United States Rejects U.N. Resolution on Cuba Embargo An October 28 U.N. resolution opposing the U.S. embargo of Cuba is a misguided attempt to blame the United States for Cuba's failed economic policies and divert attention from that nation's abysmal human rights record, according to State Department Area Advisor Oliver Garza. Explaining his vote against the resolution, Garza said arguments that the United States is denying Cuba access to food and water are baseless. He noted that the United States has donated or sold more than $1 billion in medicine and medical equipment to Cuba since 1992 and licensed the export of more $5 billion in agricultural exports since 2001. Moreover, Garza pointed out, remittances from the United States to Cuba approach $1 billion annually. "Let there be no doubt," he said, "if Cubans are jobless, hungry, or lack medical care, as the regime admits, it is because of the failings of the current government." Garza added that the Cuban government is not a victim as it contends, but rather a tyrant that has shown no interest in implementing economic or political reforms and "aggressively punishes anyone who dares to have a differing opinion."

16 july On the first anniversary of the arrest and detention of four leading critics of the Cuban government, Amnesty International reiterates its call for their immediate and unconditional release on the grounds that they are prisoners of conscience detained solely for peacefully expressing views that are contrary to Cuban Government policy. They were arrested following a press conference for foreign journalists during which they criticized an official discussion document The Party of Unity, Democracy and the Human Rights We Defend which is being circulated within the country as a prelude to the Communist Party Congress. They also presented to the journalists their own analysis of the document The Homeland is for Everyone. All four are awaiting trial on charges which are believed to include "enemy propaganda" which carries a maximum prison sentence of fifteen years. Date and formal charges for their trial are unknown. Background: In 1995 the Cuban Government began a major crackdown on dissidents, following the formation of Concilio Cubano, Cuban Concilium, a forum of over 100 unofficial groups, including human rights groups, independent professional associations and political parties. Since then, members of Concilio Cubano and journalists working for independent organizations have been subjected to persistent harassment and frequent short-term detention. They have also been threatened with long-term imprisonment and occasionally with physical violence if they do not cease their activities or leave the country. A few have been brought to trial and imprisoned.

CubaConnect WHY DID THE UNITED STATES BREAK DIPLOMATIC RELATIONS WITH CUBA? Return to FactFile It is relevant to remember that Cuban-American diplomatic relations were maintained during the duration of the nationalization period of 1960. It is only on 3 January 1961 that the US government break diplomatic relations, initiating the first incident in an escalating war. It was not the nationalizations carried out by the Cuban Government that cause the breaking down of diplomatic relations, it was because the Cuban Government requested that the hundred or so employees that were part of the Embassy and Consulate of the United States in Cuba should be reduced to a rational and nominal number. This request is in accord with the practice of International Law and thus recognized as the established norm that stipulate diplomatic relations, as given in Article 11 of the Vienna Convention in reference to Diplomatic Relations. On January 3rd 1961 the Foreign Relations Minister, Dr. Raul Roa, wrote to the President of the UN Security Council the following explanation:

...What happened occurred at night at sea in the middle of July in 1994. The time is important because it wasn' t at all that long ago, not, in other words, in the bad old days of mass arrests and widespread executions. Seventy two Cubans, men, women and children, slipped out of this harbor aboard a tugboat. They were bound for Florida. Their boat was followed out to sea by three Cuban fire boats. What happened next we learned from some of the survivors, two of whom ultimately made it to Miami, while the other two risked arrest by talking to us here in Havana...

Thank you; it’s great to be here in Miami. I’ve been at the G-7 summit this weekend just a few miles north in Boca Raton, and we had a very productive meeting. I was pleased to be able to report to that group some very good economic news from the U.S., and I’d like to share that news with you as well. But first, there is another area of economic policy that I really want to talk to you about today, and that’s the United States’ policy on Cuba. Let me be perfectly clear and candid: The President loathes what the Cuban government has done to Cuba. Castro’s regime has crushed freedom and has held Cuba back from its enormous potential as an economic power and a friend to the United States. The President is, however, very dedicated to the people of Cuba, who long for freedom and have suffered so much under Castro. Because of his
dedication to the people of Cuba, President Bush offered, in 2002, to ease U.S. bans on trade and travel… but only if the Cuban government held free and fair elections and allowed free speech and free enterprise. Rather than take this opportunity to move toward a new day for the Cuban people, Castro was contemptuous in response to that offer. Instead, he followed with a new round of brutal oppression of the Cuban opposition that sickened all those who respect human life, dignity and freedom.

Juan Perdedor spokesman for the Cuban government claims that humiliations began when the Taliban detainees were brought to Guantanamo. “Can you believe what the U.S. has done,” said Senor Perdedor. “Giving what they consider to be common criminals showers on a daily basis and three meals a day. Even our most outstanding citizens only get to bath every other day. And most of us only bath once a week. Its not a prison, it’s the Cuban Hilton!” Perdedor went on to say that the amount of space given each prisoner was more than the Cuban government allotted to a family of four. Cuba claims that the U.S. prison is a thinly veiled propaganda attempt to convince Cuban citizens that things are really better in the U.S. “Our citizens will not fall for this trick,” Senor Perdedor exclaimed. “Our citizens know that Marxism is the only government that can truly bring peace and prosperity to the world.”

Today we honor the ties of friendship, and family, and faith, that unite the Cuban people and the people of the United States. We honor the contributions that Cuban-Americans have made to all aspects of our national life. And today, I am issuing a proposal and a challenge that can put Cuba on the path to liberty. I appreciate our Secretary of State being here. He and I take this issue very seriously. He loves freedom as much as I love freedom. I want to thank Mel Martinez, a graduate of Pedro Pan, for being here; Mr. Secretary, you're doing a great job. Welcome. I appreciate members of the diplomatic corps who are here. Thank you all for coming; I'm honored to have you here. I want to thank Senator George Allen from the Commonwealth of Virginia. I want to thank Congressman Dan Burton; Mr. Chairman. The latest in a series of incidents in the Strait of Florida was described by the Cuban government as “serious and painful” and declares that the Cuban Adjustment Law is “a murderous law”.
Under this law of 1996, preferential treatment is given to Cubans who wish to emigrate to the United States, once they have arrived on US territory. Fidel Castro has argued since then that by enticing Cubans to leave the island, the United States is morally responsible for what happens to them. Many use makeshift rafts to cross the Strait, which break up in the currents and many lives are lost.
The Cuban government considers these incentives as dangerous attempts to foment illegal migration. The group of 30 Cuban emigrants, 12 of whom were children, left western Cuba last Friday and were supposed to arrive in Florida on Saturday. They never arrived and the US coast guard gave up the search on the morning of November 22nd
The Cuban government classifies the Cuban Adjustment Law as the “siren’s song of capitalism”, cynically taking advantage of the precarious economic situation the US-imposed embargo places on the island.

It's the first such commercial deal approved by the U.S. government between an American biotechnology company and Cuba, which has spent $1 billion building a biotechnology program that is among the most advanced in the Third World. One of the three drugs included in the deal attacks a cancer cell in a novel way.

FIRST ANNIVERSARY OF THE CRACKDOWN ON PEACEFUL DISSENT IN CUBA
Exactly one year ago, on March 18, 2003, the Cuban government launched a massive crackdown on peaceful dissidents, independent journalists, human rights defenders, and independent labor unionists, librarians, medical doctors, and teachers. Almost 90 democracy advocates were detained in a matter of days, their houses thoroughly searched, and many of their belongings confiscated. At the same time as the clampdown on democracy advocates, the Cuban government also condemned to death and executed three young black Cubans who had attempted to leave the island illegally by hijacking a small ferry. Detained on April 4, the three men were summarily executed seven days later, even though they did not physically harm anyone during the hijacking. Their relatives were informed about the executions only after the fact, when they received notification to retrieve the young men's bodies. We call upon the Cuban government to uphold the rights of all Cubans who wish to promote and defend human rights according to their conscience.

Cuban government postpones SIU trip

News Reporter Cuban government officials have indefinitely delayed SIU's mission to Cuba two days before the planned departure. Thirty-one faculty members, administrators and researchers from SIU Edwardsville, Carbondale and the medical school in Springfield and several state and local officials had planned to go on the trip to Cuba, which was designed as a humanitarian trip. University spokesperson Scott Kaiser said, "We wanted to meet with various Cuban officials in government to discuss agriculture, biotechnology, education and establish relationships that will be beneficial in the long run to SIU faculty and students." Cuban government officials notified SIU officials Tuesday that "the Cuban government has postponed the Southern Illinois University mission trip to Cuba due to unplanned and unforeseen situations that have arisen beyond their control." The delegation was supposed to leave Thursday. Some members of the delegation were to stay in Cuba for six days, while another group was to stay for 12. Reportedly, the Cuban government left hope for the mission to be rescheduled.
