What are drug courts? Drug courts are innovative programs designed to provide drug-addicted defendants with successful drug treatment as an alternative to incarceration. Drug courts are supported by the White House, by Illinois statute, and by judges, prosecutors, defense attorneys, probation officers, treatment providers, and law enforcement professionals across the country. Drug Courts mandate treatment. Particularly in meth cases, coerced treatment is often only way the addict will access help. Studies show that coerced treatment yields the same, if not better treatment results by motivating clients to stay in treatment longer. Drug Courts make treatment opportunities available that would not otherwise be afforded for meth addicts. What are the key components of drug courts?

Departments... Child Support The main function of the Child Support Coordinator is to act as a liaison between the District Attorneys General Conference and the Department of Human Services. Her duties include, but are not limited to, coordinating such services as relocation of the offices and computer equipment, staffing, and organizing the annual Statewide IV-D Administrators and Attorneys Conference and October Conference for the IV-D Attorneys. She also assists the Fiscal Division with child support contracts and budgets as well as the Payroll and Personnel Division with salaries and new hires. She maintains contact with all Child Support offices within the State with regard to everyday problems connected with their offices. Fiscal The fiscal division is responsible for overseeing the budget and accounting of the $46 million budget allocated to the District Attorneys General Conference. The budgeting responsibility entails preparing and monitoring the four major budget codes of the department and over 100 district, grant, and training budgets. The accounting responsibility involves processing the accounts payable and accounts receivable transactions. In addition, this division handles space and copier leases, equipment purchases and property management. The law book libraries and telecommunication systems within the offices are also taken care of by this division.

In your view what parts of the justice system most need to be fixed and what do you see as the role of government in doing that?
I think it would be presumptuous of me to say what most needs to be fixed, and in fact in most cases I am impressed at just how much is already being done. For example, we have worked cooperatively over a long period with the Bar and the judiciary to look at alternative ways of resolving disputes. We know that court proceedings can be effective in resolving issues, but sometimes mediation can be even more effective, can be lower cost, can leave the parties with a higher degree of satisfaction, and can produce a result that is more likely to be stable over the long term.
I think we have to sensitively explore ways of encouraging alternatives, particularly if the result is that the court system is reserved for the more serious forms of dispute that can only be resolved in court. Based on considerable consultations and with the support of many in the Bar and in the judiciary, we have brought forward legislation to allow for a broadening of notice to mediate procedure, and to allow for a broadening of notice to mediate in provincial court. I think there is some real thought being given by all parties to how we can make the court system part of a range of dispute resolution solutions that can suit society and can produce the best result at the lowest cost.

Role of Law Enforcement
After a crime is reported to a law enforcement agency, the officers arriving first on the scene have the duty to learn as much as possible about the crime, the suspect and all potential witnesses. They are also responsible for securing the crime scene to protect evidence. Being the victim of a crime is an emotionally-upsetting experience; however, it is important that you cooperate fully with law enforcement officers and tell them everything you know. This information may help identify and apprehend the suspect. If you would like assistance and support from a victim service agency (victim/witness, sexual assault, child abuse treatment or domestic violence), ask the officer how to contact these agencies. If such services are available in your area, you may want to call a center to have a victim advocate with you for support during any investigative interviews, medical examinations or follow-up procedures. After the initial report by the responding officers, the case may be turned over to an investigator for further work. You may be contacted and interviewed again for more information, and you may want to have a victim advocate with you for emotional support during these proceedings. Be sure to write down the name and telephone number of the officer or investigator so that you can call later to ask further questions or obtain more information. (A form for recording important information is located in appendix A.)

October 29, 1997 Dear Mr. Chairman, Thank you for holding hearings on H.R. 2370, "A Bill to amend the Organic Act of Guam for the purpose of clarifying the local judicial structure and the Office of the Attorney General." A Bill such as this is sorely needed on Guam and will finally create a genuine three-branch form of government for Guam. I would appreciate it if you would enter this testimony into the record of the Hearing. TESTIMONY OF CHARLES H. TROUTMAN ACTING ATTORNEY GENERAL OF GUAM IN FAVOR OF H.R. 2370 Mr. Chairman and members of the Committee on Resources, But still Guam does not have a true government consisting of three branches of local government. The very existence of all of our local courts are subject to the will of the Legislature. Indeed, one person in 1977, now nominated to be a part-time Justice of the Supreme Court, advocated the abolition of the entire local court system, relying instead on a federal District Court of Guam having multiple judges. Fundamentally, the structure of the courts has not changed since 1977. They are still not a separate, fundamental branch of the government. Further, the District Court of Guam remains, even in HR 2370, the court of general jurisdiction for Guam, whatever that now means just one more ambiguity that we do not need. A similar problem exists with respect to the Attorney General. Most of the states have created the Attorney General as a constitutional officer. We now feel that the people of Guam should have that opportunity as well. The Attorney General is patterned after that of the United States Attorney General, appointed by the Governor with the consent of the Legislature. The term of office is indefinite, at the will of the Governor.

Boston, MA The Chief Justice for Administration and Management, Hon. Barbara A. Dortch-Okara, today announced the appointment of Attorney Gael Mahony of Boston to the Commission on Judicial Conduct, effective immediately. Mr. Mahony is filling the balance of the unexpired term of Attorney Gerald C. Cook, whose term expires on October 31, 2002. Mr. Cook resigned from the Commission on February 12, 2001. Established in 1978, the Commission on Judicial Conduct investigates allegations of misconduct by judges. Under the authority of G.L.c.211C, §1, the Chief Justice for Administration and Management of the Trial Court appoints three lawyer members to the nine-member Commission on Judicial Conduct.
