Tuesday, July 15, 1997 Violent crimes committed by adults are declining, primarily because state and local governments are increasing punishment for these offenses. By contrast, the number of violent crimes committed by teenagers has doubled over the last decade, and the FBI predicts another doubling in the next 10 years. [See the figure Congress is now pushing legislation meant to stem the increase in juvenile crime. But part of the reason for the explosion is that Congress imposed federal mandates on state and local governments to limit their ability to deal effectively with juvenile crime. Under current law, law enforcement authorities are hindered from using the most efficient techniques for detaining and confining juvenile criminals. As a result, these youths are often put back on the streets, sending the wrong message and posing a threat to people's lives and property. If state and local governments have succeeded in reducing adult crime, why not juvenile crime too?

Nowhere is the trend so obvious as in schools, says the Justice Department. Experts perceive a direct correlation between teen misbehavior and the lack of a father in offenders' homes.
  • Juvenile arrests for serious violent crimes rose 67 percent from 1986 to 1995.
  • Arrests jumped 63 percent for robbery, 78 percent for aggravated assault and 90 percent for murder.
  • More than half of all crimes against teenagers happen on or near school property.
  • Almost one-fourth of all violent crimes against teens occur at school.
Sixth to 12th grade public school students are twice as likely to be worried about robbery, bullying or physical attack as those who attend private schools, according to data from the National Center for Education Statistics. With the out-of-wedlock birth rate five times higher today than it was 30 years ago, the absence of a father figure in teens' lives is clearly a factor in juvenile crime.
  • Violent children are 11 times more likely not to live with their fathers and six times more likely to have parents who aren't married, according to a 1994 study in the American Journal of Public Health.

Study finds reported rate is 10 times that in adult lockups
WASHINGTON - Sexual assaults and other illicit incidents of sexual contact are reported at juvenile prisons at 10 times the rate than at adult lockups, a government study finds. The research found 10 reported incidents for every 2,000 youths at state-run juvenile facilities. At state-run adult prisons, it was one reported incident for every 2,000 inmates, according to the study by the Justice Department's Bureau of Justice Statistics released Sunday. The numbers are based on substantiated reports to corrections officials in 2004. Better reporting is one factor contributing to the higher rate at the juvenile corrections centers, said study co-author Allen J. Beck. State laws require staff to report sex allegations involving minors, he said. Beck, the bureau's chief of corrections statistics, said the study did not make a distinction between consensual and nonconsensual sexual contact. For people under age 18, any sexual contact is considered illegal, he said. The study defined sexual contact between corrections officials and inmates at adult facilities, including consensual but illegal acts, as "sexual violence." By that standard, the study found that most of the reports of sexual violence in adult facilities involved guards and other corrections officials having sexual contact with inmates.

    Crime statistics
    Statistics on crimes are compiled according to detailed rules on crime statistics based on the Regulation on Crime Statistics. In principle, the National Police Agency compiles the statistics from the crime survey original schedules prepared by the prefectural police or a part of the crime survey schedules that are restricted in terms of the period or region of the survey or selected by sampling.
    Method of counting the number of cases:
    In principle, the survey counts the number of criminal acts committed by suspected persons. However, several criminal acts that belong to the same category of crime shall be counted as one case when they indicate sameness in their criminal intents and results and when they can be recognized as a single social phenomenon from the viewpoint of public order.
    Prosecution
    Statistics on prosecution
    The statistics on prosecution are compiled by the Ministry of Justice. The purpose is to clarify the acceptance and processing of criminal cases handled by public prosecutors offices and shed light on the backgrounds of suspected persons, and to use the statistics as basic materials for formulating administrative measures in prosecution and criminal policies. The statistics include a monthly report on prosecution statistics at the end of each month, an annual report on prosecution statistics at the end of each year, a survey of suspected persons and a survey of suspected persons in pending cases. Statistics are compiled based on the reports from the Supreme Public Prosecutors Office, the High Public Prosecutors Offices, District Public Prosecutors Offices and Local Public Prosecutors Offices.

    Star-Bulletin Juvenile-crime arrests in Hawaii have declined significantly in the past two years, mirroring national trends that show a 36 percent drop in the arrest rate for violent juvenile crime during a six-year period. In terms of violent crimes murder, rape, robbery and aggravated assault Hawaii's juvenile arrest rate is 40 percent below the national average, according to the FBI's report. The state also shows a rate 23 percent lower than the national average involving drug abuse. However, when it comes to juvenile property crime, Hawaii's rate is 13 percent higher than the national average, according to Paul Perrone, chief of research and statistics of the state Crime and Prevention and Justice Assistance Division. "Hawaii has the highest rate of property crime in the nation, even though locally the numbers continue to decline," Perrone said. This is in part because of the large number of thefts, often committed against tourists, and more people reporting the incidents, he said. The overall number of youth arrests dropped by 30 percent from 1993 to 1998, hitting an all-time low last year, Perrone said
