Virginia has the oldest judicial system in America. The judiciary is an indispensable and integral part of our democratic form of government. Sources of local rules:
A complete set of all county local rules (over 11,000 pages) was scanned in November of 1998. Since that time some counties have submitted electronic versions of their local rules. These electronic versions are included in the results from the AOPC Search page and are indicated as "Searchable" in the table.
Changes to local rules:
As local rules are adopted by Judicial Districts, the President Judge of the Judicial District sends a copy, usually with a diskette, to the Pennsylvania Bulletin for publication and also to the Administrative Office of Pennsylvania Courts (AOPC). On many rules, the effective date of the rule is thirty (30) days after publication within Local Rules of Civil Procedure in the Pennsylvania Bulletin. The Pennsylvania Bulletin is published weekly by the Legislative Reference Bureau http://www.legis.state.pa.us/

An Introduction to the Courts of Oregon
History Throughout history, people have had disputes and have needed some means to settle their disputes. As civil societies develop, they need an orderly system of conflict resolution. One system that developed in "western" cultures is the "law court" or court of law. In England, those early law courts developed a "body of law" called the common law, which defined both the rights of the people and the government and the duties people owe each other and their government. There was no legislature yet to adopt statutes. English settlers brought this common law with them to the American Colonies, where it developed into the American common law. Over time, state and federal constitutions and statutes have superseded much American common law. Courts continue to look to the common law for guidance if no statute defines the rights and duties in a particular case. As in other states, courts in Oregon are both rooted in this common law tradition and governed by a state constitution and statutes that supersede the common law. HOW THE U.S. COURT SYSTEM FUNCTIONS

    The U.S. Constitution establishes a system of federalism under which the federal government is granted limited authority, with all remaining authority left to the states. This model of shared powers defines the relationship between the federal and state courts. In this overview of the various levels of the U.S. courts, Toni M. Fine, associate director of the Global Law School Program at New York University Law School, explains how the court system functions. It is something of a myth to speak about a single U.S. court system because the U.S. judicial system is in reality composed of multiple autonomous courts. There is the federal court system, an integrated system divided into numerous geographic units and various levels of hierarchy; in addition, each state has its own court system with a system of local courts that operate within the state. Under this dual federal/state court structure, the U.S. Supreme Court is the final arbiter of federal law, while the highest court of each state (usually called supreme courts) has the ultimate authority to interpret matters of the law of its state. When federal constitutional or statutory matters are involved, the federal courts have the power to decide whether the state law violates federal law. The functioning of these systems is complicated by the fact that there are multiple sources of law, and courts of one system are often called upon to interpret and apply the laws of another jurisdiction. In addition, more than one court may have sovereignty to hear a particular case.

State and Local Funding for the Illinois Courts Financing the state court system is a shared responsibility of the state and the 102 counties of the state. Revenue to provide court services to the people of the state comes from a variety of sources: the state income tax, county property taxes, case filing fees, court-imposed fines and assessments, and other fees. State government pays for the salaries, benefits, and office expenses of supreme and appellate court judges, and salaries and benefits of circuit court judges. Effective July 1, 2003, judicial salaries, as determined by the legislature, were: supreme court justices, $158,103; appellate court judges, $148,803; circuit court judges, $136,546; and associate judges, $127,247. The state also pays for support staff of supreme and appellate court judges, staff in other units of the supreme and appellate courts, court reporters and a small number of other personnel in the circuit courts, and mandatory arbitration staff in several counties. Part of the cost of operating the mandatory arbitration program is offset by fees paid by participants in the program. During 2003, the arbitration filing and rejection fees collected amounted to $5,780,136. State funding for probation departments currently covers approximately 3,250 probation personnel. Counties are reimbursed for all salaries of approximately half of this number, with the rest reimbursed at the rate of $1,000 per month. At the present time, state funding provides for about 30% of the total cost of probation services in the state.

According to the state constitution, the AOC performs various duties under the supervision of its administrative director including: • Acts as fiscal agent of the Court of Justice. Its staff prepares the budget draft biannually and administers the judicial budget. The Kentucky unified court system is funded by state appropriations. Generally, the Court of Justice budget represents just over two percent (2%) of the total state general funds appropriated for each biennium. The Court of Justice budget is used to pay all expenses of the state court system including salaries of elected officials and non-elected personnel, travel expenses, facilities and office supplies and equipment. All revenues collected by the Court of Justice are deposited into the state treasury for general fund disbursement. Certain fees, however, are earmarked for distribution to specific funds. • Maintains data processing systems for the purpose of publishing statistical reports, evaluating special projects and operating case management systems.

ComLaw and SCALEplus (Australian Attorney General's Department) - legislation and ancillary documents and information for the Commonwealth and non-self governing Territories. ComLaw came online in January 2005 and contains the new Federal Register of Legistative Instruments and will eventually replace SCALEplus.
