Below is official Cuban government reaction to the shooting down of two U.S. planes on Saturday. It is from the Ministry of the Exterior, which is a branch of the Cuban Foreign Ministry.

Web posted at: 1:15 p.m. EST (1815 GMT) On February 24, 1996 between 3:21 p.m. and 3:28 p.m. two Cessna planes were shot down by our armed forces. They were coming from the Opalocka airport in the state of Florida. The two Cessna planes were pirate planes. As they flew, once again, in the Cuban airspace at a distance between 5 and 8 miles north of the Baracoa Beach west of the city of Havana. Before this, between 10:15 a.m. and 11:27 a.m., three planes of the same kind had invaded Cuban airspace. In this occasion, an airplane from our armed forces went to the place where these pirate planes were and with their presence impeded the violation of the Cuban airspace. The pirate planes then took off to the north. At 3:21 p.m., while they were returning again to Cuba, one of these planes responsible for these incursions was warned by the center of control of air traffic of Havana that they had activated areas of airspace north of the capital and they were warned of the risks they were running by doing this. In response the pilot of the pirate plane said it was clear he couldn't fly in that zone but he was going to do it anyway.

MIAMI The Cuban government has released a list of people it calls terrorists. The list, containing 64 names, was released late Sunday by the Cuban Government and printed in the state controlled newspapers. If you live in Miami the list may contain the name of some one you know, or perhaps a relative certainly it contains someone you have seen on television or read about in the local papers. The list is the lead story on local talk radio, certainly on Spanish language television, and is getting mention on some English language newscasts. On it are the names of persons the Cuban Government regards as terrorists people who have participated in actions against the Island Nation in attempts to topple the Castro government. There is Luis Posada Carriles, who is jailed in Panama, accused of attempting to plant a bomb under Castro. There is Orlando Bosch, who is credited with blowing up a Cuban airliner. Also on the list Andres Nazario Sargen, who heads up Alpha 66, the group of aging exiles who once invaded the Island on a regular basis.

IS - CUBA DECLASSIFIED BY: 5668SLD EH ON 4-10-95 Enclosed for each of the offices receiving this communication is a copy of a letter dated 4-7-59 captioned "Cuban Revolutionary Activities." The subject is the source of the information contained in this communication. For your additional, the subject was interviewed on 3-31-59 at the Bureau by Bureau representatives. At that time he exhibited a letter from the Director of Inspections of the National Lottery Institute, Havana, Cuba, which appointed him Chief Inspector for all gambling casinos and cabarets in Havana. The subject described himself as a Captain in the Rebel Army and exhibited a document which he described as a credential of his rank. He furnished his local address as the Mayflower Hotel and indicated he planned to return to Havana by way of Miami on 4-1-59. He gave his Havana address as the Inspector General's Office, Camp "Tte Brihuega," Cuidad Militar, Havana. He advised that his father resides at 326 Bank Street, Norfolk, Virginia. Fiorini stated that he had served with Castro's forces for the past two years. He stated that he had been engaged in the raising of funds and arms in Miami, Mexico, and in other countries of Latin America and that he had been engaged in the fighting in the mountain provinces of Cuba. Upon the victory of Castro's forces, Fiorini was appointed to the position of the Chief Inspector of the gambling casinos and as Captain of the Cuban Air Force. His duties with the U. S. Air Attache, Havana, and the Cuban Air Force. In connection with this position, he had, within the past week, presented his credentials to the American Air Attache, colonel Nichols (phonetic). De La Fuente, Evelio Navarro, Julio Synopsis: Walfrido Moreno arrived and settled in New York City in the late 1940's. In the late 1950's Moreno returned to Cuba and resided there for a brief period of time. While in Cuba, Moreno held a minor post in Fulgencio Batista's government, but soon he became disenchanted with what he termed as "governmental abuses" and he abandoned his post. Moreno remained in Cuba until Fidel Castro's takeover, and during that time, he befriended many high ranking revolutionary army officers. Moreno returned to the U.S. in the mid-1960s and resumed anonymity. In 1978, Moreno and a group of Cuban exile figures joined what was later termed "The 75 Group". The group, led by Bernardo Benes and Rev. Manuel Espinosa, travelled to Cuba and engaged in a political dialogue with Cuban government officials. As a result of the encounter between Cuban exiles and Cuban officials, the Cuban government agreed to release hundreds of political prisoners and to re-open flights between Havana and Miami. While in Cuba Moreno reaffirmed his ties with high ranking government figures.

President Clinton Tuesday further relaxed the U.S. embargo against Cuba and proposed a round of ''baseball diplomacy'' aimed at bringing the people of the two nations closer together. The incremental steps were an alternative to a proposal rejected by Clinton for a full-scale review of the U.S. policy of isolating communist-ruled Cuba, which greeted the news with skepticism. ``These steps are designed to help the Cuban people without strengthening the Cuban government,'' Clinton said in announcing the measures, which expand on a previous easing last March of the nearly 37-year-old embargo. The steps announced by Clinton included: Increasing charter passenger flights to and from Cuba by allowing them to serve cities other than Miami and Havana; Allowing any U.S. resident, not just family members of Cubans, to send payments to Cuban families. The payments can total $1,200 per year; Permitting the sale of U.S. food and agricultural supplies to non-governmental bodies including private restaurants and farmers.

JS-2062 Statement by Assistant Secretary Zarate on the Announcement by the Cuban Government to Prohibit U.S. Dollars from Circulating in Cuba Juan Carlos Zarate, the U.S. Department of the Treasury's Assistant Secretary for Terrorist Financing and Financial Crime, made the following statement today in reaction to Fidel Castro's announcement that beginning November 8, U.S. dollars will no longer be circulated in Cuba: "The announcement by the Castro government to pull U.S. dollars from circulation is an act of economic desperation and a clear signal that President Bush's strengthened policies towards Cuba have hurt the Castro regime. In typical Castro fashion, his solution to this problem is to implement a measure that will directly benefit and bring profit to his regime, while hurting the Cuban people. "Because of the bankruptcy of Castro's policies and economics, the freedom-starved people of Cuba depend on remittances from their families living in the United States to survive. Castro will not only now attempt to pool these U.S. dollars for his own profit, but also is doing so by shaking down the Cuban people with a ten percent penalty for the currency exchange. As to be expected, when the regime is facing difficulty, Castro works to enrich himself on the backs of the Cuban people. "The Bush Administration will continue to apply pressure to Castro and his cronies, working toward a day when the Cuban people are free to build the strong democracy and a thriving economy denied them by the Castro regime," said Zarate.

Cuban Government Agrees to Buy Food From Black Farmers
Trade Accord Reached Gives Black Farmers Access to $1.5 billion Agriculture Market HAVANA Kweisi Mfume, President and CEO, the National Association for the Advancement of Colored People (NAACP), said an agreement was reached earlier this week with the Cuban government to purchase some of its food products directly from African American farmers. The accord represents a major breakthrough in the NAACP's efforts to help black farmers win business in new and emerging markets. Mfume and John Boyd, president, the National Black Farmers Association, announced the deal after meeting with Pedro Alvarez, director of ALIMPORT, Cuba's food import company. "This is an historic announcement and one that I personally find very heartening," Mfume said. "President Fidel Castro promised to establish trade links with black farmers, and it appears he has kept his word."

Explanation of Vote by Ambassador Oliver Garza, Area Advisor, on Agenda Item 28: the Necessity of Ending the Economic, Commercial and Financial Embargo Imposed by the United States against Cuba, in the General Assembly, October 28, 2004 Mr. President, The United States trade embargo against Cuba is a bilateral issue that should not come before the General Assembly. The resolution is an attempt to blame the communist regime’s failed economic policies on the United States and to divert attention from its human rights record. Arguments that the United States is denying Cuba access to food and medicine are baseless. Since 1992, the United States has licensed over $1.1 billion dollars in the sales and donations of medicine and medical equipment – 80 percent in the form of donations. Moreover, since 2001, the U.S. government has licensed the export of over $5 billion worth of agricultural commodities. In that same period, over $700 million in agricultural commodities have actually been exported to Cuba. Let us remember that the United States is the single largest source of humanitarian assistance to Cuba. Remittances from U.S. persons to Cuba have been estimated at close to $1 billion annually. It is also manifestly true that Cuba can and does buy everything it needs – an estimated $4.3 billion in imports annually – from nations other than the United States.

Statement by Ambassador Sichan Siv, United States Representative to the Economic and Social Council, on the Cuba Embargo, at the Fifty-seventh session of the General Assembly, in Plenary, November 12, 2002 Mr. President, The United States embargo against Cuba is strictly a matter of bilateral policy. It is not a subject which the General Assembly should spend valuable time considering. We strongly oppose this misguided draft resolution, and we encourage all delegations to do the same. The allegation that the United States prohibits other nations from trading with Cuba does not reflect reality. Trade figures show that Cuba imports some one billion dollars worth of goods every year from many different countries, including member states of the European Union. Related assertions that the embargo is the cause of Cuba’s economic problems are equally untrue. The objective of United States policy toward Cuba is clear – to foster a rapid, peaceful transition to a democratic form of government where human rights are protected, civil society thrives, and economic prosperity is extended to all Cubans. Our bilateral economic embargo is but one element of a multi-faceted policy designed to accomplish this objective.

The Cuban Revolution INTRODUCTION Cuban Revolution, widespread uprising in Cuba that overthrew the dictatorship of Fulgencio Batista (1952-1958) and brought the government of revolutionary leader Fidel Castro to power. The revolution established the only communist state in the western hemisphere and produced profound changes in the economic and social structure of Cuban society. It also ended more than a half century of United States influence in Cuban internal affairs. Batista's government, which came to power following a military coup in 1952, had become widely unpopular as a result of rampant corruption and harsh repression of dissent. Batista faced growing opposition to his rule from many segments of Cuban society. Fidel Castro, a political activist and former lawyer, led the best organized of a number of anti-Batista forces. He waged a successful guerrilla campaign from the mountains of eastern Cuba while steadily building a broad network of support both within Cuba and abroad. This coalition of opposition forces eventually induced Batista to flee the country. Following the overthrow of Batista, Castro began changes that dramatically altered Cuba's political, economic, and social structure. He confronted the United States, which had been involved in Cuba's internal affairs for decades, and announced that Cuba would follow a socialist path. Castro severed Cuba's close ties with the United States and aligned Cuba with the Union of Soviet Socialist Republics (USSR), then the leading power among the world's communist nations. This strain on relations between the United States and Cuba continued into the 1990s.

Monday, March 28, 2005 HAVANA, Cuba (AFP): With a first-time blessing from Fidel Castro's communist government, a Roman Catholic Way of the Cross procession will wend through Havana streets Friday capping Holy Week, with the annual US-Cuban clash at the UN Human Rights Commission looming. Every priest from downtown Havana petitioned the government for permission to lead the procession, unlike in previous years when only one priest would make the request, said Father Juan Miguel of the Christ of the Good Journey church.

Carlsbad, Calf.-based CancerVax has signed a letter of intent to license the drug in a three-way agreement with Cuba's Center of Molecular Immunology and YM Biosciences of Toronto. Freedom of Information Alert PRINT PAGE IFLA urges Cuban government to eliminate obstacles to access to information Country/Topic: Freedom of Information Date: 09 May 2003 Source: International Federation of Library Associations and Institutions (IFLA) Person(s): Target(s): Type(s) of violation(s): Urgency: Bulletin (IFLA/FAIFE/IFEX) - The following is an IFLA/FAIFE media release: Intellectual freedom in Cuba "Once again, IFLA urges the Cuban government to eliminate obstacles to access to information imposed by its policies", says the Chair of the IFLA/FAIFE Committee, Mr Alex Byrne. The International Federation of Library Associations and Institutions (IFLA) and its Committee on Freedom of Access to Information and Freedom of Expression (IFLA/FAIFE) expressed their deepest concerns today about the arrest, trial and long prison sentences given to Cuban political dissidents in recent weeks. According to Human Rights Watch reports, approximately 80 people have been arrested and detained, "including prominent dissidents, human rights activists, independent journalists, independent unionists and directors of independent libraries". In a press release issued on 14 April, Amnesty International states, "...Cuba has reversed significant human rights progress made over a period of years". These reports have been corroborated from other sources, including announcements by Cuban authorities.
