Introduction, Mission and Goals
The New York State Police Forensic Science Laboratory System provides all criminal justice agencies in New York State with state-of-the-art forensic analytical and investigative capabilities and expert testimony on matters related to the investigation, resolution and prosecution of crimes. Services are provided by expert personnel at the State Police Headquarters Laboratory in the Forensic Investigation Center, in Albany, or at the system's three Regional Laboratories: Newburgh, Port Crane and Olean.
With one call to any one of these laboratories, law enforcement agencies, district attorneys and courts can access a full range of crime laboratory services, investigative assistance, forensic consultants, computerized data bases and technical investigation specialists who will assist them with criminal investigations and evidence evaluation. The New York State Police Laboratory System is accredited by the American Society of Crime Laboratory Directors - Lab Accreditation Board (ASCLD/LAB). The ASCLD/LAB inspects crime laboratories internationally, and its accreditation holds for a five-year period. To be so awarded, laboratories must demonstrate that their management, operations, personnel procedures, equipment, physical plant and health and safety procedures have met, and will continue to meet, the established standards set forth by ASCLD/LAB. Mission The New York State Police Forensic Laboratory System is dedicated to providing the entire State criminal justice community the most scientifically advanced and technologically proficient investigative capabilities available .

DNA Database Situation of DNA – Analysis in Germany
Dr. Hermann Schmitter, Bundeskriminalamt, Wiesbaden, Germany Institutions involved The predominant part of the work on the different fields of forensic examinations of evidential materials collected in crime cases in Germany is done by the Forensic Science Institutes that are connected with crime investigation agencies. In the area of forensic DNA analysis in addition to Forensic Science Institutes many University Institutes of Legal Medicine as well as several private laboratories provide respective services. While Forensic Science Institutes only can be active in crime cases Institutes of Legal Medicine also are performing analyses in civil cases like paternity testings. Private laboratories nearly exclusively are working on paternity cases but, since the DNA database was established they also offer analyses of the samples for database purposes. As pointed out above, far most of the analytical work performed in crime cases is done in the laboratories of the Forensic Science Institutes. That also applies to DNA analysis. Thus, the description of the situation in the Forensic Science Institutes can be assumed as representative for the situation of DNA analysis in crime cases all over Germany.

Thank you for this opportunity to address the 2004 International Training Conference. The High Technology Crime Investigation Association stands at an important crossroads in America-the place where technology intersects with law enforcement and the public sector intersects with the private industry. The discussions and new relationships forged at this conference are a valuable reminder that communication, cooperation and coordination are our most important weapons in the fight against cyber crime.
At the United States Department of Justice, we have made fighting cyber crime a top priority. Those of us in federal law enforcement look forward to using this opportunity to work with you to improve our investigative techniques, hone our prosecutorial tools, and strengthen the teamwork within the justice community.
I know that several prosecutors and investigators from the Department of Justice are members of the High Technology Crime Investigation Association, and I am pleased that they are contributing to the important work being done here.

October 2001 PUPILS TURN DETECTIVE IN CRIME INVESTIGATION DAY Over 40 local school children recently turned detective for the day at the Department of Chemical and Forensic Sciences. As part of a two week summer school organised by Priesthorpe High School, the pupils spent the day learning about the latest crime detection techniques. Left: Pupils examine fingerprints in the lab. Summer School Organiser from Priesthorpe, Ms Gibbens, said: "The focus of the Summer School was 'Observation and Investigation' and the aim was to offer an enjoyable but academically challenging experience to pupils. The programme challenges pupils to use different skills, develop team-work and gain confidence." Fifteen new pupils and fifteen returning Year 8 pupils, together with sixth form student mentors, spent the day exploring the science involved in the investigation of crime. At the same time, a team of Year 9 and 11 pupils documented and photographed the activities and responses of the younger pupils to include in a magazine about the Summer School experience. A full day's activities were carried out on the visit to the Department of Chemical and Forensic Sciences at Bradford University. During the morning session, which was based in the Forensic Examination laboratories, students were introduced to crime scene examination, finger and ear-prints, which involved making control marks of their own fingers and ears, followed by interpretation of the prints produced, visualisation using different powder techniques and lifting of latent prints from flat and curved surfaces, footwear marks, garment searching to find and identify glass fragments, fibre recovery and comparisons using microscopy.

The FORENSIC BIOLOGY SECTION , formally Serology/DNA, provides scientific analysis of biological evidence that has the potential to supply unbiased information to:
  • Substantiate case circumstances Corroborate or refute an alibi Identify a weapon used in a crime Determine the sequence of events Link or eliminate a suspect Establish a crime scene
The forensic serologist begins by evaluating the investigative information and available evidence to understand the nature of the case and the problem to be solved. Initially, items of physical evidence are examined for blood, semen or saliva. The isolated samples are identified and tested for human origin as required. Further analysis is guided by the investigating officer's request, case circumstances, sample size and condition, available technology and/or the conformance to case acceptance policy. Classification of biological evidence by conventional serology methods (ABO and polymorphic enzyme groupings) is no longer performed. DNA technology is used for individualization of biological evidence in forensic casework.

Crime Laboratory Division
The Lab Division is supervised by Assistant Director Jerry Richardson. AD Richardson joined the North Carolina State Bureau of Investigation in March of 1987 and was initially assigned to the Identification Section of the Division of Criminal Information. In January of 1989 he was promoted to the Latent Evidence Section of the Crime Laboratory and graduated from the 21st Session of the Special Agent Academy in December 1989. During his tenure in the Latent Evidence Section, he served as a Forensic Impressions Analyst, Assistant Supervisor, and Special Agent in Charge of the Section and was responsible for the forensic analysis of numerous criminal cases throughout the state of North Carolina.
In July 2002, he was promoted Deputy Assistant Director of Crime Laboratory Services and appointed to Assistant Director of Crime Laboratory Services in September of 2002. The NC State Bureau of Investigation Crime Laboratory Division maintains a full service laboratory in Raleigh, North Carolina and a limited service laboratory in Asheville, North Carolina for the purpose of examining all types of evidence related to criminal investigations. The Raleigh Laboratory comprises seven sections which are overseen by Deputy Assistant Director Bill Weis.

Accredited by the American Society of Crime Laboratory Directors-Lab Accreditation Board (ASCLD-LAB) The North Carolina State Bureau of Investigation maintains a full-service laboratory in Raleigh, North Carolina and a limited-service laboratory in Asheville, North Carolina for the purpose of examining all types of evidence related to criminal investigations. Specially trained personnel staff both laboratories providing laboratory services free of charge to any public law enforcement agency in North Carolina, including local, state, federal, military, and railroad police organizations. The laboratory provides the following: consultation on the value, use, collection, and preservation of evidence; analysis of evidence; and expert testimony in court proceedings. Additionally, assistance is available by request for collecting evidence and processing crime scenes. Both laboratories are normally open from 8:00 a.m. until 5:00 p.m., Monday through Friday. Services are available twenty-four hours a day for emergency situations. The Crime Laboratory is a participant in The Crime Laboratory Accreditation Program, established by the American Society of Crime Laboratory Directors (ASCLD). Accreditation is part of the Crime Laboratory's quality assurance program in maintaining standards in management, operations, personnel, procedures, equipment, physical plant, security and health/safety procedures. The SBI Crime Laboratory initially met the accreditation criteria in 1988 and is reaccredited every five years with a full review of the laboratory including an on site inspection of the forensic disciplines.

Bringing the lab to the crime scene
A new chapter in the use of forensic evidence to solve crimes has opened - thanks to a ground breaking partnership between BT and the Forensic Science Service (FSS). The two organisations have joined forces to launch the Forensic Response Vehicle (FRV) - the world's first ever mobile forensic laboratory which enables real-time investigation at the crime scene. The FRV is designed to radically reduce the time needed to identify or eliminate suspects through forensic testing. The innovation is being piloted with five police forces initially - West Midlands, Derbyshire, Leicestershire, Lincolnshire and Warwickshire. And the FSS says it hopes that after this initial pilot, the vehicles will be deployed to other police forces nationwide in due course. The FSS is an agency of the Home Office - dedicated to the application of forensic science to aid law enforcement organisations in the UK and abroad. The organisation has a worldwide reputation - particularly for DNA research and development.
