Section Assembly Max Rows: Go to AAA Home American Anthropological Association Statement on Ethnography and Institutional Review Boards Adopted by AAA Executive Board June 4, 2004 Background to the AAA Statement on Ethnography and Institutional Review Boards Universities and research organizations in the US are required to follow a set of regulations known as "the Common Rule" (technically, "Federal Policy for the Protection of Human Subjects," DHHS' 45 CFR 46 or the equivalent regulations for other federal agencies) when they receive federal support. The Common Rule specifies how Institutional Review Boards (IRBs) are to function. This statement aims to interpret for policymakers, IRBs and ethnographers the Common Rule in its application to ethnographic research. The American Anthropological Association (AAA) advocates that all ethnographic researchers should cultivate a strong foundation for the ethical conduct of research with human populations. This means that the risks of harm must be considered in relation to the potential benefits of ethnographic research. This process should actively involve the researcher and the IRB, the researcher and participants, and finally the IRB, the researcher and stakeholders.

Those with the best chance of surviving were the ones who had shotguns, rifles and pistols stashed away in closets and drawers.
Homeowner John Carolan ran off a mob of young men armed with knives and machetes and intent on stealing his generator by firing a few rounds from a .357 Magnum over their heads. "They scattered," he told reporters.
After looters poured into a nursing home and carted off the food, water and medicine, administrator Peggy Hoffman told the Associated Press, "we'll have to equip our department heads with guns and teach them how to shoot."

Historical Overview The Statistical Analysis Center (SAC) for the State of Georgia was founded under the Federal Statistical Analysis Center Grant program in January 1990 administered by the U.S. Bureau of Justice Statistics. Since that time, the SAC has become a vital machine in the assimilation and analyzation of criminal justice research and data. The SAC has focused primarily on criminal justice related analysis and will continue to do so. The recipient of the SAC grant has been the Governor's Criminal Justice Coordinating Council (Council). The Georgia SAC has been a member of the Justice Research and Statistics Association (JRSA) since 1972 which is an organization made up of SACs from across the country. The Council's Role The Council strives to develop strategies and initiatives to better understand and administer programs relating to the criminal justice system in Georgia. Locating the SAC within the Council has facilitated a coordinated planning process. Due to the wide variety of programs it administers and the diversity of the criminal justice professionals who are Council members, the Council has a broad perspective of the needs of the criminal justice system. It also provides a forum for communication with the criminal justice practitioners of the state. The Council also utilizes SAC research capabilities to promote a better understanding of the criminal justice system and the law enforcement community to the public at large.

Many children in our nation's schools are robbed of their opportunity to learn because they are bullied and victimized daily. Georgia Crime Information Center
The Georgia Crime Information Center (GCIC) was established in 1973 as an operating division within the GBI to serve as the chief provider of criminal justice information services in Georgia. Since then, the principal mission of GCIC has been to assist all officials and agencies of the criminal justice system in the fulfillment of their varied responsibilities on a statewide basis by providing round-the-clock access to needed information. GCIC is mandated by Georgia law and by binding agreements with several federal agencies to monitor and enforce compliance by Georgia criminal justice agencies with certain state and federal statutes, the Rules of the GCIC Council (i.e., the Georgia Board of Public Safety) and with relevant federal regulations. The Georgia Criminal Justice Information System (CJIS) Network, operated by GCIC teleprocessing specialists, provides direct terminal access to computerized databases maintained by Georgia agencies, by agencies in other states and by the FBI Criminal Justice Services Division. Georgia's CJIS network has more than member agencies operating over terminals able to communicate instantly with tens of thousands of terminals operated by other federal, state and local criminal justice agencies throughout the United States. The CJIS network handles more than 13 million messages per month in support of Georgia's criminal justice agencies.

The Criminal Justice / Mental Health Consensus Project is an unprecedented bipartisan effort to improve the criminal justice system's response to people with mental illnesses. The Council of State Governments partnered with the Police Executive Research Forum, the Pretrial Services Resource Center, the Association of State Correctional Administrators, and the National Association of State Mental Health Program Directors to coordinate this project. Each of the partner organizations coordinates an Advisory Board: law enforcement, courts, corrections, and mental health. The consensus reached by each of these advisory groups will be conveyed in a comprehensive report describing policy statements, nearly 100 recommendations for implementation and numerous examples of innovative efforts.
