This unit is a local assistance agency or one to whom all law enforcement may come for help in difficult criminal investigations. Investigations are normally conducted at the request of any duly authorized law enforcement agency in the state. However, this unit may also conduct investigations at the direction of the Commissioner of Public Safety, the Attorney General or the Governor. Responsibilities include the following: Investigations conducted into crimes against persons (murder, rape, robbery, etc. ) and crimes against property (burglary, theft, fraud and embezzlement). Investigations into vice related crimes of gambling and liquor. Conducting investigations into violations covered by the Sex Offender Registry as well as conducting risk assessments on registrants. Investigations into missing person cases and unidentified persons/bodies. The unit cooperates with the Governor's Office in conducting background investigations into those who would seek a pardon, clemency or other relief from the Governor for any crime for which they were convicted. Specially trained personnel conduct polygraph examinations, intelligence investigations and provide expertise in criminal profiling.

Bureau of Criminal Investigation
Bureau of Criminal Investigation Division (BCI) has full law enforcement and arrest authority throughout the state. The division assists local, state, and federal law enforcement agencies in the investigation of crimes within North Dakota; maintains the state's criminal history records system; issues concealed weapons permits; maintains offender registration information; and coordinates training and licensing for North Dakota law enforcement officers. Staff of the BCI frequently conduct presentations for civic groups, professional associations, students, and parents related to the signs and dangers of drug abuse. In addition, each year the division receives a grant that is used to provide officer training and materials necessary to implement CounterAct, a drug and alcohol education program aimed at elementary-age children. The public is encouraged to call the following toll-free number to report and suspicious activity to the BCI.
