    Uniform Crime Reports County Data
    This collection consists of four county-level data files. The first three provide arrests for Part I offenses (murder, rape, robbery, assault, burglary, larceny, auto theft, and arson) and for Part II offenses (forgery, fraud, embezzlement, vandalism, weapons violations, sex offenses, drug and alcohol abuse violations, gambling, vagrancy, curfew violations, and runaways). The fourth file provides reported offenses (as opposed to arrests) for Part I crimes only. Two county population variables are included : one for total county population and the other for counties reporting six months or more of data. Data collected by the United States Department of Justice - Federal Bureau of Investigation. The data used in this presentation were obtained via anonymous ftp from the National Archive of Criminal Justice Data Other crime data is available in spreadsheet and interactive format from the Bureau of Justice Statistics , including state-level data.

    The annual report for 2004 is the first annual report to be done in the revised format, so this marks the end of the line for the original format. A brief description of these changes made in the report is recommended, especially if comparisons are to be made to data shown in previous reports. Number of Arrests Climbs by 8% The number of arrests made by Worcester Police increased from 6,482 in 2003 to 7,014 in 2004, a gain of 8 percent.For the most part, the increase was fairly uniform across age groups and genders. Among categories of charges filed on the arrests, there were notable increases in motor vehicle violations and arrests on outstanding warrants, while the number of arrests for assault and battery declined by about 7 percent.     the Only Game in Town

    Joseph D. McNamara is a research fellow at the Hoover Institution. T he American public likes to believe that police officers are above partisan politics, but is this really the case? During my more than thirty years as a cop, I produced and sometimes created crime statistics. I started my police career almost half a century ago walking a solo beat in Harlem. My first arrest as a flatfoot was for first-degree murder by virtue of the fact that I bumbled into arresting the perpetrator while the victim lay dying on the sidewalk. During my next ten years in Harlem, I found that cops who were not so lucky but who reported robberies, rapes, burglaries, or other serious felonies with no arrest were unlikely to remain on the force. No official order was ever given to underreport or not report crimes that weren't cleared, but an officer following the rulebook would soon find out from his sergeant that he had an attitude. So are the 30 and 40 percent crime reductions for which Bill Clinton and Rudy Giuliani claim credit phony or real? Some analysts credit full employment, additional police, mandatory sentences, maturation of the crack market, and better policing. Neither human nature nor politics, however, has changed through the years. Next time a candidate or "expert" tells us we need to spend more money to reduce crime, remember the old vaudeville joke: First man: "I saw you playing in that crap game last night. Didn't you know it was crooked?" Second man: "Sure, but it was the only game in town." In most towns, local politics is the only game in town when it comes to precisely counting crime.
