Sheriff's Office Back to Homepage FBI PROFILE FBI Profile of Serial Killer THE BEHAVIORAL ANALYSIS UNIT “THE PROFILERS” The Behavioral Analysis Unit is a component of the Federal Bureau of Investigation’s National Center for the Analysis of Violent Crime which is located at the FBI Academy in Quantico, Virginia. This specialized unit, featured in the 1993 Oscar winning movie “The Silence of the Lambs,” is frequently referred to as the “Profiling Unit”, and those who work there are referred to as “Profilers”. Criminal profiling is a process now known as “criminal investigative analysis”. Profilers, or Criminal Investigative Analysts are highly trained and experienced FBI Agents/law enforcement officers who study every behavioral and forensic aspect and detail of an unsolved violent crime scene in which a certain amount of psychopathology has been left at the scene. Psychopathology is an offender’s behavioral and psychological indicators that are left at a violent crime scene as a result of his physical, sexual, and in some cases verbal interaction with his victims. A profile, or criminal investigative analysis, is an investigative tool, and its value is measured in terms of how much assistance it provides to the investigator.

Executive Summary
On May 13, 2005, Uzbek government forces killed hundreds of unarmed people who participated in a massive public protest in the eastern Uzbek city of Andijan. The scale of this killing was so extensive, and its nature was so indiscriminate and disproportionate, that it can best be described as a massacre. The businessmen were freed by a group of armed people who, earlier in the day, raided a military barracks and police station, seized weapons, led a prison break to free the businessmen, took over the local government building, and took law enforcement and government officials hostage. The attackers who took over government buildings, took people hostage, and used people as human shields, committed serious crimes, punishable under the Uzbek criminal code. The Basic Principles provide the following: The legitimate objective should be achieved with minimal damage and injury, and preservation of human life respected. After troops sealed off the area surrounding the square, they continued to fire from various directions as the protesters attempted to flee. One group of fleeing protesters was literally mowed down by government gunfire. The presence of gunmen in the crowd, and even the possibility that they may have fired at or returned fire from government forces, cannot possibly justify this wanton slaughter.

Throughout history, evidence has been used to convict criminals of the crimes that they have committed. Today’s society has improved upon the methods of the past to bring about more precise and accurate techniques. These techniques are more commonly known as the field of forensic science. Richard Saferstein writes a more specific definition than what was previously given in his book Criminalistics: An Introduction to Forensic Science , which says that forensic science is the “application of science to those criminal and civil laws that are enforced by the police agencies in a criminal justice system (Saferstein 1).” The origin of this type of science cannot be accurately pinpointed. According to H. J. Walls' article “Whither Forensic Science?” it started as a hobby of a few scientists who liked to become mixed up in the proceedings of the police and “enjoyed the kind of problems this association brought them (Walls 32).” We do not know how forensic science originated and came together or how it came to be connected to the police investigations and court rulings. According to Cowan in his article “Decision Theory in Law, Science, and Technology” “The aim of science, traditionally put, is to search out the ways in which truth may become known. Law aims at the just resolution of human conflict. Truth and justice, we might venture to say, having different aims, use different methods to achieve them. Unfortunately, this convenient account of law and science is itself neither true nor just. For law must know what the truth is within the context of the legal situation: and science finds itself ever engaged in resolving the conflicting claims of theorists putting forward their own competing brands of truth (Cowan 5).”

Over time, the model can be built up to a great degree of detail. Helsinki, Finland, Aug. 12 (UPI) The prime minister of Finland has apologized for his father's racist remarks during a newspaper interview, the Helsingin Sanomat reported Thursday. Separately, Finland's National Bureau of Investigation is considering whether to start a criminal investigation into comments made by former political science professor emeritus Tatu Vanhanen, father of Prime Minister Matti Vanhanen. In his interview to a publication of Helsingin Sanomat, the professor who taught at the University of Tampere, said evolution made Europeans and North Americans more intelligent than Africans. He also said African poverty is not the fault of the white man. Prime Minister Matti Vanhanen said the case was "more a sad matter than a burden" for him. He said the controversy would not have arisen if someone else had made the comments. In his interview, Tatu Vanhanen also said he favors economic solidarity toward poor countries and hoped immigrants in Finland would inter-marry and assimilate into the population at large. Police were investigating whether the comments constitute public incitement against a national group, a crime under Finnish law.

Introduction to Criminal Profiling This English overview for the general public was published in the Basel University law student's journal in January 2000. For a more scientific introduction in German (auf Deutsch) see my most recent publication , also dealing with legal implications of criminal profiling, or visit the scientific articles page for further references. Introduction We have all seen the Hollywood version of profiling in Jonathan Demme's "The Silence of the Lambs", written by Tom Harris. This movie was actually done with the professional assistance of John E. Douglas and Robert K. Ressler, two of the - now retired - leading experts on criminal personality profiling and pioneers of modern criminal investigative analysis. However, this work of fiction is not truly realistic in its portrayal of the serial murderers and their hunters; for instance, Harris combines attributes of several different sorts of offenders - personality dynamics that would be highly unlikely to coexist in one person in real life. This article therefore aims to de-mystify the work and role of real-world profilers. The purpose of a behavioral profile Criminal profiling is used mostly by behavioral scientists and the police to narrow down an investigation to those suspects who possess certain behavioral and personality features that are revealed by the way a crime was committed ("behavior reflects personality"; Douglas, J.E., Olshaker, M.). Therefore, the primary goal is to aid local police in limiting and refining their suspect list so they can direct their resources where they might do the most good. Profiling in itself, however, does not identify a specific suspect, i.e. reveal a certain individual, give an address or a phone number. Instead, profilers sketch a general biographical description of the most likely type of unknown suspect.

October 27, 2003 The Department of Justice has launched a website, http://www.lifeandliberty.gov , to defend the PATRIOT Act. As more and more people are raising concerns about the broad powers granted to the Justice Department - powers it does not need and is not using to fight terrorism - the Department is spending time and money on a public relations campaign, including a website and a tour of the country by the Attorney General to talk to law enforcement officers. But just as Attorney General Ashcroft has done in his speeches around the country, the website fails to engage on the substantive criticisms of the PATRIOT Act, instead touting provisions that no one objected to at the time the legislation was enacted and that no one has been objecting to since. Where the website does address controversial aspects of the law, it provides misleading, incomplete and, in some cases, incorrect information. Following is CDT's analysis of the claims made on that website.
