3.1 For some observers, inmate rehabilitation programs are nothing more than a form of indulgence toward those who have broken the law. Research has shown, however, that programs aimed at solving the problems preventing offenders from functioning successfully in the community can effectively reduce recidivism, and are thus essential to the correctional system's main objective of maintaining a just, peaceful and safe society. 3.2 Since most inmates are eventually released into the community, it must be recognized that incarceration is only a temporary means of ensuring public safety; only sustainable change in offender behaviour can ensure the long-term protection of the community. A number of studies on incarceration - contrary to the positive results of studies on the effectiveness of rehabilitation programs adapted to offenders' needs - have shown that incarceration in itself does not ensure sustainable change in offender behaviour. 3.3 The John Howard Society of Canada brief made this point very well. It emphasized that rehabilitation programs are fundamental to successful reintegration into the community by stating:

to the homepage of The Enlightened Sentencing Project SM (TESP SM ). We are offering a consciousness-based approach to criminal rehabilitation. We use the Transcendental Stress Management SM (TSM SM ) program and proven programs for stress reduction, including neuro-muscular integration exercises (yoga) and neuro-respiratory techniques. We hope that our website will serve as a resource for those of you in search of an alternative sentencing program that is highly effective. Several judges in St Louis, Missouri, and one in Illinois, have sentenced probationers and parolees to the course of instruction offered by The Enlightened Sentencing Project, as a condition of their probation. Each day in the United States, more than 31,000 petty and hard-core criminals are released back into their communities. Within one year, up to 80 percent of these men and women will have committed ten or twenty more crimes before being arrested again and sent back to prison.
And so go the revolving doors of the US penal system.
Criminon actually grew out of the very successful Narconon prison programs. By the 1980s, with increased drug usage in all sectors of society, the Narconon program shifted its emphasis to community-based activities. At that point, Criminon expanded into the correctional facilities to fill a need.
