Send email to AFDA Welcome to the web site for the Association of Federal Defense Attorneys (AFDA), an Internet-based association for criminal defense attorneys, law professors, paralegals, investigators, and all other professionals associated with the field of federal criminal defense litigation. AFDA has been approved as an MCLE provider by the State of California since 1997. AFDA was formed in 1994 by Los Angeles defense attorney Gregory Nicolaysen and is the only association devoted exclusively to the federal criminal defense bar. The opening of the web site in early 1995 signaled the first site for any criminal defense organization. The principal purposes of AFDA are (1) to provide online education and online resources / updates for defense attorneys at very little cost; (2) facilitate networking and communication within the defense bar through AFDA's state-of-the-art chat room and online seminar technology; (3) present hotel conferences on key topics for federal defense attorneys. I would like to thank the MACP membership and Board of Directors for their confidence in electing me as President. I hope to serve with honor, pride and great respect that this superb association deserves. Jeff Werner served the association well. For all his years on the Board of Directors, MCOLES, SACOP, and other ways in which he served us, Jeff earned our praise and thanks for his leadership. In the year ahead, we must pay careful attention and remain engaged in dialogue with other stakeholders on five priority issues. It will be important that we remain focused on state revenue-sharing with local governments, Department of Corrections plans to reduce prison populations, the continued reduction of Michigan police officer positions since September, 2001, the concept to regionalize homeland security funding and Attorney General Cox's proposal for preliminary examination reform. We recognize Michigan' s economy is struggling and that the Legislature and Governor continue trying to find ways to jumpstart the economic engine. Over the past four years, we have seen the loss of more than 1100 police officer positions throughout all levels of Michigan governments.

Human Rights Developments The government of President Husni Mubarak intensified its efforts to exercise control over civil society institutions, harassing and restricting the activities of political parties, human rights and other nongovernmental organizations (NGOs), professional associations and the press. Infringements of freedom of expression, association and assembly, particularly in the run up to the People's Assembly elections scheduled for October and November 2000, raised doubt about the government's stated commitment to fair and free elections. State security forces continued to commit grave human rights violations with impunity, including the detention without charge or trial of political detainees and torture, and political opponents continued to be sentenced after unfair trials. In May, the state of emergency was extended for a further three years. In force almost continuously since 1967, the emergency laws gave the authorities extensive powers to arrest suspects at will and detain them without trial for prolonged periods, and to refer civilian defendants to military courts or to exceptional state security courts whose procedures fall far short of international standards for fair trial. Elections for the People's Assembly, initially scheduled to start in mid-November, were brought forward to October 18, 2000 and spread out over three rounds to allow judicial supervision of both principal and auxiliary polling stations. The change came as a result of the Supreme Constitutional Court ruling on July 8 that legislation governing parliamentary elections was unconstitutional due to the absence of full judicial supervision. October 1996 CJA Update: Funding The Fine Print
Washington, D.C., October 1996 Before leaving town to politick at home, Congress pulled several all-nighters and passed a $600 billion monster appropriations bill (six overdue bills in one) which the president signed in time to keep the government from crashing on October 1st. As for a $5 raise for the CJA panel attorneys whose approved rate increases have been postponed since 1988, "funding for this purpose has not been provided." Thus sayeth the Conference Report, which is not a binding law, see In re North, 50 F.3d 42, 46 (D.C. Cir. 1995), but is considered literal gospel by the Judicial Conference entrusted with actually spending the money. more

Mr. Volkmer has been recognized by the National Rifle Association as an "Outstanding Legislator." He was a member of Congress from 1976-1996 representing the 9th District of Missouri.
