Identity theft (or identity fraud ) is the deliberate assumption of another person's identity , usually to gain access to their finances or frame them for a crime . Less commonly, it is to enable illegal immigration terrorism espionage , or changing identity permanently. It may also be a means of blackmail , especially if medical privacy or political privacy has been breached, and if revealing the activities undertaken by the thief under the name of the victim would have serious consequences like loss of job or marriage. Assuming a false identity with the knowledge and approval of the person being impersonated, such as for cheating on an exam , is not considered to be identity theft. Techniques for obtaining identification information range from the crude, such as stealing mail or rummaging through rubbish ( dumpster diving in the USA ), stealing personal information in computer databases, to infiltration of organizations that store large amounts of personal information. The headline is startling: "Federal Authorities Crack The Largest Identity Theft Scam in U.S. History"! There may be over 30,000 victims and millions upon millions of dollars in consumer losses. As U.S. Attorney James Comey stated, "With a few keystrokes, these men essentially picked the pockets of tens of thousands of Americans and, in the process, took their identities, stole their money and swiped their security." Instead of focusing on what you can do AFTER you are a victim of identity theft, I will concentrate on helpful ideas that just may reduce your chances of being a victim in the first place. The U.S. Department of Justice, in its report "Identity Theft: The Crime of the New Millennium," outlines some shrewd ideas on how to possibly prevent the fastest-growing crime in our county – identity theft. The report says while it is extremely difficult to prevent identity theft, the best approach is to be proactive and take steps to avoid being a victim. Here are a few of the suggestions:

Cases such as these, which resulted in the identity thieves being sent to prison, are precisely the types of cases for which the federal identity theft offense was designed. Section 1028(a)(7), which was enacted as part of the Identity Theft and Assumption Deterrence Act of 1998, prohibits anyone from knowingly transferring or using, without lawful authority, someone else’s "means of identification" with the intent to commit, aid, or abet any unlawful activity that constitutes a violation of federal law or that constitutes a felony under state or local law. [18 U.S.C. § 1028(a)(7)] Under this section, a "means of identification" includes a wide range of identifying information: a person’s name, date of birth, Social Security number, driver’s license number, passport number, bank account number, and credit-card data, to cite just some examples. Even biometric data – digitized data uniquely linked to physical characteristics such as fingerprints, voiceprints, and retinal images – can be a "means of identification" covered by the Act. The Department has actively fostered closer interagency cooperation on identity theft in three significant ways. First, federal prosecutors in a number of states are making use of multiagency task forces and working groups that can share resources to investigate identity theft and related white-collar crimes.

The Nature of the Problem
Identity theft has been referred to by some as the crime of the new millennium. It can be accomplished anonymously, easily, with a variety of means, and the impact upon the victim can be devastating. Identity theft is simply the theft of identity information such as a name, date of birth, Social Security number (SSN), or a credit card number. The mundane activities of a typical consumer during the course of a regular day may provide tremendous opportunities for an identity thief: purchasing gasoline, meals, clothes, or tickets to an athletic event; renting a car, a video, or home-improvement tools; purchasing gifts or trading stock on-line; receiving mail; or taking out the garbage or recycling. Any activity in which identity information is shared or made available to others creates an opportunity for identity theft. It is estimated that identity theft has become the fastest-growing financial crime in America and perhaps the fastest-growing crime of any kind in our society.

Ask the credit bureaus for copies of your credit reports. Review your reports carefully to make sure no fraudulent accounts have been opened in your name or unauthorized changes made to your existing accounts. In a few months, order new copies of your reports to verify your corrections and changes, and to make sure no fraudulent activity has occurred. Report the loss to your bank if your wallet or purse contained bank account information, including account numbers, ATM cards or checks. Cancel checking and savings accounts and open new ones. Stop payments on outstanding checks.
