Juvenile Crime Prevention Advisory Committee
The Criminal Justice Commission's largest program involves juvenile crime prevention. To prevent creation of additional victims of crime and to limit future increases in the use and expense of incarceration in Oregon, the 1999 Legislative Assembly approved new juvenile crime prevention grants aimed at preventing high-risk juveniles from committing or repeating crimes.

    Learn what is being done to help victims of Hurricane Katrina. The Office of Justice Programs' Drug Court Planning Initiative (DCPI) is accepting applications for fiscal year 2006. DCPI is a national training initiative designed to assist jurisdictions develop adult, juvenile, family, and tribal drug court programs. Alternatives to the Secure Detention and Confinement of Juvenile Offenders presents recommendations for developing tools to assist in the placement of juvenile offenders. Juvenile Victimization and Offending, 1993-2003 presents findings about violent crimes committed against or by juveniles, as noted in the National Crime Victimization Survey and the FBI's Supplemental Homicide Reports. DOJ announces $20 million in awards to enforce underage drinking laws and $6 million in grants to support children exposed to violence Juvenile Arrests 2003 summarizes and analyzes national and state data compiled by the FBI. In 2003, the juvenile violent crime arrest rate reached its lowest level since 1980.

    Alternatives to the Secure Detention and Confinement of Juvenile Offenders This OJJDP Bulletin recommends developing objective, valid, and reliable tools to make placement decisions among alternative programs and expanding the existing range of alternatives for juvenile offenders. According to this Juvenile Justice Practice Series Bulletin, secure detention and confinement should be an option of last resort only for serious, violent, and chronic offenders and for those who repeatedly fail to appear for scheduled court dates and are almost never appropriate for status offenders and certain other small groups of offenders. It is the large group of offenders who fall in the middle in terms of the seriousness of their crimes that prove challenging to the juvenile justice system. (NCJ 208804)
