During the past year both Pennsylvania and West Virginia extended the jurisdictional age limits of the Court from sixteen to eighteen years. In California the jurisdiction of the Juvenile Court was extended to children afflicted with venereal diseases and in need of medical or custodial care. In Florida, the Dade County (Miami) Juvenile and Domestic Relations Court was given jurisdiction over adults accused of violations of any statute for the protection of children, in addition to jurisdiction over dependents and delinquent children under seventeen. In Utah the Juvenile Court law was amended so as to give the Juvenile Court jurisdiction over "any act tending to cause a child to become or remain a delinquent."

Recent estimates of youth gang presence indicate that there are about 25,000 active gangs and 732,000 active gang members across the nation (Egley and Arjunan, 2002). While gang-related problems decreased substantially in the late 1990s and early 2000s, this area of juvenile justice has experienced renewed interest as gang activity and membership appears to be changing again.
The presence and activities of youth gangs are a concern among juvenile justice professionals and researchers alike. Programs to prevent and reduce gang membership focus on fostering youths’ attachment to positive peers and encouraging attendance at school and in wholesome extracurricular activities. Programs are typically in the form of training or instruction and may focus on a variety of areas such as building conflict resolution skills, behavioral modification, and/or educating youths about the negative aspects of involvement in gangs. Some programs consist of strengthening law enforcement focus on gang activity through the creation of a gang unit specifically tasked with gang suppression activities.
The Office of Juvenile Justice and Delinquency Prevention supports the National Youth Gang Center, which serves as a resource for practitioners and researchers working with youth gangs.

    Documentation Following the dissolution of the International Penal and Penitentiary Commission (IPPC) by the General Assembly in 1950, the UN continued the former body's practice of holding international conferences on crime control matters. The UN Congresses on the Prevention of Crime and the Treatment of Offenders took place as follows: 1955: First United Nations Congress, held in Geneva, adopts the Standard Minimum Rules for the Treatment of Prisoners. 1960: Second United Nations Congress, held in London, focuses on the prevention of juvenile delinquency, prison labour, parole and after-care, and criminality resulting from social change and economic development. 1965: Third United Nations Congress, held in Stockholm, focuses on technical assistance in the field of crime prevention and criminal justice and criminological research for the prevention of crime and for vocational training, and recommended the employment of United Nations regional advisers.

    I. FUNDAMENTAL PRINCIPLES 1. The prevention of juvenile delinquency is an essential part of crime prevention in society. By engaging in lawful, socially useful activities and adopting a humanistic orientation towards society and outlook on life, young persons can develop non-criminogenic attitudes. 2. The successful prevention of juvenile delinquency requires efforts on the part of the entire society to ensure the harmonious development of adolescents, with respect for and promotion of their personality from early childhood. 3. For the purposes of the interpretation of the present Guidelines, a child-centred orientation should be pursued. Young persons should have an active role and partnership within society and should not be considered as mere objects of socialization or control. 4. In the implementation of the present Guidelines, in accordance with national legal systems, the well-being of young persons from their early childhood should be the focus of any preventive programme. 5. The need for and importance of progressive delinquency prevention policies and the systematic study and the elaboration of measures should be recognized. These should avoid criminalizing and penalizing a child for behaviour that does not cause serious damage to the development of the child or harm to others. Such policies and measures should involve:

    Published in The Courier Mail There is a large, and growing, body of research about juvenile crime, which is gradually revealing a picture of who young criminals are and what is behind their behaviour. The available statistics, although incomplete, give reason to believe that juvenile crime is a growing national problem. One thing is clear from the statistics: boys make up the overwhelming majority of offenders. The typical juvenile offender is male, has committed property crime, comes from a broken family and has minimal contact with his father. He is poorly supervised, has a learning problem, is disruptive at school, and uses drugs. These scenarios are not exhaustive, but they are the most commonly observed risk factors for juvenile crime. These risk factors can presumably apply to girls and boys equally, but the fact that 90% of juvenile offenders are male is rarely questioned. What is it about boys that makes them more likely than girls to become involved in crime and delinquency? Each risk factor in isolation exerts some influence on juvenile crime participation. Each additional risk factor experienced by a child or young person amplifies the chance of delinquency. Boys are much more likely to be offenders than girls for the reason that boys are more vulnerable than girls to the cumulative effects of some of the major risk factors.

    To contribute to the debate on the European crime prevention policy launched at the Tampere European Council in October 1999, then at the High-Level Conference held in Praia da Falésia on 4 and 5 May 2000; to propose an overall crime prevention strategy covering so-called ordinary crime and organised crime.
    2) UNION MEASURE
    Communication from the Commission to the Council and the European Parliament. The prevention of crime in the European Union. Reflection on common guidelines and proposals for Community financial support.
    3) CONTENTS
    The Commission has approached crime prevention under specific headings: sexual exploitation of children, trafficking in human beings and fraud against the Community budget. Following the Treaty of Amsterdam and the Tampere European Council, the Commission proposes to put the experience acquired at European and international levels to work as part of an overall strategy to fight crime.
