by Sandy Wilber We are constantly reminded that the United States has a problem with juvenile violence. Nightly we hear of shootings in communities and even in our schools. People are concerned and rightly so. Thus far it seems, however, that the concern has focused disproportionately on punishment and very little on prevention or intervention. The United States is now the world leader in its rate of incarceration. Yet polls tell us that Americans feel no safer now than 10 years ago. We are increasingly focused on treating juveniles as adults, despite concern that current incarceration has not stemmed the tide of adult violence, and recidivism continues largely unchecked. Perhaps it's time to look at what we do know. First, these are children, not miniature adults. Second, they have basic needs we all share: food, shelter, clothing, safety, and caring. Third, they are individuals who commit violence for an array of reasons. There is no single cause of violence but we certainly know factors, which increase the chance of its occurrence. The Office of Juvenile Justice and Delinquency Prevention lists specific risk factors in the development of delinquent behavior. These include child abuse and family disintegration, economic and social deprivation, low neighborhood attachment, parental attitudes condoning law violating behavior, academic failure, truancy, school drop-out, lack of bonding with society, fighting with peers and antisocial behaviors early on in life.

Chapter 5 SCHOOL-BASED CRIME PREVENTION by Denise C. Gottfredson Schools have great potential as a locus for crime prevention. They provide regular access to students throughout the developmental years, and perhaps the only consistent access to large numbers of the most crime-prone young children in the early school years; they are staffed with individuals paid to help youth develop as healthy, happy, productive citizens; and the community usually supports schools' efforts to socialize youth. Many of the precursors of delinquent behavior are school-related and therefore likely to be amenable to change through school-based intervention. National priorities for children focus on schools as a locus for the prevention of diverse social problems including crime. The Department of Health and Human Services' Healthy People 2000 goals include increasing high school graduation rates and reducing physical fighting, weapon-carrying, substance use, and pregnancy among adolescents. National Education Goal 6 states that every school will be free of drugs, violence, and the unauthorized presence of firearms and alcohol, and will offer a disciplined environment conducive to learning by the year 2000. The 1986 Drug-Free Schools and Communities Act legislation provided substantial funds to states to develop and operate school-based drug prevention programs. In 1994 this legislation was modified to authorize expenditures on school-based violence prevention programs as well. This substantial national interest in schools as a prevention tool is not matched by federal expenditures in this area. Table 5-1 shows that federal expenditures on school-based substance abuse and crime prevention efforts are modest

Register on-line for MVOC Technical Assistance Session
. The Maryland Victims of Crime Technical Assistance session takes place October 14, 2007. Attendance is mandatory. On-line Reporting Technical Assistance Training is now available. Registration is required. Project directors, fiscal officers, or those individuals responsible for grant reporting are strongly encouraged to attend. The Information Technology staff, along with fiscal and GOCCP program monitors will provide relevant information to assist in the preparation of monthly and quarterly reports.
This training will be held at the High Intensity Drug Trafficking Area (HIDTA) facility located in Greenbelt, MD. The GOCCP registration system will automatically provide customized driving directions to HIDTA upon completion of registration.

  • Business Action Program on Crime Prevention (BAPCP) - The Business Action Program on Crime Prevention invites the private sector to become an active partner, leader, and resource in crime prevention. BAPCP supports the involvement of businesses and professional associations in corporate/community partnership projects to prevent crime. Community Mobilization Program (CMP) - The Community Mobilization Program Crime Prevention Investment Fund (CPIF) - The principle objective of the Crime Prevention Investment Fund is to identify "what works, what doesn't, and why" in crime prevention. The CPIF supports selected Canada-wide demonstration projects and encourages the sharing of information about crime prevention initiatives across Canada. The CPIF also supports research and evaluation into the costs, benefits, and overall effectiveness of innovative efforts to prevent crime.
