by Edward Katz, BSc'68, MDCM'70, MSc(A)'97 "Become a locksmith!" "Finish high school at home!" "Earn your law degree by mail!" We have all seen these ads in popular magazines, extolling the virtues of various correspondence schools. But did you know that McGill has also become, in its own way, a correspondence school, albeit at a much higher academic level? I have recently obtained a Master of Science (Applied) in Occupational Health Sciences, from McGill, after over 3 years of part-time home study. My studies at McGill began in a conventional fashion. After high school, I completed McGill's seven-year medical program, obtaining my B.Sc. and M.D.C.M. degrees in 1968 and 1970, respectively. After two years in general practice, I became an industrial physician, and have spent the last 24 years working in this area. I have always felt the need for formal training in occupational health, and frequently considered taking a sabbatical year to pursue a one-year Master's program in this field. But it is not easy to take a year off from an established career.

Printed in PHS #15, 1997. In 1981, when Alexandra began earning her bachelor's degree through home study, not a lot was available in the way of university extension degrees. In fact, if someone had not suggested that we check out Peterson's Guides: Who Offers Part Time Degrees?, we might never have found a suitable program. Fortunately, the past fourteen years have seen a veritable explosion in the home study market, with a wide variety of correspondence programs now available through the mail, on cable television, and on the Internet. One thing that has not changed, however, is that anyone wanting to earn a degree through correspondence should proceed with caution. When looking for a correspondence program, we soon became aware that all university extension programs are not created equal. In fact, many institutions offer individual courses through correspondence, but they offer no degrees through home study. As a result, a correspondence student may find that he has spent several thousand dollars and many hours of hard work taking courses that are not going to apply toward a degree - remember, it is possible that none of these credits will be accepted at another institution. If a degree is the goal, the prospective student would be wise to reject any program that does not offer a fully accredited degree as the end product. At the time we began earning university degrees through home study a lot of people believed that a diploma earned through correspondence was not worth the paper it was printed on. We added an element of credibility by choosing top universities with impeccable credentials. Today, I still believe that great thought should go into the selection of the university as well as the selection of the correspondence program. After all, a degree is only as credible as the university through which it is earned.

Our students study at early childhood, primary and secondary levels, and we have students with special education needs. Our vision is to be a recognised centre of excellence in education. Our mission is to provide quality, learning outcomes for students whose learning needs cannot be met by a local provider alone; and to provide leadership and support to the education sector by building on its expertise in distance education. The Correspondence School has around 500 teaching and support staff based across the school's four sites in Wellington. There are four Directorates within The Correspondence School, including: Teaching and Learning Years 9-13, Early Childhood and Primary, Special Needs Education and Corporate Services. The administration and professional areas of the school include:The Registry (where enrolments are processed), Media Services (where course work is produced), Information and Communication Technology and the Student Resource Centre (where resources are stored and mail is processed). Many students studying with us have special teaching needs and require significant adaptation of the curriculum to meet their individual learning requirements. We therefore adapt the curriculum to meet the long and short term goals outlined in the student's individual education plan (IEP). For older students there is a focus on life skills and transition to work experience. Our Special Education area also teaches adult students - usually for literacy and numeracy but other subjects are also available. Early childhood students with special teaching needs are enrolled and taught and by our Early Childhood Service. Our Special Education teachers work as part of a team with parents, supervisors, schools and other specialists to provide a programme of learning and support. • 1 Introduction The recent Education Review Office Accountability Review report on The Correspondence School has raised a number of concerns about the effectiveness of The Correspondence School as a distance education provider catering for the needs of a diverse group of students. The Accountability Review report included advice to the Board of Trustees of The Correspondence School on improvements necessary to ensure that the Board is meeting its legal obligations, especially in relation to the delivery of the curriculum. However the Accountability Review report has also raised some wider policy issues which, in the view of the Education Review Office, require active consideration by the Government. There are three major trends currently confronting The Correspondence School:
    • the growing use of information technology in the provision of distance education;

    Home ERO's Role What's New Publications ... Common questions Media Release 9/1998 26 May 1998 Distance education needs strategic planning The Education Review Office accountability review report on the Correspondence School identifies the challenges the school must face up to if it is to meet the needs of its increasingly diverse student population. The Correspondence School has 20,287 students on its roll ranging from early childhood through primary and secondary to adults in its open learning scheme. In the 1920s, when the school was established, the typical correspondent school student was a child on a farm a long way from school. Today full time primary and secondary students make up only 21% percent of the roll. A large percentage (38 percent last year) of students are dual enrolled. This means that they already attend a secondary school but in order to take subjects not offered at their local school they enrol in one or more subjects at the Correspondence School. This is an excellent example of the diversified service the school offers. Almost all state secondary schools have some students enrolled at the Correspondence School. For instance, almost complete reliance on written materials posted to students who are assumed to have home supervision does not fit the educational needs or domestic situation of many students, who may not be able to read or who lack appropriate adult support.

    correspondence school Correspondence schools conduct instruction by exchange of letters. Historically, this was through physical mail, but now is commonly through e-mail or other Internet -based technology. An advantage of correspondence education is the opportunity for the student to work at his or her own pace, rather than at the pace of the class. Disadvantages compared to traditional schools include lack of discussion and interaction with fellow students. Some unaccredited schools are little more (or nothing more) than diploma mills which exist to grant pieces of paper.
