SAN JOSE, Costa RicaBy no stretch of the imagination could Costa Rica be described as overcrowded: According to recent figures, it has a population density of only 163 people per square mile, or 63 per square kilometer. Vast areas of the country are under cultivation, growing coffee, bananas, oranges and many other crops, and some 25 percent of its land has been set aside as wilderness conservation areas. And yet, population remains a concern. The reason: Although Costa Rica's fertility rate has declined sharply from 7.3 births per women to its present level of 3.1 births, the country's population is still expected to double in less than forty years. (The best estimates put the population growth rate at 2.4 percent.) Another factor adding to population concerns is immigration, much of it illegal. Costa Rica's minister for natural resources, Rene Castro, told The Earth Times that hundreds of thousands of illegal immigrants have fled political and economic problemsworsened by a five-year drought that has destroyed subsistence cropsin neighboring Nicaragua and El Salvador. Those immigrants, he said, now constitute 10 per cent of Costa Rica's population. "And," he added, in a jibe at California's latest referendum, "we don't kick them out of the schools."

The province of Limon, Costa Rica encompasses the entire Atlantic coastal strip within a single department which has experienced poverty under the dominance of foreign companies over the last 100 years. Costa Rica is heavily dependent on banana revenues, making its Atlantic coast region central to the national economy. Furthermore, the Limon coast is linked to the rest of Costa Rica by an effective railroad system.
The Costa Rica Railroad, completed in 1890, was built, owned and controlled by Minor C. Keith, the North American banana magnate. The original reason for building the railroad was not bananas but coffee. Since the coastal region was sparsely settled by Amerindians, Keith and the Costa Rican government imported a foreign labor force to build the railroad. The first wave included 400 Chinese, 600 Jamaicans and 500 workers from the Cape Verde Islands off the coast of Africa. Another 1,500 workers came in the sd wave, including 762 Italians, with the remainder consisting of Barbadians, Hindus and Chinese. However, only the Afro-Caribbean peoples survived and remained, turning Limon into a black, English-speaking cultural enclave.
The rapid expansion of banana production after 1910 meant that almost all the Afro-Caribbean workers worked for the United Fruit Company in one way or another: on the plantation, on the railroad, or loading cargo at the port. As an imported foreign element, they were not recognized as citizens by the Costa Rican government, and most of the country was off limits to them because of an unwritten color bar.

Policy: Instituto Costarricense de Electricidad ICE has performed well in providing basic telecommunications infrastructure and services, but it may not be the ideal arrangement for Costa Rica moving forward. ICE has lagged behind in the provision of adequate remote telecommunication services. Some indicators suggest that the deficit is approximately 100,000 phones, representing 50 percent of the total demand. Other ICT and trade policies have helped Costa Rica to position itself in the high-tech industry. Incentive policies and programs include Free Trade Zone law and duty free export of products to the US, Mexico and Central America, and reduced duties to the European Union. Infrastructure: Enterprise: In 1999, computer microchips (mostly Intel) accounted for 37 percent of Costa Rica's exports, compared to bananas at 10 percent and coffee at 5 percent. The balance of trade turned positive due to the dramatic increase in exports (an increase of 20 percent per annum). In addition to the export revenues, Costa Rica has achieved generous pay and stock options for workers, and new standards of efficiency and safety that are being emulated by other local businesses. There are also continuing opportunities for growth and expansion of franchising within Costa Rica. Entrepreneurs, both corporate and individual, appreciate the established business systems and proven track record that selective franchises offer. Franchising is viewed as a way of entering the free market without necessarily possessing extensive knowledge of an industry. The Internet is the primary source of information for local franchisees about potential new franchise opportunities. Approximately 4,000 Costa Ricans are employed by various franchises.

Ortega complained of persecution by Venezuelan authorities Costa Rica's government says it has cancelled the asylum given to a leading Venezuelan opposition figure, after he gave a controversial speech in the US.
Union leader Carlos Ortega requested asylum last year, saying he faced persecution in Venezuela. Last week he reportedly told a meeting in Miami, Florida, that he would return to Venezuela to work clandestinely to remove the government of Hugo Chavez. Costa Rica said this speech violated the terms of Mr Ortega's asylum. "In the judgement of the Costa Rican government, the statements made by this asylum holder are decidedly contradictory to the spirit of political asylum, and to his responsibilities as a recipient of asylum," the foreign ministry said in a press statement. Chavez: Briefly ousted in a 2002 coup The ministry said Mr Ortega had twice been warned to exercise his freedom of expression "in a responsible manner" to avoid damaging Costa Rica's foreign relations.
