    The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, part of the Higher Education Act, is a federal law that requires colleges and universities to disclose certain timely and annual information about campus crime and security policies. Schools have to publish annual reports.     Sunday :: January 23, 2005 How to Reduce Crime in L.A. Excellent op-ed by Joe Domanick, senior fellow in criminal justice at USC Annenberg's Institute for Justice and Journalism today in the LA Times Stop LA' s Crime Engine . His premise: L.A.' s communities. The gist of the argument: The heart of the crime problem in the state is its prison and parole systems....93% of everyone who enters prison in California will be released, and that the vast majority of them will return to places like South L.A. where social services to assist parolees reentering society barely exist. As a result, ex-cons are unprepared to do anything other than commit another crime and go back to prison. A 1997 Department of Corrections survey of parolees found that 85% were chronic drug or alcohol abusers, 70% to 90% were unemployed, 18% mentally ill and 10% homeless. ...Parole policies and laws that effectively stigmatize former inmates compound the problem. Until recently, the operating philosophy of the state's parole system was to return parolees to prison no matter how minor their violations. Typically, they return to their communities with little or no money. Employers routinely shun them. Laws deny them driver's licenses, access to public housing and other services. The effect on communities is devastating. Dominack praises LA police chief Bill Bratton for realizing that America cannot "arrest its way out of its crime problem." But, he says its not enough and he lays out the guantlet for Bratton:

A cautionary note: These are reported crimes, and most, but not all, jurisdictions are included. The "victimization" survey from the U.S. Bureau of Justice Statistics includes estimates of the many crimes not reported to authorities. Also of note in the report are the statistics on marijuana arrests. From a press release today by NORML: Marijuana Arrests For Year 2001 Second Highest Ever Despite Feds' War On
    Terror, FBI Report Reveals Washington, DC: Police arrested an estimated 723,627 persons for marijuana violations in 2001, according to the Federal Bureau of Investigation's annual Uniform Crime Report, released today. The total is the second highest ever recorded by the FBI, and comprises nearly half of all drug arrests in the United States. "These numbers belie the myth that police do not target and arrest minor marijuana offenders," said Keith Stroup, Executive Director of the National Organization for the Reform of Marijuana Laws (NORML). "In fact, the war on drugs is largely a war on pot smokers. This effort is a tremendous waste of criminal justice resources that should be dedicated toward combating serious and violent crime, including the war on terrorism."

    Understanding Crime Statistics
    Every month, law enforcement agencies throughout the State of Connecticut submit Uniform Crime Report (UCR) data. This information indicates the number of offenses brought to an agency's attention through sources such as victim, police or witness reports. UCR arrest data is collected for all crimes except traffic violations. The age, sex and race of arrestees are reported for all crime categories. Back to Top of Page Verification Procedure
    UCR Reports are set up with numerous internal crosschecks to achieve reporting accuracy of the data. It is standard procedure to examine each incoming report for arithmetical accuracy. Reports are then subjected to logical tests of reasonableness, which are of key importance to confirming validity. Logical errors resulting from misinterpretations of what is to be measured can then be corrected. UCR personnel correct minor errors without contacting contributors, but necessary arithmetical adjustments or unusual variations are brought to the attention of the submitting agency.

Forum Texas State University Crime Statistics Click here for 2005 printable Campus Watch publication (PDF format) Crime Prevention Since 1995, the University Police Department has focused attention on crime prevention through increased emphasis on Community Oriented Policing. This is most evident through the award of two Community Oriented Policing (COPS) grants, which provided seven new police positions. Four of those positions were devoted to the creation of a special crime prevention team and three to the creation of a bicycle patrol team. As a result, crimes against persons and against property have shown a steady decline. Arrest Data While the data reflects an increase in drug and alcohol arrests/citations, this does not represent an increase in the frequency of these incidents at Texas State University. Through the increase in officers and our crime prevention efforts, more individuals are detected and cited for these violations. Since drug and alcohol violations contribute measurably to crimes against persons and against property, arrests and citations for these violations have contributed to the decline in those crimes. Incident Classification In 1998, the University Police Department identified a problem with the classification of incidents that resulted from software and data input problems. A comprehensive audit was conducted of all crimes and incidents reported to University Police since 1994, which identified minor variations in the total number of incidents from previous publications; these errors are corrected in the current report.
