by Scott Poynting, School of Humanities, University of Sydney, Australia. This article traces the course of a series of moral panics over the banding together, group identification and collective action of certain groups of young people - mainly young men - in and around some mass sporting events in New South Wales, Australia, in 2001-4. It could be a story of ‘football hooliganism’, except that the sport is not football (or ‘soccer’, as it is known in Australia), but rugby league. That such ‘collective behaviour’ had been relatively unknown in this sporting milieu in Australia provided the opportunity for the racialized ‘othering’ of those labelled as deviant, in the context of the construction of the ‘Arab Other’ (and later the Muslim Other) as the pre-eminent folk demon of contemporary Australia.

The Western Criminology Review WCR ) is a forum for the publication and discussion of theory, research, policy, and practice in the rapidly changing and interdisciplinary fields of criminology and criminal justice. The journal is intended to reflect local (Western), national, and international concerns. Historical and contemporary perspectives are encouraged, as are diverse methodological approaches. Although manuscripts that rely upon text and tables are invited, authors who use other resources permitted on the internete.g., graphics, hypertext links, etc., are also welcome. The publication and distribution of articles will also be accompanied by electronic commentary and discussion. WCR provides a unique venue for authors and critics. In addition to permitting new modes of expression it also speeds up the publication and distribution of articles and encourages rapid electronic commentary and discussion. The goal of WCR is to provide an attractive and meaningful outlet for academic and policy related publication and dialogue in a wide variety of substantive areas in criminology and criminal justice.

Abstract
Stalking trends as indicated by police and court data across Victoria, South Australia and Queensland are examined. As legislation and enforcement practices vary significantly across these jurisdictions, direct comparisons are not possible. Ogilvie outlines specific considerations that need to be taken into account with respect to both criminal justice system interventions and future research priorities, including: addressing weaknesses in the legislation; provision of training for police units; the necessity of sustained intervention; devising effective research agendas; and investigating community awareness.

The program admits its first undergraduate students in the Autumn of 2003. The program curriculum consists of a series of core program courses (several of which have been designed specifically for the program), as well as a number of extant courses offered by academic units across the Faculty and University. The program curriculum includes 36 credits (6 full course equivalents) in core program courses, including:
  • a 1000-level Introduction to Criminology course, which introduces students to criminology through a critical investigation of the processes and structures that designate criminality and delinquency; the relationship between control and consent; the administration of "justice", and; the contexts (cultural, political and economic) within which legal contests are articulated; a 2000 or 3000-level course on criminological theory, which provides students with a solid grounding in the vast range of historical and contemporary theories of criminology, including their underlying assumptions and critiques;
