In São Paulo, you have only to turn on the TV in the afternoon to get the feeling that we are going through a civil war. Stories of cops versus bad guys, shootings, muggings, robberies, drug dealing, rebellions, horrid crimes and lots of blood don’t take long to redden the screen. The comparisons of that state of things with nations that are fighting real wars, like neighboring Colombia, where guerrillas and paramilitary groups have been struggling to win power since the 1960’s, are not unusual. There is no doubt that the violence and death rates are still extremely high in these two countries; however, both in Brazil and in Colombia, some good news is beginning to be heard on the matter, thanks to policies of disarmament and smart and coordinated strategies that integrate police, government and society. Trouble is that the victories in this war seldom make the headlines. Not that the people of São Paulo live in a safe paradise. After all, the current yearly rate of 36.9 homicides in each group of 100,000 inhabitants is almost four times greater than what would be admissible in any country of the first world. However, the disclosure of the results of important studies performed by Unesco and the Seade Foundation, which produces statistical data for the state of São Paulo, showing the consistent decrease in the number of murders in the state over the last five years, was hardly noticed. Blood and extreme poverty are much more interesting subjects! As a matter of fact, according to the studies there was a 29 percent decrease in the homicide rate from 1999 to 2004.

Murder is down 40% so far this year. There were 85 homicides in the first 2 months, compared with 141 in the same period last year. The borough of Manhattan has logged 11 murders, a 60% cut. Chart NYC's latest crime statistics Murder is widely regarded as the most important and objective crime statistic. But overall, major crime in New York, including robbery and assault, is down a healthy 8% so far this year. "Something terrific is going on," says Andrew Karmen, a criminologist at John Jay College of Criminal Justice. "If only we knew what was causing it." 'Homicide' - Long-term national recorded crime trend
  • There were a total of 853 homicide offences recorded in 2003/04 (but see below). Homicide includes the offences of murder, manslaughter and infanticide. The figures for 2000/01 include 58 Chinese nationals who collectively suffocated in a lorry en route to the UK. Increases in homicides in recent years, and in particular 2002/03, have also been influenced by the victims of Harold Shipman, whose deaths will have occurred some years prior to the period in which they were recorded.

This assertion is the most prominent element in Freakonomics: A Rogue Economist Explores the Hidden Side of Everything , the entertaining new book Levitt co-wrote with journalist Stephen J. Dubner.

    Understanding Crime Statistics
    Every month, law enforcement agencies throughout the State of Connecticut submit Uniform Crime Report (UCR) data. This information indicates the number of offenses brought to an agency's attention through sources such as victim, police or witness reports. UCR arrest data is collected for all crimes except traffic violations. The age, sex and race of arrestees are reported for all crime categories. Back to Top of Page Verification Procedure
    UCR Reports are set up with numerous internal crosschecks to achieve reporting accuracy of the data. It is standard procedure to examine each incoming report for arithmetical accuracy. Reports are then subjected to logical tests of reasonableness, which are of key importance to confirming validity. Logical errors resulting from misinterpretations of what is to be measured can then be corrected. UCR personnel correct minor errors without contacting contributors, but necessary arithmetical adjustments or unusual variations are brought to the attention of the submitting agency.

    Dayton Crime Rate Declines Over Recent Years
    Despite isolated cases of high-profile criminal acts that may receive much attention by the media, overall crime statistics illustrate the Dayton Police Department’s success in reducing crime throughout the city. This includes the six major crime categories of: homicide, rape, robbery, assault, burglary and motor vehicle theft. For the six-year time period of 1999-2004, Dayton’s overall crime dropped by more than 8 percent. The 1999-2004 breakdown, as well as the 2003-2004 breakdown for the six key crime categories are outlined below:
