The big picture
This map does not reflect a position by UNICEF on the legal status of any country or territory or the delimitation of any frontiers. Costa Rica has met the majority of the overall goals of the World Summit for Children, particularly in the basic areas of health and education. It has also succeeded in establishing a legal framework that complies with the Convention on the Rights of the Child (CRC) and other international standards. Its development objectives coincide with the commitments established for the Millennium Goals. However, social and territorial inequalities have reportedly increased and new inequalities have surfaced. Problems such as the commercial sexual exploitation of minors, sexual abuse and child labour have become more prevalent. The country has achieved net rates of 92.6 per cent in 2001 for primary education, however the serious problems of grade repetition and drop-outs still exist. Three out of every 10 children drop out of school before completing basic general education and eight of them do not complete secondary studies within the allotted time frame. Some 40 per cent of adolescents have left the education system, even though flexible policies have increased. Costa Rica adopted the Responsible Paternity Law, an international milestone on this matter. There are still institutional and cultural difficulties in applying this law. According to the “Report on the State of Child and Adolescent Rights,” prepared by UNICEF and the University of Costa Rica, 30 per cent of poor Costa Ricans are children and youths. This document also calculated a Human Development Index for Children last decade, with indicators such as infant survival, expected education level and quality of life, showing sub-national inequalities and gender differences. In the area of child and adolescent policy, institutional reform has progressed slowly. A reform of the Child Welfare Institute (PANI) is under way and in line with the new legal framework established by both the CRC and the Child and Adolescent Code. An important achievement was the appointment of a Minister for Children and Adolescents.
