Through the years citizens have delegated more and more of their individual responsibility for self protection to law enforcement specialists. As a result, fewer citizens now recognize their responsibility to take an active role in crime prevention and the apprehension of criminals. Police officers make more arrests each year, but criminal activities continue to rise. Here in Tempe as well as nationwide, homeowners are being victimized every day at an ever-increasing rate. No one is immune. The time has come when citizens can no longer leave their responsibility for the reduction of crime to others. Burglary is a crime of opportunity, committed by criminals who capitalize on carelessness or neglect. Most home burglaries are not committed by professionals who have planned to commit a burglary. Most are committed by amateurs, who find an open or unlocked door or window, or drug abusers that take advantage of a home's week defenses. To combat the increase in crime in today's society, the police need the eyes and ears of citizens like you. To help the police protect your property from criminals you must get involved. To help you help yourself, your community, and the Tempe Police Department the Neighborhood Watch Program was established.

HSUS In 1972, amid concerns about the growing U.S. crime rate, Americans latched on to a novel way to deal with the 8.2 million burglaries, arsons, assaults and other reported crimes that year (up from 6.9 million cases just five years earlier): Across the nation, friends and neighbors formed Neighborhood Crime Watches in conjunction with their local authorities. More than 30 years later, the results speak for themselves. In a January 1998 article in Sheriff magazine, published by the National Sheriffs' Association, the association's director of crime prevention noted: "From its inception, the growth and impact of Neighborhood Watch has exceeded all expectations. It is now one of the most widely-known crime prevention programs in history, reaching thousands of people in urban, suburban, and rural areas...The program's popularity among the law enforcement community and the public at large remains at a high level, attesting to the effectiveness of this crime prevention initiative. In the very next paragraph, the article then mentioned that the "longevity of Neighborhood Watch is attributed to the fact that the program is flexible to suit the needs of each community, and can be adapted to any environment (e.g., Marina Watch, Campus Watch, Ranch Watch, Church Watch)."

Neighborhood Watch is a crime prevention program, which enlists the active participation of citizens in cooperation with law enforcement to reduce crime in their communities. The Neighborhood Watch program works by neighbors getting to know each other and working together in a program of mutual assistance. Citizens learn how to recognize and report suspicious activities in their neighborhoods. Neighborhood Watch implements crime prevention techniques, such as home security, Operation ID, and others. Neighborhood Watch sends a message to potential intruders that homes in your neighborhood are not easily accessible to burglars and that your neighborhood is organized and actively involved in preventing crime in the area. Neighborhood Watch does not ask that anyone take any personal risk to prevent crime and leave the responsibility for apprehending criminals with your local law enforcement agency.

What is Neighborhood Watch?
Police Departments across the country are learning that community participation in anti-crime programs is essential. One of the most effective ways to promote citizen interaction with police is the sharing of information. Citizen groups determine specific needs or problems and then share this information with local police. The police then act on this information and report back to the group on their progress. This program also works when the police go to public groups and organizations and make them aware of specific criminal activities or the needs of the police department. The Neighborhood Watch concept is designed to target specific geographical areas and to assist citizens in these areas to;

The Neighborhood Watch Program has recently under gone a massive overhaul and has approximately 102 neighborhoods involved and it's growing every week. There is a News Letter (The Crime Stopper) that is published by the Crime Prevention Section which is mailed out every other month and contains interesting articles on crime prevention, areas of concern or recent events in the world of crime prevention. There are general informational meetings held monthly around the City which are designed to allow citizens to come out, meet Administrative Staff members and Police Officers of the Henderson Police Department and learn how they can form Neighborhood Watch Groups in their neighborhoods. Return Home Neighborhood Watch Organizer's Guide People Working Together Can Make a Difference! Crime and fear of crime threaten a community's well-being -people become afraid to use streets and parks, suspicion erupts between young and old, businesses gradually leave. Crime in turn feeds on the isolation it creates. Today's lifestyles -many homes where both parents work, more single-parent families, and greater job mobility -can contribute to community isolation and weaken civic ties. You and your neighbors can prevent or break this vicious cycle, and in the process, build your community into a safer, friendlier and more caring place to live. Statistics tell the story. Police and sheriffs' departments in cities, small towns, and suburbs throughout the country report substantial decreases in crime and fear because of local crime prevention efforts. Start with a Neighborhood Watch or block club to address immediate crime problems, focus on home security, and build neighborhood cohesion. Then move into other areas such as educating residents about child protection, drug abuse prevention, victim services, and domestic violence prevention and intervention. Explore circumstances in the community that might contribute to crime-such as the physical design of buildings, traffic patterns, drug trafficking, few jobs or recreational opportunities for teenagers, lack of affordable housing-and look for long range solutions.

Return Home Neighborhood Watch: Make it a Permanent Force for Community Betterment Neighborhood Watch - this most widespread crime prevention effort in the United States has a long track record of success. It is so well respected that major criminologists do not generally undertake studies of whether it works-just how it works. Individual communities and neighborhoods have demonstrated time and again that this simple concept -neighbors who reduce their own crime risks by marking property through Operation Identification and implementing home security survey recommendations from local law enforcement, coupled with training in how to be observant, how to help each other, and how to work with law enforcement-has enrolled more than 30 million people in its various forms. Watches have been set up to bring together residents of marinas, campgrounds, apartment buildings, city blocks, rural counties, suburban developments, and dozens of towns, and other kinds of settings. Results: here is a sampling of the effectiveness studies. Most were performed in the 1980s, but their validity remains widely accepted by professionals and community residents alike.

Home Community Community crime prevention addresses real problems while it revives civic energy and community spirit. It is most effective when it mobilizes the skills and resources of committed residents and organizations. Neighborhood Watch joins communities and law enforcement in a coordinated effort to suppress crime and exchange information. An effective Watch Group is organized by concerned citizens who involve their neighbors in an effort to improve their personal and property safety. Neighborhood Watch works because most criminals do not like to work in areas where they may be detected. A criminal's chance of being detected increases when neighbors are alert and watchful for suspicious activity. The Neighborhood Watch Program can improve neighborhood safety in the following ways:
  • Crime prevention personnel offer free home security inspections to all residents. Watch Group members are encouraged to mark their property with their California Drivers License Number. This practice will improve the chance of recovery if your property should be stolen. Crime Prevention Personnel are available to speak to your Watch Groups on a variety of topics, including personal safety, fraud, auto theft, etc.

    Revitalizing Neighborhood Watch
    The San Diego Police Department is revitalizing Neighborhood Watch in all of its communities. Our mission is to build upon the original concepts of Neighborhood Watch, utilizing all available resources to create a proactive community-police partnership for crime prevention and problem solving in each community. Why is this important? Since there cannot be a police officer on every corner, citizen involvement is essential to combat crime. You and your neighbors are experts who really know what is going on in your community and by cooperating with each other and the police, you can help fight crime the most effective way before it begins.

    Neighborhood Crime Watch Neighborhood Watch has been a part of crime prevention since prevention programs first began nearly 25 years ago. Today this program has increased importance for our city. As Champlin grows rapidly, our population is getting spread out over a greater area. More and more people, new to the area move in every month. The police are getting busier and crime potential is rising with the increasing development. Neighborhood Watch is a cooperative effort between the police and citizens to help prevent crimes from occurring. It focuses at the neighborhood level. Rather than try to prevent crime over the entire city all at once, we can concentrate our efforts in a smaller, much more manageable area, your neighborhood. By generating watch groups, we can effectively cover the entire city, making it a safer place for everyone. What Neighborhood Watch requires from each citizen is very minimal. Primarily all we ask is that each person become more aware of their own neighborhood and call the police immediately with any suspicious activity they see. The neighborhood becomes the eyes and ears for the police department.

    What is Neighborhood Watch? The City of West Sacramento's Neighborhood Watch program is the most effective means available for keeping crime out of our neighborhoods. It relies on the best crime fighting tool ever invented - a good neighbor. Fortunately, good neighbors are found everywhere. We believe that when neighbors work together with law enforcement, one of the best crime fighting teams is created. We provide citizens with guidelines on how to work with law enforcement to start and sustain an effective Neighborhood Watch program. We also provide information on special activities and how to report crimes. Neighborhood Watch is the basis for an ongoing dialogue and cooperative relationship with neighbors, law enforcement and other city and county agencies. Interested members of the community regularly contact the Crime Prevention Unit of the police department for assistance in starting a program in their neighborhood. Upon contact, the Crime Prevention Officer will explain that neighborhood watch involves:
    • Neighbors getting to know each other, and working together in a program of mutual assistance.
