The Court of Appeal for British Columbia is the highest court in the province. It hears appeals from the Supreme Court of British Columbia, some boards and tribunals and some criminal matters from the Provincial Court.
There are 20 Court of Appeal judges; 15 are regular sitting judges and the remaining five judges sit at least half-time as supernumerary judges. The Chief Justice of British Columbia heads the Court.
The Court of Appeal sits regularly in Vancouver and from time to time in Victoria, Kamloops and Kelowna. However, Vancouver is the central registry for the Court of Appeal.

The Special Nature of an Extreme Expression of Prejudice Hate crimesviolent acts against people, property, or organizations because of the group to which they belong or identify withare a tragic part of American history. However, it wasn't until early in this decade that the federal government began to collect data on how many and what kind of hate crimes are being committed, and by whom. Thus, the statistical history on hate crimes is meager. Psychological studies are also fairly new. Nevertheless, scientific research is beginning to yield some good perspectives on the general nature of crimes committed because of real or perceived differences in race, religion, ethnicity or national origin, sexual orientation, disability, or gender. According to the FBI, about 30% of hate crimes in 1996, the most recent year for which figures are available, were crimes against property. They involved robbing, vandalizing, destroying, stealing, or setting fire to vehicles, homes, stores, or places of worship.

Since 1969, the San Mateo County Bar Association has, by contract with the San Mateo County Board of Supervisors, provided attorneys to represent indigent criminal defendants, juveniles, and persons on the mental calendars. Nowhere else in the state has a local bar association taken on such a task. Public Defender or Private Defender?
Prior to 1963, defendants in criminal actions hired counsel if they could afford to do so, or went without an attorney if they could not. The United States Supreme Court decided Gideon v. Wainwright in 1963, ruling that indigents accused of crimes were entitled to appointed counsel at public expense. Responding to the holding of Gideon, our criminal court judges randomly choose an attorney to represent an accused indigent who requested counsel (generally from one of those attorneys present in the courtroom). By the mid 1960's, judges consulted a list of volunteers and appointed an attorney from the list. This ad hoc method of appointing counsel for indigent criminal defendants proved to be unworkable in several respects, not the least of which, from the County's perspective, was the absence of adequate cost controls. Frustration with the problems of the direct appointment system led the Board of Supervisors of San Mateo County to seriously consider the establishment of a Public Defender Office in the course of preparing its 1967-68 budget.
