Crime Prevention See BJA Funding in Focus: Functional Family Therapy Program Citizen Corps: Volunteers in Police Service In his 2002 State of the Union Address, President George W. Bush announced the creation of the USA Freedom Corps, an effort to foster a culture of service, citizenship, and responsibility. The Citizen Corps programs are part of the USA Freedom Corps initiative and share the common goal of helping communities prevent, prepare for, and respond to crime, natural disasters, and other emergencies. One of the Citizen Corps programs is Volunteers in Police Service (VIPS), which is managed and implemented by the International Association of Chiefs of Police (IACP) in partnership with the White House Office of the USA Freedom Corps and BJA, on behalf of the Assistant Attorney General, OJP. In FY 2002, the VIPS Program and its accompanying web site were officially launched. IACP furthered the utility of the web site by creating an online, searchable database of VIPS programs. As of July 2003, the VIPS Program included approximately 600 registered programs, representing more than 27,000 volunteers in 50 states and the District of Columbia. An online resource guide and e-mail notifications also were implemented to promote sharing and mentoring opportunities. National Neighborhood Watch Program NSA has been committed to the safety and security of America’s communities for many years. In February 2002, NSA received nearly $2 million from BJA to expand and enhance its National Neighborhood Watch Program. Makes a Difference! Close this window. What is Neighborhood Watch? Neighborhood Watch is a group of neighbors looking out for neighbors. It is getting to know each other and becoming familiar with your neighbors' habits and vehicles so that you will know when something is suspicious or out of the ordinary. In addition to recognizing potential suspicious activities, Neighborhood Watch participants report such activity by calling 911. After calling 911, also notify your Neighborhood Watch Chairperson or neighborhood voice mail. All of this doesn't make you a nosy neighbor - it makes you a good neighbor in the old-fashioned sense of the word. Many people don't want to bother the police because they are afraid that it may not be a real emergency or that they may be embarrassed if their suspicions turn out to be unfounded. The police would much rather be called out to investigate than to be called after a crime has been committed. When in doubt, always call 911. The 911 dispatch center is staffed with trained operators who will evaluate your call, rank its priority, and dispatch it to the appropriate officer.

Boy Scouts' Crime Prevention Program Soars
In October 1996, the Boy Scouts of America (BSA) with support from the National Crime Prevention Council launched a Crime Prevention Program and Merit Badge . The new program serves as the cornerstone of a comprehensive initiative emphasizing parent-child communication in teaching self-protection skills; collaboration with national, state, and local nforcement organizations; and grassroots activities such as parent nights organized by local packs, troops, and posts. To earn the crime prevention badge, young people in Scouting programs Cub Scouts, Boy Scouts, Explorers, and Learning for Life learn about crime prevention and then plan and execute a crime prevention project in their home and community, often guided by a law enforcement officer.
BSA reports that in less than one year, approximately half the local councils held crime prevention kick-off events that resulted in 292,950 youths participating in community and family crime prevention projects. The BSA projects that 1997 will be the year that nearly every council in the United States will kick off a crime prevention program. Roughly 83 percent of the councils received no special funding for their crime prevention initiatives; those groups that did have extra funding typically received it from foundations and law enforcement agencies.

In 1981, the St. Petersburg Police Department began the Neighborhood Crime Watch program. The Neighborhood Watch Program was developed to bring together Law Enforcement and private citizens in a cooperative effort working together for the betterment of all our citizens. Much of the work is done by the local citizens and the P.D. Officers who are involved with the program. This is simply a program of neighbors watching out for themselves, as well as for each other. It is designed to enlist the active participation of citizens in cooperation with the police to reduce crime and improve the quality of life in their neighborhoods.
What is the Neighborhood Watch Pistol Team?
The Second Amendment Police Department is not about telling intelligent human beings that they are expected to cower in fear and shame in their homes and businesses! The 2AM P.D. recognizes the importance for each and every citizen to incorporate common sense safety into their everyday lives. Traditionally, police agencies have led the way in providing speakers, demonstrations, and materials for the purpose of educating the public in the ways of avoiding criminal attacks and intrusions. Unfortunately, in this "politically correct" world, the topic of firearms in the home is avoided or treated in a manner insulting to anyone familiar with firearms. "Citizen Safety Techniques" make as much sense for the average citizen as the training all police officers receive, starting in the basic academy, known as "Officer Safety Techniques". To date, most agencies use fear tactics or the "stick-your-head-in-the-sand" technique. Firearms as a subject is the modern day "killer-weed"!

What is Neighborhood Watch?
Concerned residents are the best asset any police department has in fighting crime. The Neighborhood Watch program was developed to train and educate residents in ways to be involved, stay informed and work together with their neighbors to address mutual concerns and find solutions. A watch program is neighbors helping neighbors. Who can participate? Everyone! This is a free program offered for young, old, renter and home owner.
How do I set up a meeting?
  • Decide what will be your "Block Watch" area. This averages about 30 homes, but every neighborhood is evaluated on an individual basis. Pick a meeting date. The Neighborhood Watch meetings are scheduled Monday through Thursday evenings and usually start at 7:00 p.m.
