Of these 322 cases, 167 cases were resolved through formal juvenile court proceedings and disposition, and 155 cases were resolved by informal adjustment through the Morgan County Probation Department. Fewer than half of serious violent crimes by juveniles are reported to law enforcement. This number has not changed significantly in 20 years. The rate at which juveniles committed serious violent crimes changed little between 1973 and 1989, peaked in 1993, and by 1997 declined to the lowest level since 1986. On average, juveniles were involved in one-quarter of all serious violent victimizations (not including murder) committed annually over the last 25 years. In 1999, law enforcement officers arrested an estimated 2.5 million juveniles. Approximately 104,000 of these arrests were for violent crimes. The most common offense was larceny-theft. Juveniles accounted for 16% percent of all violent crime arrests and 32% of all property crime arrests in 1999. They accounted for 54% of all arson arrests, 42% of vandalism arrests, 31% of larceny-theft arrests, and 33% of burglary arrests. Juvenile arrest rates for violent crimes are down: the percentage of all juveniles arrested for violent crimes fell to an 11 year low in 1999, to 339 for every 100,000 individuals ages 12-17. This represents a 36% drop from the peak year 1994.

Young offenders will receive sentences in the adult criminal system which are harsher and more proportional to their crimes. The threat of this harsher punishment will result in lowered juvenile crime rates. Although there has not been extensive research into the deterrent effects of the stricter laws, the evidence that does exist indicates that deterrent effects are minimal or nonexistent, and that, in fact, trying juveniles in criminal court may actually result in higher rates of reoffending. To date, there's no extensive research comparing the lengths of prison sentences received by juveniles convicted in criminal court with those who remained in the juvenile system. What research exists indicates that juveniles convicted in criminal court, particularly serious and violent offenders, are more likely to be incarcerated and receive longer sentences than juveniles retained in the juvenile system. Despite this, however, they often actually serve only a fraction of the sentences imposed, in many cases less time than they would have served in a juvenile facility. A 1996 Texas study found that juveniles sentenced in adult court did receive longer terms than they would have received in juvenile court. However, for all offenses except rape, the average prison time actually served was only about 27 percent of the sentence imposed, in some cases shorter than the possible sentence length in a juvenile facility.

For the week of August 26 thru September 1, 1998 County commissioners hear new juvenile crime stats A state juvenile corrections facility may need to be built in south-central Idaho, the Blaine County Commissioners were told Monday. State Department of Juvenile Corrections liaison Mike Kistler, based in Twin Falls and a tie between his department and south-central Idaho counties, reported that 474 juveniles were in full-time treatment programs located both in and out of the state. He said the department has used facilities in Texas, Washington, Utah and Oregon. Kistler said the out-of-state facilities are costly and sometimes less beneficial to patients because of the difficulty in involving family members. A south-central Idaho facility for treatment of juveniles might be the answer, Kistler said. He said the idea is still in it’s "infancy stage" but could be a recommendation of a national consulting firm, Chinn Planning Inc., which is analyzing the area’s needs. "The whole goal is to get all the kids back in Idaho," Kistler said.
