Looting in New Orleans
photo from flickr.com The lawlessness in the storm and flood plagued city of New Orleans this week made us wonder a bit about the sociology of looting. We looked through our WJIN database and didn't find anything of particular interest. A web search turned up a large number of newspaper articles, and one research study surrounding the predictors of neighborhood looting using the 1977 New York City blackout as a backdrop.

by Scott Poynting, School of Humanities, University of Sydney, Australia. This article traces the course of a series of moral panics over the banding together, group identification and collective action of certain groups of young people - mainly young men - in and around some mass sporting events in New South Wales, Australia, in 2001-4. It could be a story of ‘football hooliganism’, except that the sport is not football (or ‘soccer’, as it is known in Australia), but rugby league. That such ‘collective behaviour’ had been relatively unknown in this sporting milieu in Australia provided the opportunity for the racialized ‘othering’ of those labelled as deviant, in the context of the construction of the ‘Arab Other’ (and later the Muslim Other) as the pre-eminent folk demon of contemporary Australia.

Alternatives to the Secure Detention and Confinement of Juvenile Offenders This OJJDP Bulletin recommends developing objective, valid, and reliable tools to make placement decisions among alternative programs and expanding the existing range of alternatives for juvenile offenders. According to this Juvenile Justice Practice Series Bulletin, secure detention and confinement should be an option of last resort only for serious, violent, and chronic offenders and for those who repeatedly fail to appear for scheduled court dates and are almost never appropriate for status offenders and certain other small groups of offenders. It is the large group of offenders who fall in the middle in terms of the seriousness of their crimes that prove challenging to the juvenile justice system. (NCJ 208804)

The Office of the District Attorney is the largest law firm based in Orange County. The Office represents the People of the State of California in some civil and in all criminal proceedings, and serves the court and criminal justice system, children in need of financial support, and the Orange County Grand Jury. The mission of the Office of the District Attorney Of Orange County is to enhance public safety and welfare and create a sense of security in the community through the vigorous enforcement of criminal and civil laws in a just, honest, efficient and ethical manner. The attorneys of the Office work with investigative law enforcement personnel and legal clerical support to prosecute approximately 15,000 adults for felony crimes and 55,000 for misdemeanor offenses. Another 10,000 juvenile petitions for wardship are processed by juvenile and gang prosecutors. Office personnel are located in six Justice Centers (Central, Harbor, North, South, West and Juvenile) throughout the County. The Office also employs Administrative Services staff who address the financial services, facilities management, human resources and information systems support needs of the Office.
