Name checks are often argued as a substitute for fingerprints because of historical delays in processing fingerprint submissions. In 1997 the CJIS Division made a concerted effort to reduce its fingerprint backlog, which in turn, resulted in a corresponding drop in the number of days necessary to process fingerprint cards. The CJIS Division has eliminated its backlog, and the time to process civil fingerprint cards at the CJIS Division is presently eleven days. Let me assure you that the FBI is doing everything within its power to continue to reduce its processing times. The Integrated Automated Fingerprint Identification System (or IAFIS) became operational in July 1999. This next generation system culminated a decade-long effort costing approximately $640 million to wed the speed of name checks with the certainty of fingerprints. The IAFIS concept of operations detailed two hour criminal and twenty-four hour noncriminal turnaround on electronically submitted fingerprints, and it is operating within these parameters.

Patricia ''Paddy" Meehan is an 18-year-old ''lowly copyboy" for The Scottish Daily News who yearns with every fiber of her scrappy, Irish Catholic self to be a reporter. Instead she's making trips to the local pub to get editors' tankards filled, trying to evade the ''boys" from the pressroom who are drinking there. In a quirk of fate, she bears the same name as a man whose murder conviction was overturned by the work of an investigative journalist. The character of her namesake is based on the real Patrick Meehan, whom Mina, according to an author's note, interviewed in the late 1980s. When two young boys are arrested for the brutal murder of a 3-year-old boy, Paddy wonders if they, too, are victims of overeager police investigators. She knows one of the boys and becomes convinced that an adult instigated the unspeakable crime. Her search for answers brings her an ally, reporter Terry Hewitt (''He was plump with disproportionately short legs, but there was an air about him, an aura of dirty-bad man, that made Paddy's mouth water when she dared look at him"), and a father confessor, Dr. Pete, who presides over the newsroom from the pub (''His bushy eyebrows billowed out from a face scarred by a decade-long hangover").

    Social Services is failing abused children, because it is too busy scrutinising ordinary families. A child protection officer talks to Virginia Hume. by Virginia Hume B, until recently, was responsible for the child protection services in a large local authority in inner-city London. She still works in child protection elsewhere in the UK, so she has asked to remain anonymous for the purposes of this interview. There were many contributing factors to the tragic death of eight-year-old Victoria Climbie at the hands of her great-aunt and her great-aunt's boyfriend in February 2000 (see The missed lesson of the Climbie inquiry, by Helene Guldberg). But one important, general factor seems to have been overlooked by the official inquiry. B claims that Social Services no longer provide a safety net for children in mortal danger. Instead, Social Services have become 'a standards agency', with social workers spending more time investigating parents who, far from being potential murderers or torturers, are simply not as good at parenting as we might like them to be.
