Offending Behaviour: Moral Reasoning, Criminal Conduct
and the Rehabilitation of Offenders By Emma J. Palmer
Devon, UK: Willan Publishing, 2003. Offending Behaviour: Moral Reasoning, Criminal Conduct and the Rehabilitation of Offenders explores the link between moral reasoning, criminal behaviour and offender rehabilitation. The first three chapters of the book discuss theories of offending behaviour and moral reasoning, followed by a chapter reviewing measures to assess moral reasoning. The next three chapters explore moral reasoning and its link to criminal behaviour, concluding with a summary chapter with suggestions for future research. Palmer provides a comprehensive review of the research in each chapter. Palmer should be commended for attempting to fill this gap in the literature considering so little research has been done in the area. Although Palmer has failed to successfully demonstrate the effect of moral reasoning on offending, she certainly has succeeded in opening the area for more research. This book may be of use to professionals and service providers who are currently using or considering the use of moral reasoning in offender rehabilitation or those interested in conducting research in the area.     "[T]he impact of all the tier programs on the recidivism of program participants for the latest groups of offenders tracked" is examined (p. i). Evaluated programs include the: In-Prison Therapeutic Community (IPTC); Substance Abuse Felony Punishment (SAFP); Pre-Release Substance Abuse Program (PRSAP); Pre-Release Therapeutic Community (PRTC); Sex Offender Treatment Program (SOTP); and the InnerChange Freedom Initiative (IFI). This report is divided into three parts: overview of the tier rehabilitation programs; results; and policy and program recommendations. Recidivism rates for IPTC, SAFP, PRTC, PRSAP, and SOTP, respectively, are 21%, 31%, 21%, 22%, and 23% for fiscal years 1997 and 1998.

ADMINISTRATION The provisions of this regulation are based on requirements of federal and state law. Administrators should exercise caution in all matters relating to this regulation, ensuring that procedures are carefully followed and that substantial evidence from reliable sources supports a decision to counsel or test a student or an employee for drug use. The System Office of General Counsel (OGC) must be informed by the appropriate administrator of possible violations of this regulation and advice of an OGC attorney must be secured before testing anyone due to reasonable suspicion of drug or alcohol use or abuse. Advice of the OGC is not needed for required testing as described in Section 6, and the general counsel may waive the requirement to seek OGC’s advice for reasonable suspicion testing when a System component shows documented evidence of training for administrators and supervisors in alcohol and drug awareness. 2. TDCJ Mission and Philosophy: In keeping with its mission of providing public safety, promoting positive changes in offender behavior, and assisting offenders in their transition to the community, the Texas Department of Criminal Justice recognizes the importance of maintaining familial ties, particularly that of offenders and their children. To that end, the TDCJ is committed to providing opportunities for visitation as well as incorporating programs which, in respect to maintaining public safety, include children of offenders or impact the children of offenders. Without intervention, children of incarcerated parents are six to eight times more likely to become involved in a criminal lifestyle. According to a recent National Institute of Corrections (NIC) solicitation, "Parental arrest and confinement lead to stress, trauma, stigmatization and separation problems for their children. These problems are coupled with existing problems that include poverty, violence, parental substance abuse, high crime environments, intrafamily abuse, abuse and neglect, multiple caregivers and/or prior separations. As a result, these children often exhibit a broad variety of behavioral, emotional, health, and educational problems that are compounded by the pain of separation."

Correctional Service has two jobs - incarceration and rehabilitation At any one time, approximately 14,000 offenders are incarcerated in federal penitentiaries. Most will eventually be released to the community, either on parole or statutory release, prior to serving their full sentence or at the end of their sentence. Because virtually all offenders will ultimately be released, the impact of Correctional Service on offenders extends beyond incarceration ( see Exhibit 10.1 Part of the Service's mandate is to rehabilitate the offenders in its care. To meet this objective, the Service:
