cuban television, said. It said six of the passengers were children.

The Pentagon has agreed to take a fresh look at the case. But privately, U.S. officials said the evidence remains inconclusive and contradictory. One POW, U.S. pilot Earl Cobeil, was so savagely beaten, he died.

The hearings outlining the evidence against the four continued late into the evening Monday. Prosecutors' spokesman Rafael Pino Becker said he didn't know how long they would last. "It's obvious the system can't stand the scrutiny, even from several blocks away. It's not a very good day for Cuban justice," said senior U.S. diplomat Michael Kozak after police escorted him away from the area near the Havana Tribunal. Web posted at: 10:56 p.m. EDT (0256 GMT) MIAMI (CNN) Two high-ranking members of a powerful Cuban exile lobbying group held a news conference Thursday to respond to rumors they may face charges in an alleged plot to kill Cuban President Fidel Castro. Cuban American National Foundation President Francisco "Pepe" Hernandez and executive committee member Jose Antonio Llama have committed no crime, their attorney said. "It's a far-fetched conspiracy with no basis in fact," said Llama's attorney Manuel Vasquez. An indictment as a result of an eight-month-long FBI investigation is expected to be announced next week in San Juan, Puerto Rico. Vasquez
