On February 24, 1996 between 3:21 pm and 3:28 pm two pirate Cessna planes coming from Opalocka Airport in the state of Florida were shot down by our armed forces while they were violating, once again, the Cuban airspace at a distance between 5 and 8 miles north of Baracoa Beach, west of the City of Havana. Before this, between 10:15 am and 11:27 am, three planes of the same kind had invaded cuban airspace. In this occasion, an airplane from our armed forces went to the place were these pirate planes were and with its presence impeded the violation of the cuban airspace. The pirate planes then took off to the north. At 1:21 pm, while they were returning again to Cuba, one of these planes responsible for these incursions was warned by the center of control of air traffic of Havana that they had activated areas of air space north of the capital and they were warned of the risks they were running by doing this. In response the pilot of the pirate plane said it was clear he could not fly in that zone, but he was going to do it anyway. At 3:15 pm it is known through internal communications of one of the pilots that they were heading toward Havana. Meanwhile, two of the planes were penetrating the restricted zone of cuban airspace. The head of the group in a third plane remained outside of the 12-mile limit.

  • Introduction Tightening the Embargo Introduction The island nation of Cuba, located just ninety miles off the coast of Florida, is home to 11 million people and has one of the few remaining communist regimes in the world. Cuba's leader, Fidel Castro, came to power in 1959 and immediately instituted a communist program of sweeping economic and social changes. Castro allied his government with the Soviet Union and seized and nationalized billions of dollars of American property. U.S. relations with Cuba have been strained ever since. A trade embargo against Cuba that was imposed in 1960 is still in place today. Despite severe economic suffering and increasing isolation from the world community, Castro remains committed to communism.

Guantánamo Naval Base, Anti-Terrorism and US/Cuban Relations
By Nelson P Valdés T he U.S. Defense Department announcement that it will use Guantanamo Naval Base in Cuba to set up prison facilities and military tribunals where terrorists captured in Afghanistan and elsewhere will be held and tried raises important questions. Why select Guantanamo base rather than, Utah or the Marshall Islands which are more isolated and the surrounding territory is controlled by the United States military? What possible military or political attraction could Cuba provide? It should be noted that the base has 71 square miles, of which 48 square miles are on land (swamps claim 13 square miles). This small territory is surrounded by the Sierra Cristal mountain range controlled by the Cuban military. Thus, in a sense the real security of the base will not depend on the US government alone but on the Cuban armed forces. It is odd that the United States will hold such high profile prisoners in a place that is so close to another country's territory. Even more peculiar is the fact that the U.S. State Department in its most recent 2001 report on "international terrorism" claims that Cuba harbors and supports terrorists. Then why set up the tribunals and the prison facilities on the island? Obviously the U.S. military consider that Cuba does not present any real terrorist threat, despite what the State Department has claimed. So, which side of the US government is correct?

The list, containing 64 names, was released late Sunday by the Cuban Government and printed in the state controlled newspapers. If you live in Miami the list may contain the name of someone you know, or perhaps a relative certainly it contains someone you have seen on television or read about in the local papers. The list is the lead story on local talk radio, certainly on Spanish language television, and is getting mention on some English language newscasts. On it are the names of persons the Cuban Government regards as terrorists people who have participated in actions against the Island Nation in attempts to topple the Castro government.

For years, the U.S. government has accused Cuba of harboring terrorists. Today, the U.S. government is harboring terrorists in Cuba. Approximately 110 fighters captured in Afghanistan, members of Al-Qaeda and the Taliban, have been transferred to the U.S. Naval Base in Guantanamo Bay, Cuba, since Jan. 10, 2002. So what does the Cuban press—which has been protesting the U.S. occupation of Guantanamo Bay for decades—have to say about Washington's plans to detain the world's most high-security inmates there? Surprisingly enough, not much. Cuba's government-owned media barely mentioned the U.S. operation until Jan. 12, when the Cuban Communist Party's daily newspaper Granma ran a front-page official declaration outlining the government's position. Lacking the stinging invective that often features in such statements on U.S. policy, the declaration offered a brief history of the base's existence and its changing role in U.S.-Cuban relations, including its most recent usage as an emergency refugee camp and detention center. In a moderated, somewhat subdued tone, the statement claimed that the hostilities that once characterized U.S.-Cuban discussions about the base have since given way to "a climate of mutual respect" on both sides of Guantanamo's fences. Cuba, the statement declared accordingly, will not object to U.S. plans to hold suspected terrorists there:

Anti-War, Social Justice and Human Rights Advocates Oppose Repression in Cuba
WE, THE UNDERSIGNED , strongly protest the current wave of repression in Cuba. We condemn the arrests of scores of opponents of the Cuban government for their nonviolent political activities, and the shockingly long prison sentences some as high as 28 years imposed after unfair trials. According to Amnesty International, the arrestees include journalists, owners of private libraries and members of illegal opposition parties. We condemn as well the trial and execution of three alleged hijackers in a week's time, both for the lack of due process and because we oppose capital punishment on principle. And we recall too the long, criminal record of U.S. interventions in Latin America. This record has included six decades of exploitation and imperial control of Cuba, followed by an attempted invasion and a campaign of international terrorism and economic warfare, that is by now well-documented. Only a government that repudiated this record, renounced any intention of restoring its economic or political domination over Cuba, either directly or through rightwing Cuban-American proxies, and promised to respect the democratic will of the Cuban people themselves would have the moral legitimacy to call for democratic change in Cuba.

    ASHKELON, Israel (AP) - Israel's latest secret immigrants made a complex exodus from Cuba that involved at least three foreign countries and help from the Jewish granddaughter of Emiliano Zapata, the legendary Mexican revolutionary. Israel confirmed Monday the 400 Cuban Jews were brought to Israel in the past five years in a secret operation that had the blessing of Cuban leader Fidel Castro. Israel's military censor lifted a ban Monday on reporting on their arrival, and the Jewish Agency, a quasi-governmental agency dealing with immigration, allowed reporters limited access to the newcomers. Cuban immigrants interviewed at a center in the southern coastal town of Ashkelon said the operation was common knowledge in Cuba. Everyone in Cuba ``knew the Jews were coming to Israel,'' said Alexei Colon Mizrachi, 23, who now lives at the center with his twin brother, Alexander, and their father, Cristobal. A spokesman for the small Jewish community in Cuba angrily denied any secret operation, saying some Cuban Jews had left for Israel, but not in high numbers and not as part of a secret pact. ``That is absolutely false,'' said Jose Miller, president of the Jewish Community House of Cuba. ``In Cuba, there is a general immigration movement to many countries, but there has been no agreement to take members of our Hebrew community to Israel.''

    Bad Trade: The Cuban Embargo and the Future of the World Trade Organization
    Brad DeLong March 25, 1997; draft 3.0 We all know why trade with China is vital. Trade with China gives executives and entrepreneurs contact with the liberal democratic civilization of the industrial west. It shows them that things do not have to be as they are in Chinawith all power in the bloody hands of a narrow oligarchy and a broader party of boot-lickers. Although China's human rights record has been abysmal, the best way to change this is to "engage" China so that its government has a stake in the good opinion of the rest of the world. We also all know why no trade with Cuba is vital. Trade would give Fidel Castro and his lieutenants a powerful boost. Prosperity from trade would strengthen the regime, and delay democratization. The best way to nurture civil society and dissent in Cuba is by embargo. Castro and his high party officials are not personally impoverished, but that is the point: only by making the material economic failure of the Cuban regime crystal-clear can the U.S. "help" Cuba. So far this is bipartisan Washington hypocricy. Congress is eager to vote for sanctions on Cuba, and reluctant to vote for sanctions on China. The President is eager for "engagement" with China, and happy to sign the Helms-Burton Act punishing Cuba. But today's inconsistency is no worse than under George Bush, Ronald Reagan, or before. The legacy of the Cold War, the hatred of Castro by immigrants from Cuba, provocations like the shoot-down of "Brothers to the Rescue" planes over international waters (along with Castro's belief that he is strengthened mightily by confrontation with the United States) have brought us here, where American politicians are comfortable with one set of principles for the Caribbean and another for the Pacific. The embargo has been tough luck for twelve million Cubans who cannot buy or sell in the U.S. But so far it has made little difference otherwise.

    The undersigned comprise the executive committee of TACL, an organization of professional retail travel agents, some of whom operated their agencies in Cuba prior to 1959. We have taken upon ourselves the task of enrolling as many of our industry colleagues as possible, as well as the American public in general, in this petition to the President of the United States and to the members of Congress, requesting that they support the law of this land by maintaining the ban on travel to Cuba. We believe that congressional slight-of-hand to undermine the law by rendering it un-enforceable is lacking in principle and does not uphold the honor of these United States. Early in the revolution, our travel businesses in Cuba, along with so many others, were confiscated without compensation -stolen is a better word- and after 44 years of despotic revolutionary government there are still no travel agents in Cuba. This is the will of one man, Fidel Castro, and his terrorist regime that some, even in our own industry, are willing to patronize, shamefully turning their backs on solidarity within our class. If we are ready to prop-up with our travel dollars the most vicious violators of human rights in this hemisphere, what would we get for the Cuban people in exchange? Not even reciprocity, as Cubans must obtain approval for a simple move within the Island, and travel abroad is forbidden to the extent that those trying to escape are severely punished. Remember the three young men who Castro recently executed for trying to escape his island-prison? And what about the 20 to 30 year jail sentences and atrocious prison conditions for merely expressing a thought critical of the government or distributing the Universal Declaration of Human Rights?
