Attorney General Spitzer’s Message for the Crime Prevention Month

October has been designated as "Crime Prevention Month." This commemoration endorses the concept that time, civic participation and other resources devoted to prevention yield results, reducing crime and improving the quality of life in our neighborhoods. In New York State, the crime rate continues to drop. We continue to hear encouraging stories of communities rebounding due in part to dedicated law enforcement professionals and volunteers working collaboratively and creatively for the common good. To encourage these grassroots efforts and partnerships, my office has been working with neighborhood watch and community groups, police and local officials and the National Crime Prevention Council on several projects. Additionally, for the past five years, I have hosted an annual Neighborhood Watch Conference in Albany for civic leaders, law enforcement personnel and allied professionals to learn about and share new strategies and resources to prevent crime. This year, we will be holding regional training sessions. As we enhance our communities, we know that knowledge and information is critical to keeping crime down. Toward that end, my office maintains an internet website and produces outreach materials and tools to assist citizens in organizing and maintaining crime prevention programs.

The Host Country Agreement between the United Nations and the Government of Thailand for the Eleventh United Nations Congress on Crime Prevention and Criminal Justice has been signed by Antonio Maria Costa, Director-General, United Nations Office at Vienna, and Executive Director, United Nations Office on Drugs and Crime ( UNODC ); and Adisak Panupong, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of Thailand to the United Nations ( Vienna ).
The Eleventh Congress will take place in Bangkok from 18 to 25 April 2005. The Crime Congresses are unique world events in that they provide a forum for discussion of priority concerns by policy makers, administrators, academicians and other professionals in the crime prevention and criminal justice field. Those intergovernmental forums have served as a stimulus for work in the field of criminal justice and the interest generated by them over the years has increased considerably. The First United Nations Congress on the Prevention of Crime and the Treatment of Offenders, held in 1955, was attended by 61 countries and territories, and over 500 participants, while the Tenth Congress, held in 2000, was attended by 137 governments and approximately 2,000 participants. A similar, if not higher, attendance is expected at the Eleventh Congress.

Crime Prevention in Alberta: An Overview
The goals of the Crime Prevention Grant Fund are to:
  • encourage people to get involved in crime prevention in their communities assist the community in promoting partnerships and initiatives effective in addressing local crime prevention needs.
Funding is available for community and personal safety initiatives that address:
  • theft vandalism crimes against the elderly the development of community partnerships to deal with local crime problems and enhance community safety.
Alberta Solicitor General works closely with the Department of Justice Canada to implement the National Crime Prevention Strategy, and to coordinate support for crime prevention initiatives across the provinces. Alberta Solicitor General also supports the work of a number of key organizations involved in crime prevention including, for example, the Alberta Community Crime Prevention Association and the Alberta School Resource Officers Association.

Crime Prevention - Our Shared Responsibility The good news this October, as we again commemorate Crime Prevention Month, is that violent crime and property crime are down – and at their lowest levels since the Office of Justice Programs’ (OJP) Bureau of Justice Statistics (BJS) began their National Crime Victimization Survey in 1973. BJS reports that there were 23 million violent and property crimes in 2002 compared with 44 million such victimizations in 1973. That’s good news and an indication that American lives and property are now safer all across our nation. Dedicated police, prosecutors, judges, and corrections officers have all played a part in creating this downward trend, and these statistics are a tribute to their work. While they do an outstanding job, their work often occurs after a crime is committed. Our justice system’s core focus must be to protect people from predators and to prevent victimization whenever we can. And that’s where we all can help. Crime doesn’t have to be a fact of life. We can prevent crime if each of us is willing to commit time and energy toward building a sense of community and taking some common sense precautions to protect ourselves and our families. OJP’s Web site provides links to volunteer opportunities through the Citizen Corps, the latest information on protecting children through the AMBER Alert program, and information on a wealth of OJP-supported programs that could use volunteers. There’s also a special section that relates to faith-based initiatives. It’s clear that whether we volunteer for Neighborhood Watch or mentor a troubled teenager, we’re working to prevent crime.

  • Make sure you have sturdy, metal or solid wood doors at all entries into your home and that sliding glass and similar doors are properly secured. Install and use well-made deadbolt locks (1.5 inch throw or greater) on all exterior doors. Make sure all exterior doors have wide-angle viewers that can be used by everyone in the house. Install two viewers at different heights if necessary. Trim shrubs and trees that might give criminals a place to hide or climb to second stories. Make sure entry door areas are well lighted so you can tell who’s there. Motion detector lights, floodlights, or similar lighting can help brighten up the property so crooks can’t hide. Make sure everyone – adults, teens, and younger children – knows house rules for answering the telephone and the door.
    Child Safety Listen to what children tell you about their lives — friends, school, worries, and fears. Make sure you know your child’s friends and the friends’ parents.

A tlantic Crime Prevention Resource Centre is operated by Community Legal Information Association of P.E.I. Inc. with support from the Justice Resource Service of the Department of Community Services and Attorney General, PEI and in cooperation with the Atlantic Coordinating Committee on Crime Prevention and community Safety.
T he Atlantic Coordinating Committee is a regional partnership of provincial community crime prevention organizations, provincial and federal government departments and other volunteer members.
A tlantic Crime Prevention Resource Centre is a legacy from the Moncton regional office of the Solicitor General Canada. It is a reference and resource centre which makes information on crime prevention, community safety and related issues available in an accessible and user-friendly manner. Crime prevention associations, advocacy groups and members of the public need the best possible information about what is going on and what can be done in crime prevention: Atlantic Crime Prevention Resource Centre can provide that.

The June 2001 killing of Hector Robles in Paterson, NJ by a mob of high school boys saturated front pages and evening news reports with its horrid brutality and inexplicable motivation. Hidden from most living rooms, however, were a number of other shocking crimes committed nationwide against homeless people this year. A 22-year-old woman was stabbed almost 15 times and thrown into the Charles River in Cambridge, MA. A man was drenched with gasoline and set on fire in New York City. An army veteran in Ventura, CA, was beaten to death while resting in his sleeping bag. The term "hate crime" generally conjures up images of cross burnings and lynchings, swastikas on Jewish synagogues, and horrific murders of gays and lesbians. In 1968, the U.S. Congress defined a hate crime as a crime in which the defendant intentionally selects a victim, or in the case of a property crime, the property that is the object of the crime, because of their race, color or national origin (Title 18 U.S.C Section 245). The first federal law to combat hate crimes, 18 USC Section 245, passed in 1968; it mandated that the government must prove both that the crime occurred because of a victim's membership in a designated group and because the victim was engaged in certain specified federally-protected activities such as serving on a jury, voting, or attending public school.

A forum on organised crime prevention exists at European Union level
National law enforcement authorities, business and professional groups, academic researchers, non governmental organisations and civil society as a whole take part in the forum on organised crime prevention which was created at European Union level in 2001, to discuss new approaches in preventing organised crime. The European Union has also created a financial programme called Hippokrates to fund EU-wide prevention projects. Crime in Europe has been growing since the 1960s, despite considerably increased budgets dedicated to crime repression. In fact new forms of criminality have appeared as a result of globalisation and the boom in new technologies. Child pornography on the Internet and worldwide money laundering are two examples of this trend. Article 29 of the Treaty on European Union refers to the prevention of crime, organised or otherwise, as one means of achieving the Union's objective of providing citizens with a high level of safety within an area of freedom, security and justice. Building on the success of preventive experiments in some Member States and on the acknowledgement that combating crime, and particularly organised crime, required innovative countermeasures, European leaders emphasised at the European Council in Tampere in October 1999 that crime prevention should also be a common priority both in internal and external policies.

Out and about
The chances of you or a member of your family becoming a victim of violent crime are low. Violent crimes by strangers in public places are still rare and account for a very small part of recorded crime. However, you can make yourself even less likely to be the victim of a violent crime – for example, robbery (mugging) or assault – by taking a few sensible precautions. Many are common sense, and may be things you already do. Making yourself safer doesn't mean changing your entire lifestyle, personality or wardrobe, and it doesn't mean never going out at all. And although there are different sections here for men and for women, this doesn't mean that personal safety is just for men or a women's issue. Men and women experience crime differently and it is important to remember this so that you can protect yourself as well as possible. You should find things of interest in both sections.
