This Department has charge of the ‘classical’ core of law-enforcement — detecting and investigating crime and fraud, exposing the perpetrators and bringing them to trial, and forensic science, with all its super-sophisticated techniques and technologies of evidence gathering. Other responsibilities are dealing with youth crime, giving assistance to the victims of crime, and conducting searches for missing persons. Contents of this Section BASIC CRIME TRENDS Over recent years the tide of crime has been rising, a trend that has manifested itself in a number of ways: Criminals have become more sophisticated: most areas of criminality — drugs, large-scale fraud, computer crime, financial crime, and the vehicle theft and recycling ‘industry’ — are not only being conducted by more sophisticated methods but are benefiting from the investment of huge resources in them. Collaboration is expanding between criminals from the Palestinian Authority and from Israel.

Setting up a Cyber Crime Investigation Cell
1. INTRODUCTION Cyber crime has made a significant impact on the criminal justice system prevalent throughout the world. Its effects are felt more as nations constantly endeavour to provide quicker and more efficient services to its citizens through the use of cyber space. Almost all offences in the present time involve the use of computers and other electronic media at some stage of the act being committed by the criminal. Criminals, realizing the effectiveness of computers and the Internet to successfully perpetrate conventional crimes, are resorting to using them as tools for committing such crimes. 2. NEED FOR A CYBER CRIME INVESTIGATION CELL A Cyber Crime Investigation Cell is now an essential requirement for any law enforcement agency to tackle not only cyber crimes but also investigate conventional crimes.
  • Conventional Crime A disturbing trend that is emerging nowadays is the increasing use of encryption, high-frequency encrypted voice/data links, steganography etc. by terrorists and members of organized crime cartels. Instances around the world are coming to light where computers and other electronic tools have been used as tools to facilitate the commission of conventional crimes.

    FORT WORTH
A review of three years' worth of DNA evidence processed by the Fort Worth Police Department's crime lab is under way after a proficiency test revealed that a senior forensic scientist did not follow proper procedures and protocol. The review will involve almost 100 cases handled by the crime lab. Prosecutors in the Tarrant County District Attorney's office said they were angry because city officials didn't address problems called to their attention three years ago. Prosecutors, who have come to rely on DNA evidence to help make cases, said they will conduct a criminal investigation into the workings of the DNA crime lab. Karla Carmichael , the forensic scientist whose proficiency test raised questions, was placed on paid leave Friday. She joined the crime lab in 1999. Deputy Police Chief Larry Curtis said DNA experts with the University of North Texas Health Science Center recently raised concerns about Carmichael's proficiency test that mirrored those of the DNA scientist who initially reviewed her test results. In a proficiency test, the DNA analyst is given a sample to evaluate; the analyst's procedures and results are then reviewed by another scientist in the lab. The questions about the reliability of DNA results are the latest setback for the crime lab, which is just beginning to address case backlogs, staff shortages and an inadequate facility.

In forensics there is often a difficulty conveying critical scientific terms to non-scientists such as investigators, attorneys, juries, and even court reporters. This glossary of words and their meanings covers important areas of forensic science, including chemistry and toxicology pertinent to forensics, ballistics, and DNA analysis. 950 words have been compiled thus far but the author has agreed to have the manuscript reviewed for gaps and will expand where necessary.

September 23, 2004 A few months ago, a crime scene investigator from the Los Angeles County Sheriff's Department was dusting for fingerprints at the scene of a residential burglary. The victim of the crime was not impressed, however. "That's not the way they do it on television," she told the investigator. CSI effect." The popularity of television shows like CSI: Crime Scene Investigation and Forensic Files, he says, has turned millions of viewers into real-life science sleuths. The phenomenon has reached into both classrooms and courtrooms. Universities have seen a dramatic increase in applications to forensic science programs. Prosecutors, meanwhile, are facing greater pressure from science-savvy juries to present sophisticated forensic evidence in court. "It's a double-edged sword," said Beattie, a bald man with steel-rimmed glasses who has been with the Sheriff's Department for 32 years. "We have a larger pool of qualified people to do the job. But it's also created unreasonable expectations that we can solve every crime the way they do on

He says the field is so competitive that it attracts the very brightest students, though many come with unreasonable expectations. "A lot of them have watched CSI and say, 'That's what I want to do, go to crime scenes and collect evidence, analyze it, and confront [the criminals] and testify in court,'" Siegel said. "But no one does all of those things in real life, so people have to be disabused of these expectations." Gadgetry While the cool technology in the CSI crime lab sometimes seems lifted out of Star Trek, real-world experts say the equipment used on the shows is firmly rooted in reality. "The gadgetry that you see on TV is very close to what we have in real life," said Dean Gialamas, the director of the forensics laboratory at the Orange County Sheriff-Coroner Department in Santa Ana, California. "The major difference is the application of some of that technology."

The Kansas City, Mo., Police Department Crime Laboratory often receives inquiries about employment opportunities in forensic fields. If you have such an interest, here is some introductory information about the field as well as some pointers to locations with further information.
    General Information
“Forensic science” is a broad term referring to nearly any application of scientific techniques to resolving a issue which might result in litigation (either criminal or civil). “Scientific techniques” refers to the scientific method of observation, formation of a hypothesis, testing of the hypothesis, and refinement of the hypothesis by processes that can be independently reproduced and verified. Several terms are used to refer to “forensic scientists”, “examiners”, or “forensic specialists”; in our laboratory, the normal term is “criminalist”. Some broad areas that are commonly recognized: Discipline Description Emphasis area(s) Chemistry chemical analysis of substances chemistry Trace Analysis chemical, physical, and microscopic characterization and comparison of materials
