Why Is IRS Involved in Narcotics Investigations? One look at the daily newspaper is proof enough that crimes dealing with or motivated by money make up the majority of current criminal activity in the nation. Tax evasion, public corruption, health care fraud, and even drug trafficking are all examples of the types of crimes that revolve around money. In these cases, a financial investigation often becomes the key to a conviction. Traditional law enforcement relies on investigative tools such as crime scene analysis, physical evidence, fingerprint identification or eyewitness accounts. The limitations of these techniques become obvious to those who are trying to prove wrongdoing in a sophisticated financial crime. With no proof, there is no conviction. When the Internal Revenue Service astounded Public Enemy Number 1, Alphonse Capone by obtaining a conviction for tax evasion and demanding millions of dollars in back taxes, Capone said, "They can't collect legal taxes from illegal money." But it's really pretty simple: No matter what the source of income all income is taxable.

Why Is IRS Involved in Financial Investigations? Criminal Investigation (CI) Special Agents IRS Criminal Investigation (CI) is comprised of approximately 2,800 Special Agents whose investigative jurisdiction includes tax, money laundering and Bank Secrecy Act laws. While other federal agencies also have investigative jurisdiction for money laundering and some bank secrecy act violations, IRS is the only federal agency that can investigate potential criminal violations of the Internal Revenue Code. Compliance with the tax laws in the United States relies heavily on self-assessments of what tax is owed. This is called voluntary compliance. When individuals and corporations make deliberate decisions to not comply with the law, they face the possibility of a civil audit or criminal investigation which could result in prosecution and possible jail time. Criminal Investigation Division The Newport Police Department's Criminal Investigation Division consists of one captain, who is the division commander, one lieutenant, two sergeants, thirteen investigators, and one senior clerk. The Criminal Investigation Division, which is also known as the Detective Division, consists of six sections. These sections are General Assignment, Juvenile, Prosecution, Administrative Investigations, Vice and Narcotics, and the Bureau of Criminal Identification. Overall, the Criminal Investigation Division is responsible for performing the following primary functions:
- Conducting thorough follow-up investigations of reported crimes and acts of delinquency committed in the City of Newport.
- Preparing criminal cases for prosecution in Family Court, District Court, and Superior Court.
- Presenting city ordinance violations in Municipal Court.
- Preparing cases to be presented before the city's Juvenile Hearing Board.

The Financial Investigative Unit (FIU) supplies auditors and agents to assist in the tracking and seizure of illegally gained assets. The unit also analyzes financial records pertaining to criminal activity, and monitors cash transaction reports. FIU provides forensic auditor support to GBI offices conducting financial investigations. The Crime Analysis Unit (CAU) provides investigative support to all Georgia law enforcement agencies and is comprised of two sections: the Crime Scene Specialist section and the Criminal Investigative Analysis (Profiling) section. Crime Scene Specialist Section - Each of the GBI's regional offices is staffed with a Crime Scene Specialist. This special agent is equipped with the latest state-of-the-art crime scene processing gear and trained to use this equipment to identify, collect, forensically examine, and preserve physical evidence at crime scenes. Additionally, crime scene processing services are provided to five (5) metropolitan Atlanta counties- DeKalb, Fulton, Cobb, Clayton, and Gwinnett Counties- by GBI and FBI S/A Crime Scene Specialists assigned to the section's Metro Crime Scene Unit. The deputy director for investigations supervises the division with a command staff of three inspectors.
The Investigative Division consists of three branches: regional offices, various specialized work units and drug enforcement offices, including multi-jurisdictional task forces. In FY'00, the Investigative Division had 369 positions and a total budget of $25,058,296.

Section Commander This section consists of deputies whose primary responsibility is the follow up investigation of crimes reported to the Patrol Section. This section consists of various units dealing with homicide, robbery/assault, burglary, theft, documents, and investigations. Specialists in truth verification and evidence processing are also assigned to this section.
